The strategic convergence point after 40 years of national renovation brings a historic opportunity to bring the country into the era of development, the era of national advancement; at the same time, it also poses an urgent requirement to resolutely carry out the revolution to build a truly streamlined, strong political system that operates effectively, efficiently, and effectively, meeting the requirements and tasks in the current period. The innovation and improvement of the Party's leadership, governance and fighting capacity are not only inevitable requirements but also a central goal, decisive to the success in the cause of comprehensive socio-economic development and firmly protecting the socialist Vietnamese Fatherland.
In article “Refined - Compact - Strong - Efficient - Effective - Effective”, General Secretary To Lam emphasized: “In every revolutionary stage, our Party and State always attach special importance to improving leadership, governing and the Party's fighting strength, enhancing the effectiveness, efficiency and performance of the political system. This is one of the key factors bringing Communist Party of Vietnam To become a great helmsman, an elite captain who leads the Vietnamese revolutionary ship through all rapids, achieving one victory after another. Strengthening the leadership and governing capacity and affirming the Party's fighting strength is not only the responsibility of the entire Party but also a noble mission to realize the aspiration to develop a strong, prosperous, prosperous and happy country.
Affirming the Party's leadership and governing mission
Improving leadership and governance capacity helps the Party perform well its role in strategic orientation and organizing the implementation of political, economic, cultural and social tasks. Leadership and governance capacity is not only reflected in the development of correct policies and guidelines but also in the ability to effectively organize implementation, ensuring harmonious interests between the State, the people and all subjects in society. This requires strong innovation in leadership thinking, avoiding conservatism and stagnation and being ready to absorb and select modern governance models suitable for practice.
The 12th National Congress of the Party proposed the requirement of "Continuing to summarize practices, studying theories about the ruling party, clearly defining the purpose of ruling, the method of ruling, the content of ruling, the conditions of ruling; the issue of promoting democracy in the condition of a single ruling party; the risks that need to be prevented for the ruling party" (1).
Next, the document of the 13th National Congress of the Party continued to add many new and important points, including the term "ruling capacity" to the general goal of "improving the leadership capacity, governing capacity and fighting strength of the Party" (2); from there, it raised the guiding viewpoint: "Strengthening Party building and rectification, promoting the nature of working class of the Party, to enhance the Party's leadership capacity, governing capacity and fighting strength" (3).
The Party's fighting strength is the core factor to protect its leadership and ruling role in the face of internal and external challenges. The Party not only faces the risk of degradation in political ideology, ethics, and lifestyle within the Party, but also must stand firm against sabotage from hostile forces. Strong fighting strength is demonstrated in internal solidarity, high discipline, and the ability to act synchronously in each Party organization. Each Party member and cadre needs to constantly train and improve their political capacity, sense of responsibility, and spirit of serving the people.
To realize the spirit of “Refined-Strong-Efficient-Effective-Effective” - the guiding principle for reforming and innovating the leadership, management and organizational capacity of the Party and the State, we need to clarify the key content and apply specific methods in leadership, management and implementation. This is not only a requirement for reforming the apparatus, but also a core principle to optimize the apparatus organization, ensuring compactness while still maintaining comprehensive strength, thereby improving efficiency in all activities, meeting the development requirements of the country to enter a new era.
The spirit of “Lean” emphasizes the scientific and reasonable organization of the apparatus, eliminating unnecessary intermediate levels and levels, minimizing overlapping functions and tasks. A lean organization helps improve decision-making ability, reduce administrative procedures, and save time and resources. For the political system, leanness is not only about restructuring but also about strong reform in thinking and working methods. A lean apparatus creates conditions for leaders at all levels to focus on strategic tasks, promoting creativity and efficiency in direction and implementation.
The spirit of “Strong” focuses on the internal strength of the organizational apparatus, built from the quality of the staff and unity in action. A strong organization must have a team of elite, well-trained personnel with solid political will and professional ethics. Strength is also demonstrated in the ability to quickly adapt to changes, effectively resolve challenges and make good use of development opportunities. This is an important factor to protect the leadership and ruling role of the Party, ensuring stability and rapid, sustainable development of the country.
The spirit of “Efficiency-Effectiveness-Efficiency” aims at the highest goal of bringing clear practical value, making practical contributions to socio-economic development and comprehensively improving the quality of people's lives. Efficiency is reflected in the ability to operate smoothly and harmoniously of the system, optimizing resources to achieve the best results; effectiveness is the ability to implement decisions scientifically, quickly, and on target; and efficiency is the measure of actual results achieved. To realize these values, it is necessary to apply modern management methods, innovate monitoring and inspection work, and at the same time encourage innovation and constantly improve the organization's operating processes.
