Da Nang seeks "blueprint" for Hoa Vang urban development

As a new urban development area of ​​Da Nang City, what urban model will Hoa Vang district be developed according to to avoid impacts on the environment, culture, craft villages, as well as cultural relics?

Before 1997, Da Nang's urban area was less than 6,000 hectares. Very quickly after that, the city expanded by nearly 20,000 hectares, and Hoa Khanh, Ngu Hanh Son, and Cam Le districts soon became inner cities. Up to now, the only place left for urban development in Da Nang can only be Hoa Vang district. Da Nang City's planning for the period 2021-2030, with a vision to 2050, determined that Hoa Vang district meets the criteria for a type IV urban area; by 2025, Hoa Vang will be eligible to establish a town.

According to Mr. Dinh The Vinh, Deputy Director of the Department of Construction of Da Nang, the urban development orientation of Hoa Vang district in the general planning has been approved. Accordingly, the district is home to two priority job clusters: the High-tech Industrial Cluster, the High-tech Agricultural Cluster and is connected to the remaining job clusters by two economic belts: the High-tech Industrial Belt and Seaport - Logistics, the Innovation Belt and High-tech Agricultural Application.

Hoa Vang is also the place where new centers of Da Nang City are concentrated, such as the High-tech Service Center in the Northwest of the City; the Trade and Service Center associated with the new Railway Station. In terms of spatial development orientation according to subdivisions, Hoa Vang is located in 8/12 subdivisions of Da Nang City, including all 3 subdivisions of Hillside Urban, Development Reserve, High-tech Agriculture; part of 5 subdivisions of the West Ecology, Lien Chieu Seaport, High Technology, Green Core Center, Innovation.

Notably, in Hoa Vang district, 4 ecological urban areas are being invested in, including Truoc Dong Lake Ecological Villa Area, with an area of ​​nearly 100 hectares; Ecological Villa Area to the West of Nam Hai Van Bypass Road with an area of ​​over 97 hectares; Ecological Urban Area to the North of Hoang Van Thai Road with an area of ​​87 hectares and Ecological Villa Area to the East of Nam Hai Van Bypass Road with an area of ​​over 60 hectares. With a total expected capital of over 4,000 billion VND, this is considered the largest ecological urban cluster currently invested in Da Nang City after many years without new land funds.

According to Architect Tran Ngoc Chinh, Chairman of the Vietnam Urban Planning and Development Association, Hoa Vang is a buffer zone, a reserve land, an agro-forestry ecological zone that conserves biodiversity of Da Nang City. The district also has a high-tech park, many industrial and service projects, a hub for connecting infrastructure projects, and the formation of eco-tourism areas... "All of these are the premise for Hoa Vang to rapidly develop urban areas, increase economic growth to soon achieve the goal of becoming a type III urban town," said Mr. Chinh.

What model?

Developing Hoa Vang urban area is inevitable, but this is an area with diverse nature and socio-culture, long rivers, high mountains, majestic landscapes, etc., so the "urban blueprint" of Hoa Vang cannot be done in the old way, that is, dividing the plots of land into "tube houses" models.

Mr. Bui Huy Tri, Vice President of the Urban Development Planning Association of Da Nang City, said that urbanization has brought many benefits to Hoa Vang, but has caused immeasurable losses in terms of environment, culture, craft villages, cultural relics, etc.

According to the Plan, Da Nang City strives to develop Hoa Vang district to meet the criteria of a type IV urban area, with 80% of communes meeting the conditions to become wards and meeting the conditions to establish a town as soon as possible. By 2030, Hoa Vang town will have a population of about 430,000 people, of which the permanent population is about 380,000 people. Thus, Hoa Vang will develop into a town with a very high urbanization rate, posing many problems in the process of transitioning from an agricultural district to an urban area.

The Resolution of the Standing Committee of the Da Nang City Party Committee on the construction and development of Hoa Vang district until 2030, with a vision to 2045, orients Hoa Vang to become an ecological urban area, a hillside urban area with its own identity; a center of high-tech industry, logistics, eco-tourism services, high-quality agriculture...

“That would be a very vivid picture. But to sketch and complete that picture, a creative, steadfast and consistent development roadmap is needed. In particular, issues of spatial shaping, economic sector development and heritage protection need to be considered in a unified relationship,” Mr. Tri proposed.
