The Ministry of Public Security has just completed the 4th draft of the Law on Road Traffic Order and Safety, proposing a number of new regulations.
In particular, Article 33 stipulates the conditions for vehicles participating in road traffic, requiring motor vehicles and specialized motorbikes participating in traffic to have journey monitoring devices; devices to collect data and images of the driver, data and images to ensure journey safety according to regulations.

Previously, since July, the installation of journey monitoring devices, data collection devices, and driver images has been a mandatory requirement for vehicles operating in the transportation service industry.
Many people wonder, are motorbikes and personal cars required to install dash cams?
It is not mandatory to install a dash cam for personal vehicles.
Speaking to Dan Tri reporter, Major General Nguyen Van Minh, Deputy Director of the Traffic Police Department (Ministry of Public Security), affirmed that the authorities only encourage the installation of journey monitoring devices for private cars and motorbikes, but do not require it.
By law, motorcycles, motorbikes and personal cars are not required to install journey monitoring devices.

"Installing journey monitoring devices will create favorable conditions for people and businesses in participating in road traffic and strengthen state management of social order and safety and traffic order and safety," said Major General Minh.
According to Major General Nguyen Van Minh, installing a dash cam will support safe driving as well as avoid unfortunate risks that may occur.
In addition, dash cams also help resolve legal issues that arise when collisions or traffic accidents occur; record images and incidents that occur on the road; vehicle drivers can prove right or wrong in unexpected situations; save evidence when criminals damage their own or someone else's vehicle.
Why is it mandatory to install dash cams for transport business vehicles?
Major General Nguyen Van Minh said that transport vehicles, especially passenger transport vehicles, should be considered a special subject in ensuring traffic order and safety. Because if traffic accidents occur with these vehicles, it will cause particularly serious consequences for human life.
Major General Minh cited statistics from the Ministry of Public Security, showing that traffic accidents involving commercial transport vehicles account for nearly 40% of cases; many cases cause major casualties.
"We cannot be indifferent or apathetic to this extremely heartbreaking situation," Major General Minh emphasized.
The main cause of these accidents, more than 70%, is related to speeding violations.
The government and the industry have implemented many solutions to limit accidents involving passenger vehicles. One important solution is that these vehicles must be equipped with journey monitoring devices to monitor violations of drivers, passengers and road transport violations.
However, the current problem is that journey monitoring data has not been used effectively due to separation and lack of connection with the force directly ensuring traffic safety and order.
Therefore, there is still a situation where many bus companies violate the law many times in a short period of time, especially in terms of speed, with some violating more than 300 times/month, but are not handled or prevented in time.
"If there was real-time monitoring of transport vehicles, we believe that many tragic accidents involving passenger cars like the recent one could have been prevented.
Therefore, I highly agree on the need to regulate that means of transport business must ensure conditions for having journey monitoring devices, as stipulated in the draft Law on Road Traffic Order and Safety," the leader of the Traffic Police Department added.
