After 5 years of implementing Resolution No. 43-NQ/TW of the Politburo on building and developing Da Nang City to 2030, with a vision to 2045, this locality has had many positive changes in socio-economic development.
According to Mr. Nguyen Van Quang, Secretary of the Da Nang City Party Committee, in the past 3 years, Da Nang has attracted from 2,000 to 2,700 billion VND each year from removing difficulties and obstacles for projects. In 2023 alone, Da Nang has removed 17 projects, of which about 47,000 billion VND has been committed by investors to invest.
Currently, Da Nang is implementing four conclusions of the Government Inspectorate and three judgments. Through a separate review of Inspection Conclusion 2852 in 2012, Da Nang has 1,300 projects waiting to be resolved. This is a huge land resource.

Mr. Quang said that the digital technology and information technology industry are contributing 20% to the local GRDP growth. Da Nang's software exports in 2023 will be more than 200 million USD. If going in the right direction, with careful preparation and appropriate mechanisms, fields such as digital economy and green economy are completely suitable for Da Nang's development potential and model.
For the planning implementation, Da Nang hired a Singaporean consultant and this unit applied development models with geopolitical characteristics like Singapore to Da Nang. The consulting unit affirmed that Da Nang has enough room for development until 2045. However, according to experts, to develop Da Nang City to match its inherent potential, in addition to further efforts from the local government, the Central Government needs to have new mechanisms and policies to create a breakthrough for Da Nang in the coming time.
According to Dr. Nguyen Dinh Cung, former Director of the Central Institute for Economic Management, member of the Prime Minister's Economic Advisory Group, Da Nang needs to continue to create a "difference" for development. Specifically, Da Nang's planning until 2030 with hundreds of projects, the capital needed to mobilize to implement the planning is 800 trillion VND (32 billion USD), equal to 40% of Da Nang's GRDP. While the remaining time is about 7 years, Da Nang needs new specific mechanisms and policies to create motivation to attract such large investment resources. Mr. Cung said that there need to be many solutions on infrastructure investment from the Central budget for Da Nang to make a breakthrough in the coming time. In particular, it is necessary to expand development space, invest in upgrading the airport for at least 25 million passengers/year to be completed before 2028; Invest in developing Lien Chieu port and upgrading and expanding the entire national highway 14B and 14G connecting Da Nang with the northern Central Highlands, Laos, and Myanmar.
However, to mobilize investment resources, Da Nang needs to increase investment capital from the state, ensuring that it accounts for 25% of total social investment capital. Therefore, Mr. Cung proposed not requiring Da Nang to regulate budget revenue to the Central Government until 2030; at the same time, the Central Government allows Da Nang to attract investment in the form of PPP without restrictions on fields, industries and scale.
Mr. Cung emphasized that in order to implement the three main pillars of economic development according to Resolution No. 43, there needs to be a series of special and outstanding incentive mechanisms and policies for Da Nang until 2030. Specifically, applying simplified investment procedures (designating contractors and approving investment policies/approving investment simultaneously with land allocation and land lease) for large-scale projects of large, reputable domestic or international enterprises (investors) in high-tech industry, logistics...
Along with that, Da Nang is allowed to open more casinos for tourists (the number and scale of casinos are decided by the City People's Council). In addition to the determination, innovation in thinking and creativity of the entire political system, there should soon be a new Resolution of the National Assembly on a special and outstanding mechanism for Da Nang, contributing to the successful implementation of Resolution 43 of the Politburo and the development plan of Da Nang until 2030, with a vision to 2050.

According to Associate Professor, Dr. Nguyen Chu Hoi, tourism - marine services in Da Nang have developed impressively, becoming a key marine economic sector with the ability to compete internationally. This sector contributes to making Da Nang an attractive tourist destination for the whole country, the region and the world. The target of the contribution of purely marine economic sectors to Da Nang's GRDP is 15% by 2030 and over 20% by 2050.
On that basis, Associate Professor Nguyen Chu Hoi proposed groups of solutions such as: first, a group of comprehensive professional solutions; second, promoting connectivity, connectivity from traffic issues and digital infrastructure; third, implementing policies, mechanisms and strategies to adapt to climate change and ocean change, including rising sea levels.
Da Nang needs to mobilize resources to expand and modernize Da Nang port, this is a huge potential. If Da Nang port wants to develop, it must be linked into a port cluster.
