In recent years, Vinh Linh district has implemented many solutions to develop and diversify forms of production organization in rural areas. This is also an important content of criterion No. 13 in the National Criteria for building new rural communes (NTM) in the period of 2021 - 2025, aiming to promote socio-economic development in localities, as a foundation to complete the criteria on income and poverty rate.

To effectively implement criterion No. 13 on production organization in the National Criteria for New Rural Communes, Vinh Linh district has directed relevant departments, branches, units and communes to promote restructuring of the agricultural sector, implement the program "One Commune One Product" (OCOP), focus on solutions to improve the operational efficiency of cooperatives, support start-up businesses in rural areas... with many mechanisms and policies that have been issued and implemented in practice.
In Kim Thach commune, determining that implementing the production organization criteria is the foundation for completing the criteria on income and poverty rate, the local government has focused on developing production, propagating and mobilizing people to change the structure of crops and livestock, applying scientific and technological advances to production associated with implementing the OCOP program and developing production towards commodities.
From production mainly based on some traditional crops, agriculture in Kim Thach has now had positive changes. In particular, the model of producing melons and cantaloupes in organic greenhouses of the Israel Investment Fund Joint Stock Company in Dong Soi village is assessed to be suitable for the requirements of organic agricultural standards. The production process applies mechanization in land preparation, temperature management, humidity and irrigation regime. The products of the model are 100% linked for consumption, bringing high economic value.
In addition, the commune has built a safe pepper production area, a clean pepper production model and 60 hectares of pepper applying organic production, using a drip irrigation system. The Pepper Cooperative has applied digital transformation to trace the origin using Blockchain application for organic pepper products.
In addition, Vinh Kim pepper and Lang An peanut oil products have origin traceability stamps. The commune has 2 products certified as provincial-level OCOP products, including: Lang An peanut oil is recognized as a 3-star OCOP product; organic red pepper is certified as a 4-star OCOP product.
Not only developing production in line with the strengths of each locality, innovating the form of production organization is also considered one of the important solutions, creating a turning point in production development in Vinh Linh. The local agricultural sector has guided many agricultural cooperatives to convert cooperatives according to the 2012 Law on Cooperatives; guiding the implementation of farm economy according to Circular No. 02/2020 of the Ministry of Agriculture and Rural Development.
To date, the district has 77 cooperatives in operation. Of these, there are 75 agricultural cooperatives, 2 non-agricultural cooperatives, 535 cooperative groups, and 155 farms operating in the agricultural sector. Agricultural cooperatives in the area are developing in the direction of diversifying service types to better meet the needs of members and the market. In 2023, the average revenue of agricultural cooperatives is estimated to reach over 1 billion VND/cooperative, with an average profit of 127 million VND/cooperative/year.
The district has also built many raw material areas certified as organic, VietGAP and equivalent, focusing on the district's key products. Among them, we can mention 31.5 hectares of pepper certified according to Vietnam's organic standards (in Kim Thach commune) and 3.69 hectares of pepper certified according to VietGAP standards (in Hoa Binh village, Hien Thanh commune) of Vinh Linh Pepper Production and Trading Cooperative; 5 hectares of rice meeting VietGap standards of Dang Xa General Agricultural Service Cooperative, Vinh Lam commune; 7 hectares of oranges certified by VietGap of Ben Quan Fruit Tree Cooperative (Ben Quan town); 4.5 hectares of watermelon certified by VietGap of Huynh Cong Tay Agricultural Cooperative (Vinh Tu commune)...
Innovation in production organization and rural economic development has contributed to raising the average income in Vinh Linh rural areas in 2023 to 59.4 million VND/person; the poverty rate is 2.11%.
According to the National Criteria for New Rural Communes at all levels for the period 2021 - 2025 issued by the Prime Minister, the criteria for production organization have been supplemented with many new indicators compared to the previous period. This is a big challenge for localities on the journey to build New Rural Areas. However, with continuous efforts, Vinh Linh has so far completed this criterion. 15/15 communes have met criterion No. 13 on production organization according to Decision No. 318/QD-TTg dated March 8, 2022 of the Prime Minister and Decision No. 1738/QDUBND dated July 4, 2022 of the People's Committee of Quang Tri province, contributing to the successful implementation of the process of building New Rural Areas, advanced New Rural Areas, and exemplary models in the locality.
In the coming time, Vinh Linh district will continue to focus on reviewing, adjusting and implementing planning associated with restructuring the agricultural sector; planning production areas of key agricultural products, forming agricultural products with brands and trademarks in the market. Supplementing agricultural production planning, building new rural areas to meet the requirements of commodity agricultural production and modernizing agriculture and rural areas.
Rural development is in harmony with urban development, protecting the landscape and environment; ensuring regional connectivity, consistency with regional construction planning, other specialized planning, ensuring quality, conformity with natural characteristics, economy, society, national defense, security and people's living habits. Promoting agricultural production development towards commodity production, increasing added value; in which, paying attention to developing advanced and effective economic models, calling on enterprises to invest in agriculture towards high technology, developing sustainable production.
Continue to build and develop cooperative alliances, cooperatives, and cooperative groups according to multi-sector business models, including expanding internal credit services and product consumption services; use land effectively through restructuring crops and livestock; focus on value chain production, clean and safe production, and increase product value, ensuring competitiveness in the market.
Effectively implement the OCOP program associated with tourism development to develop forms of production and business organization to produce agricultural products and services with competitive advantages in the market, contributing to economic restructuring and increasing people's income.