Demands and challenges from practice
After more than 90 years of establishment, growth and development, the Party has not only affirmed its leadership and ruling role over the political system but also played a central role in formulating policies and strategies for socio-economic development, protecting independence, sovereignty and territorial integrity. However, in the context of increasingly complex and unpredictable developments in the world, along with internal difficulties and challenges, there is an urgent need to reform and improve the Party's leadership and ruling capacity.
First, about the current Party organization
In recent years, the Party's organizational apparatus has undergone strong reforms towards being more streamlined, efficient and scientific in order to meet the requirements of innovation and development of the country in accordance with the practical situation. Party agencies from the central to local levels have been reorganized in the direction of reducing intermediate levels, eliminating overlapping functions and tasks, promptly overcoming shortcomings and limitations in the organization and operation of the apparatus. However, some agencies are still cumbersome, with overlapping operations, reducing efficiency and causing waste of resources. In some localities, the coordination between Party agencies and the government is not really close, leading to delays and asynchronous work handling. There are still cases of cadres and Party members lacking a sense of responsibility, failing to grasp the requirements of innovation and integration, and even violating ethics and the law, reducing the prestige of the Party.
Second, on the effectiveness of the Party's leadership in the current situation
The Party's leadership effectiveness is clearly demonstrated through outstanding achievements in economic, cultural, social development, national defense, security, foreign affairs and international integration. Vietnam has maintained a stable economic growth rate, becoming one of the most dynamic economies in Southeast Asia. In particular, the work of preventing and combating corruption, waste and negativity has achieved many important results, creating positive effects spreading throughout society. A series of major cases have been strictly handled, many high-ranking officials have been disciplined and prosecuted, demonstrating the Party's determination to build a clean and strong apparatus.
However, in addition to these achievements, there are still many shortcomings and limitations that need to be promptly overcome to improve the effectiveness of the Party's leadership: Some important policies and resolutions of the Party are implemented slowly at the grassroots level, lacking synchronization, leading to difficulties in the implementation stage. Policy development in some areas is not really close to reality, causing waste of resources or not achieving the expected results.
Third, on the Party's leadership and governing capacity
The Communist Party of Vietnam leads and governs, and is the only force that continues the historical role and mission of leading the revolutionary cause of the Vietnamese people to victory, realizing the goal of national independence associated with socialism, embarking on building a socialist society, bringing independence to the nation, unifying the Fatherland, freedom and happiness to the people. However, the Party's leadership and governing capacity is also facing many challenges: In the context of increasingly deep international integration, forecasting and responding to complex situations, especially non-traditional security issues, still faces many difficulties; in some places, there is still a state of being distant from the masses, lacking in listening to people's opinions, leading to a decline in trust among a segment of the population.
In addition, the issue of improving the quality of cadres and party members is becoming a central task. Training the ethics, ideology and professional capacity of cadres needs to be paid more attention, especially in the context of our country accumulating enough position and strength to urgently enter a new era.
Synchronous, drastic solutions, innovative leadership methods
In the spirit of "Refined-Strong-Efficient-Effective-Effective", the Communist Party of Vietnam needs to implement synchronous and drastic solutions to continue affirming its capacity for comprehensive governance and leadership, ensuring the country's rapid and sustainable development.
First, reform the organizational apparatus towards streamlining and efficiency.
The Resolution of the 13th National Party Congress emphasized: "Continue to innovate and perfect the Party's organizational apparatus and the streamlined political system, operate effectively and efficiently, in sync with economic, cultural, and human innovation..., meeting the requirements of improving the Party's leadership and governing capacity" (4).
Stemming from that spirit, the reform process begins with reviewing and reorganizing units with overlapping functions and tasks to eliminate intermediate levels, thereby optimizing resources and enhancing the effectiveness of policy implementation. Specifying the powers and responsibilities of each level and agency, avoiding abuse of power or shirking of responsibility.
In addition, the strong application of digital transformation in management and operation is a key factor to improve work efficiency, increase transparency and limit negative factors in the process of performing public duties in order to build an optimal apparatus to serve the people and all subjects in society.
Second, improve the leadership capacity and fighting strength of the contingent of cadres and party members.
