Hanoi Youth Sports and Culture Palace is located in a prime location at the beginning of Tang Bat Ho Street (Hai Ba Trung District). This is the place to organize cultural, artistic and sports activities for many generations of young people in the capital.

However, according to the reporter, for many years now, the Hanoi Youth Palace has not been in operation. The buildings in the area are all abandoned, the structure is gradually deteriorating. Grass grows wildly around, and the walkways are littered with garbage.

At the end of 2022, the Hanoi People's Council approved the investment policy for the project to build the Hanoi Youth Sports and Cultural Palace, with the overall planning goal of becoming a modern architectural complex with facilities to meet the requirements of organizing political activities, exchanges, major events on culture, sports, arts, and entertainment of the capital's youth with youth across the country and youth from other countries around the world.

The land area for project planning research is nearly 20 thousand square meters, located at 1-3 Tang Bat Ho (Hai Ba Trung), including 3 main functional blocks: cultural and sports service block and executive office (7 floors); youth square block; block for organizing political, sports and cultural events.

Youth Square is the space between two blocks of buildings, on the basement roof, including a garden, trees, flagpole, a bridge connecting the two blocks, and an outdoor event stage with a capacity of about 3,000 people.

According to the City People's Council, this is a Group A project, with a total estimated investment of about VND998 billion from the city budget. The expected implementation period is from 2022 to 2026. The (expected) investor is the Hanoi City Civil Construction Investment Project Management Board.
