The People's Committee of Da Nang City has just issued an Official Dispatch assigning functional departments, branches, and People's Committees of districts to implement the Prime Minister's Decision on the Project to invest in building at least 1 million social housing apartments for low-income people and industrial park workers in the period of 2021 - 2030.
Accordingly, the City People's Committee assigned agencies, units and localities to continue reviewing, proposing decentralization, simplification and shortening of administrative procedures on investment, planning, land, construction... according to their authority; prioritizing the settlement of records and procedures related to social housing and workers' housing projects. Strengthening inspection, examination, supervision and handling of violations of the law in the development of social housing and workers' housing, including the implementation of land allocation for social housing in commercial housing projects and urban areas.
The Department of Construction is responsible for being the focal agency advising the City People's Committee on implementing the Project; guiding, urging and resolving difficulties and problems within its authority and reporting to the City People's Committee for consideration and decision on cases beyond its authority.
The City People's Committee also requested the Department of Construction to strictly implement the provisions of the law on planning and land allocation for social housing development in the process of appraising urban planning projects and construction planning projects under its authority. When planning new urban areas and new industrial zones, it is necessary to include planning for social housing and workers' housing to ensure social infrastructure and technical infrastructure according to regulations; arrange social housing projects and independent workers' housing in suitable, convenient locations, with large scale, full technical infrastructure and social infrastructure.
At the same time, review and strictly implement the provisions of law on reserving 20% of the land fund invested in technical infrastructure in projects, commercial housing, urban areas for investment in social housing development. Publicly introduce the land fund for social housing investment to enterprises for research and investment proposals. In addition, urge investors to speed up the progress of ongoing social housing projects; require investors to improve the quality of social housing, build product structures, reasonable prices to meet the needs of low-income people and workers to have the opportunity to access and improve housing; ensure conditions for technical infrastructure, essential social infrastructure in terms of transportation, health, education, culture of projects, etc.
The City People's Committee assigned the Department of Natural Resources and Environment to be responsible for reviewing the 20% land fund reserved for building social housing in commercial housing projects and urban areas but not yet used to select and assign other investors to implement social housing projects.
The Department of Planning and Investment coordinates with relevant units to advise the City People's Committee to approve and announce the List of investment projects to build independent social housing that must select investors through bidding so that interested businesses can study and propose to participate.
