This morning (May 25), the National Assembly discussed in the hall the Report of the Supervisory Delegation and the draft Resolution of the National Assembly on the results of the thematic supervision of "the implementation of Resolution No. 43/2022/QH15 dated January 11, 2022 of the National Assembly on fiscal and monetary policies to support the Socio-economic Recovery and Development Program and the National Assembly's resolutions on a number of important national projects until the end of 2023". However, the implementation of the Socio-Economic Recovery and Development Program in general and Resolution No. 43 in particular still has some shortcomings and limitations such as some legal documents are limited in terms of clarity, overlap and feasibility... Therefore, Mr. Binh recommends that the National Assembly and the Government consider the actual situation to transfer capital sources for ineffective policies to policies that society and people are in need of, in order to achieve the effectiveness of support policies.

Along with that, Mr. Binh proposed that the Government consider increasing capital sources for localities to implement loan programs to support employment, maintain and expand employment. This delegate also proposed to continue extending the interest rate support period for policy credit programs under Decree 36/2022/ND-CP and tax reduction policies for people and businesses. Promptly issue a Decree guiding the implementation of the Law on Bidding, effective from January 1, 2024, to remove difficulties for people and businesses... In addition, Mr. Binh proposed that the National Assembly and the Government study to continue extending the implementation period of Resolution 43 or study the possibility of building a new Economic Recovery Program in the period of 2024-2025 to continue reviewing and supporting the subjects, promptly removing difficulties, contributing to the socio-economic development of localities. Also speaking at the meeting, delegate Tran Quoc Tuan (Tra Vinh) said that despite drastic implementation, some policies had low implementation results. Data assessing the implementation of specific policies showed that 7 policies with quantitative targets set out in Resolution No. 43 were not implemented as planned.

Mr. Tuan agreed with the extension of the implementation period of Resolution 43 as proposed in the Draft submitted to the National Assembly, striving to complete the disbursement of the Program's allocated capital by December 31, 2024 according to the schedule required in the Resolution of the 6th Session of the National Assembly to put completed projects into use, promoting the effectiveness of capital investment. Sharing the same view, delegate Au Thi Mai (Tuyen Quang), highly agreed with the proposals of the Supervisory Delegation, and at the same time recommended that the National Assembly continue to allow the implementation of the 2% interest rate support policy for enterprises, cooperatives, and business households according to Resolution No. 43. For the Government, Ms. Mai proposed to consider and supplement the subjects eligible for loans according to Decree No. 28/2022/ND-CP for ethnic minority households and individuals living in communes and villages in ethnic minority and mountainous areas. Supplementing regulations on preferential loans for individuals and households investing in building houses for low-income people to rent according to Decree 100/2015/ND-CP and Decree 49/2021/ND-CP.

Consider further reduction of some taxes and fees

Speaking at the meeting, delegate Trinh Thi Tu Anh (Lam Dong) said that it is necessary to proactively use fiscal policy to promote economic growth drivers. Accordingly, the delegate made a number of recommendations: Firstly, fiscal policy needs solutions to adjust the total demand of the economy, it is necessary to continue policies to stimulate domestic consumption, consider continuing to reduce some taxes and fees, and support businesses to stimulate demand. In fact, the reduction of taxes and fees in the past 2 years has had almost no impact on total budget revenue.

Second, perfecting the legal framework for the management and allocation of public investment expenditure to better suit the conditions of policy implementation in Vietnam. Clearly defining responsibilities, accountability and decentralization of investment expenditure management is always essential. Special attention should be paid to planning and disbursing public investment to avoid the situation of "fullness and hunger" in investment expenditure, including removing regulations affecting investment expenditure disbursement in general and investment expenditure from ODA capital sources in particular. "It is possible to consider adjusting investments in social housing to the form of supporting enterprises to build social housing with counterpart funds from enterprises and supporting the construction of rental housing in industrial parks and export processing zones, considering expanding the subjects eligible to buy social housing," Ms. Tu Anh said. Finally, to promote economic growth, Ms. Tu Anh said that it is necessary to proactively use fiscal policy to promote growth drivers in the 2024-2025 period. "Fiscal policy needs to be used in conjunction with other economic policies and with the general institutional reform process, stimulating investment, boosting production and business, and developing high-quality human resources to be effective," Ms. Tu Anh said.
