According to the People's Committee of Da Nang City, the Software Park No. 2 project (phase 1) is on the list of key projects, driving the city's socio-economic development in the period 2021-2025.
The project was approved for investment with the aim of promoting domestic and foreign investment attraction, especially in the city's information technology sector.
The project will help businesses quickly access government policies, support and incubate new startups, promote, expand and develop the information technology market.
The People's Committee of Da Nang City proposed to add necessary items to synchronously complete Software Park No. 2, including three blocks of 20-storey ICT, 8-storey ICT1 and 8-storey ICT2, with a total additional cost of more than 414 billion VND, raising the total investment to more than 1,400 billion VND from the city budget.
Regarding the ability to balance capital, the People's Committee of Da Nang City said that the project's proposed capital is suitable for the ability to balance capital in the medium-term investment plan for the period 2021-2025.

The Software Park No. 2 project was started by Da Nang City in October 2020, with an investment capital of nearly 1,000 billion VND from the city budget. However, because this project is invested with the city budget, it is a public asset.
At the time the project was completed, the Government had not yet issued legal regulations on public assets of information technology infrastructure. This was a legal problem, the main reason why the project fell into disuse after completion.
Recently, on October 22, the Prime Minister approved the expansion of Software Park No. 2. Accordingly, Da Nang Software Park No. 2 in Thuan Phuoc Ward (Hai Chau District) with an expanded area of 28,573m2 of land will operate according to the functions and tasks of the Concentrated Information Technology Park as stipulated in Decree No. 154/2013/ND-CP of the Government.
Previously, the National Assembly issued Resolution No. 136 dated June 26, 2024 on the organization of urban government and piloting a number of specific mechanisms and policies for the development of Da Nang city, including content on encouraging investment in the development of microchips, semiconductors, and artificial intelligence.