The contingent of cadres and party members plays a key role in ensuring the effectiveness of the Party's leadership and governing capacity. In order to have a contingent of leaders and managers at all levels that can meet the requirements of revolutionary tasks in the new situation, the 13th National Party Congress clearly stated: "Focus on building a contingent of cadres at all levels, especially at the strategic level, with sufficient qualities, capacity and prestige, equal to the task" (5).
To build a team of cadres that is both lean and strong, this team needs to be trained and fostered regularly, thereby forming a solid political stance, innovative thinking and a high sense of responsibility to meet practical requirements. Each cadre needs to be equipped with in-depth knowledge, the ability to grasp and apply modern technology, and at the same time have a firm grasp of domestic and international strategic issues to meet the requirements of integration and development. Periodic assessment of work performance will help to correctly identify unqualified cadres, thereby boldly replacing and supplementing new resources, ensuring that the cadres are always ready to fulfill assigned tasks.
Furthermore, it is necessary to create a favorable working environment for cadres and party members to maximize their capacity, qualifications, and strengths and propose timely solutions to effectively handle problems arising from practice, in order to improve the effectiveness of the organization's operations.
Third, strengthen Party inspection, supervision and discipline work.
The effectiveness of the Party's leadership depends largely on maintaining discipline and strictly enforcing organizational principles. To ensure transparency, people's trust and the Party's strength, it is necessary to conduct regular and comprehensive inspections at all levels, from the central to the grassroots, in order to promptly detect and handle negative signs or violations in the organization and cadres. This work needs to be carried out synchronously and regularly to avoid situations of "forbidden zones", "encroachment", "mutual neutralization", reducing the effectiveness and efficiency of the apparatus.
The 13th Congress clearly stated: "Focus on leadership, resolute direction, and close supervision of the concretization, institutionalization, and organization of the implementation of resolutions; attach importance to inspection, supervision, urging, preliminary and final reviews of the implementation of resolutions, regulations, directives, and conclusions of the Party, ensuring effectiveness and efficiency" (6).
This is to ensure that all violations of ethics and the law by cadres and party members are handled openly, transparently, and with the right people and the right crimes. Strengthening preventive measures, especially in areas prone to corruption, waste, and negativity in financial-budgetary management, land, etc. Building a monitoring mechanism early and remotely, especially applying modern technology, will help minimize the risk of corruption, waste, and negativity, making all activities of the organization more public and transparent.
Fourth, innovate the Party's leadership methods and governing capacity.
The Party's leadership methods and governing capacity need to be innovated to meet the requirements and demands of reality. Instead of imposing rigid directives, the Party needs to focus on strategic orientation, creating conditions for organizations and individuals to promote autonomy and creativity in performing tasks, thereby improving efficiency and flexibility in management.
Before making major decisions, it is necessary to seek opinions from experts, scientists, people and all subjects in society. This ensures that policies are not only practical but also feasible in implementation. Organizing dialogues and forums will help the Party listen directly to the opinions and aspirations of the people. This practical information is the basis for the Party to adjust policies appropriately and promptly.
Fifth, strengthen close relationships with the people.
The close relationship between the Party and the people is an important foundation for maintaining the Party's leadership and governing capacity. In order to consolidate and tighten the relationship between the Party and the people, all policies of the Party and the State must put the people's interests at the center, ensuring fairness, transparency and efficiency. Policies must accurately reflect the people's actual needs, bring practical benefits and create people's trust in the Party's leadership.
The Resolution of the 13th National Congress clearly states the motto: “People know, people discuss, people do, people inspect, people supervise, people benefit” (7). That is the true mastery of the People, for the People, and at the same time is also an important point in the Party's leadership method and approach. Leading and governing by democratic methods, on the basis of promoting democracy, is the most sustainable way of governing, based on bringing benefits, happiness, and prosperity to the People.
With that spirit, cadres and party members need to be closer to the people, regularly listen to their opinions, thoughts and aspirations to promptly resolve pressing issues in social life. The Party needs to create conditions for people to actively participate in state management activities and monitor the activities of public agencies.
Affirming that the policy of "Refined - Strong - Effective - Effective - Efficient" is not only a guideline for enhancing the leadership role, governing capacity and fighting strength of the Party, but also the foundation for building a modern, transparent political system apparatus that meets the requirements of the new era. Innovating the organization, improving the capacity of the staff, strengthening inspection and supervision, consolidating close relations with the people and innovating leadership methods are strategic steps for the Party to effectively promote its governing capacity and comprehensive leadership. With the determination, joint efforts and unanimity of the entire Party, people and army, the Party will continue to lead the country to catch up with the development trends of the times, bringing our country firmly into a new era - an era of national strength and prosperity.
