On November 4, continuing the 8th Session, the National Assembly discussed in the hall the assessment of the results of the implementation of the 2024 socio-economic development plan and the expected 2025 socio-economic development plan.

Ensuring rights for the elderly

Expressing his impression of GDP growth in the first 9 months of 2024, National Assembly delegate Nguyen Minh Tam (National Assembly delegation of Quang Binh province) said that the whole country has over 16 million elderly people, accounting for more than 16% of the population, but only about 5.4 million people receive pensions, social allowances, meritorious service allowances, and social allowances. Thus, about 65% of the elderly have not yet received social allowance policies.

Therefore, delegate Nguyen Minh Tam suggested that the Government should have a mechanism to support the elderly to participate in the labor market fairly and reasonably, which is necessary to reduce the burden of social security on society. Therefore, employment policy should aim to increase the participation of the elderly in the labor market.

Specifically: it is necessary to regulate the maximum number of hours, the minimum wage to be paid to the elderly to participate in labor, policies on loans, vocational training for the elderly who want to start a business... and it is time, job planning must be focused on in which priority is given to specific jobs for the elderly, limiting the number of young people and jobs that the elderly are not allowed to do...

In addition, to ensure the quality and quantity of care facilities for the elderly, delegates proposed to encourage businesses to participate in the care of the elderly. Specifically: it is necessary to exempt or reduce corporate income tax for businesses developing nursing homes in the first few years of operation to reduce costs and financial risks for these businesses; provide preferential loans with low interest rates for businesses wishing to invest in the construction and operation of nursing homes; create a support fund from the Government to provide grants or credit guarantees for nursing home development projects.

Encourage and attract foreign investors to invest in the field of elderly care in Vietnam through preferential policies on land lease, tax and fee policies, and administrative procedure reform. Encourage the public-private partnership (PPP) model in the field of elderly care investment, creating a legal basis for attracting private investment capital in this field, especially with regulations on capital mobilization from the elderly in nursing projects, ensuring the rights of the elderly.

Have plans and policies to support businesses

Speaking at the meeting, National Assembly delegate Nguyen Van Manh (National Assembly delegation of Vinh Phuc province) said that the quality of labor supply is still inadequate, limited, and does not meet the demand; the labor market has not improved much in quality... From the above reality, delegate Nguyen Van Manh proposed 4 solutions for the National Assembly and the Government. First, improve the capacity of analysis and forecasting, focus on removing difficulties in accessing credit, focus on production, business and priority areas, have plans and policies to support production and business enterprises, and orientate market search to solve employment.

Second, strengthen information and propaganda about the Party and State's policies and guidelines on supporting vocational training and job creation for young people; link vocational training with the employment needs of businesses and society; focus on socializing vocational training, encourage businesses to participate in vocational training; innovate training content and programs to meet the needs of businesses.

Third, the Government is requested to evaluate the implementation of Decision No. 522/QD-TTg of the Prime Minister, approve the Project "Vocational education and orientation of student streaming in general education for the period 2018-2025"; have solutions to thoroughly stream 45% of high school graduates to receive vocational training.

Fourth, increase credit support for young people starting businesses to create more jobs, improve credit support policies for young people to find and create jobs for themselves...

Removing obstacles in vocational training regulations

Discussing at the meeting hall, National Assembly delegate Nguyen Hoang Bao Tran (National Assembly delegation of Binh Duong province) said that it is necessary to remove obstacles in regulations on vocational training. The rate of enterprises providing vocational training for workers is currently only 36%. Policies to support enterprises in providing vocational training for workers are still complicated in terms of procedures. The ordering of training has not attracted enterprises when there are still barriers in terms of costs and equipment between vocational training institutions and enterprises...

Therefore, delegates suggested that the Government research and have specific policies in vocational training associated with the practical quality of labor resources, the labor market, as well as the socio-economic characteristics of each locality.

In addition, it is necessary to invest in modern equipment and machinery for teaching in vocational schools to ensure that it is suitable for reality and development trends of society and enterprises, and to limit waste in training facilities. At the same time, it is necessary to increase vocational training support for unemployed workers.
