The Fatherland Front at all levels supports the construction of 2,700 houses for poor households and policy families.
In line with the functions and tasks of participating in government building, during the year, the Provincial Fatherland Front Committees at all levels effectively carried out patriotic emulation movements and campaigns, focusing on proactively coordinating and building the great national unity bloc, creating consensus and trust among the people in the leadership of the Party and the management of the government. At the same time, they chaired and coordinated the organization of the Great National Unity Day, creating a warm, joyful, united atmosphere, attracting the participation of a large number of people from all walks of life.

In addition, closely following Directive No. 22 dated March 30, 2024 of the Provincial Party Standing Committee on the Campaign to support housing construction for poor households, policy households, and households with housing difficulties in the province, during the year, the Fatherland Front at all levels received over 226 billion VND in support from organizations and individuals inside and outside the province. From the support source, 2,700 houses were built for poor households, policy households, and households with housing difficulties in the province.
During the year, 502,959 Tet gifts were mobilized for the poor, worth over 303 billion VND; 144.99 billion VND was mobilized and received to support people affected by storms and floods caused by storm No. 3; people were mobilized to donate over 346 hectares of land, repair and build nearly 1,234 km of rural roads; over 183,000 working days were contributed to the national target program on new rural construction in the province. |
Voter contact activities, supervision and social criticism were carried out in an orderly and quality manner. The Fatherland Front at all levels chaired and organized 1,238 supervisions; and coordinated 2,134 supervisions with competent agencies.
Regarding social criticism activities, comments were made on 453 policy mechanisms, programs, projects of the province, and socio-economic development plans of localities.

With the positive results in all fields that our province has achieved in the past year, voters and people are excited, confident, and highly appreciate the leadership, direction, and management of the Provincial Party Committee, People's Council, and Provincial People's Committee; the active and effective participation of the entire political system, the efforts of the business community and all classes of people in the province. However, besides that, there are still issues that voters and people in the province are concerned about, worried about, and have made recommendations to the Session, focusing on:
In the field of economy, investment and production development, voters and people propose that the Provincial People's Council and People's Committee continue to direct the promotion of land accumulation for large-scale agricultural production, application of high technology, development of clean agricultural models, organic agriculture; building raw material areas associated with processing and consumption of products, application of e-commerce and traceability. Continue to direct functional branches to speed up the preparation and submission for approval of the 2024 district-level land use plan; focus on resolving problems related to construction materials, land clearance, speeding up the implementation of key public investment projects, and projects.
Direct departments, branches and localities to accelerate the implementation of the Project "Stabilizing the population in areas at risk of flash floods, flash floods and landslides in mountainous districts in the period of 2021-2025". Pay attention to investing in upgrading dams, dredging and repairing irrigation and drainage canals, pumping stations". Continue to have policies to attract investment in clean water projects for people in mountainous areas, to promote clean water criteria in building new rural villages, hamlets and communes in the area.
Overview of the Session
Regarding the management of natural resources, land and environmental protection, voters and the People of the Provincial People's Committee direct agencies to guide the establishment of starting prices for auctions of land with completed infrastructure investment according to the 2024 Land Law; review the land use of local ministries and branches, clearly assess the current status of land use investment, land use management to ensure efficiency and avoid waste; speed up the preparation, submission, review and adjustment of boundary maps of administrative levels and residential areas to resolve problems regarding boundary markers and land origins related to agricultural and forestry farms, protective forest management boards, and conservation areas in the province.
Regarding culture and society, voters and people request the Provincial People's Committee to direct the Department of Education and Training and the People's Committees of districts to soon have solutions to overcome the shortage of teachers, especially in some schools in mountainous areas that have to temporarily stop teaching specific subjects such as: English, music, and information technology. Pay attention to directing the improvement of the quality of mass education, especially in mountainous districts, and have solutions to soon overcome the re-illiteracy situation for people in Muong Lat district. Continue to pay attention to investing in construction and supplementing equipment for medical stations in localities in the province.

Regarding mechanisms and policies, there are 26 recommendations from voters and people sent to the Session, notably including recommendations requesting the Provincial People's Council and People's Committee to study and consider raising the level of regulation of land use rights auction money for localities in the movement of building new rural areas, advanced new rural areas, model new rural areas and civilized urban areas. Requesting the Provincial People's Committee to pay attention to arranging counterpart funds from the provincial budget at 10% to implement the National Target Program on socio-economic development in ethnic minority and mountainous areas for the period 2021 - 2025 according to the regulations of the Central Government; annually, promptly promulgate the Regulation on rice prices for collecting agricultural land use tax in the province for localities to proactively implement.
In addition, voters and people in localities in the province also reflected that currently in the province, there are many planning projects suspended for many years, causing consequences and difficulties for residents living in the planning areas of projects such as: Many families of many generations living but not being separated from their degraded houses, wishing to renovate, repair or build new ones but not being granted construction permits, causing difficulties for people's lives. Request the Provincial People's Committee to direct and resolve the issue so that people can repair or build new houses to soon stabilize their lives.
In other cases, some localities have mobilized people to donate land to open rural roads, but there are still a large number of electric poles and telecommunication poles on the road surface, causing unsafety for people when participating in traffic. The Provincial People's Committee is requested to direct localities, the electricity sector and related sectors to promptly resolve and relocate electric poles and telecommunication poles on the road surface, ensuring safety and stability for the people.

Regarding security - order, social safety and some other issues, voters and people request the Provincial People's Committee to direct the Public Security sector and related sectors to have more effective solutions to combat, suppress and handle high-tech crimes, online fraud; tax evasion and debt; trading in counterfeit, poor quality and smuggled goods. Correct the situation of selling goods in the form of seminars to sell poor quality products, of unknown origin, causing damage to consumers. Strengthen propaganda work, advise people in the province not to participate in the form of capital mobilization "hui, ho, bieu, phuong", avoid the situation of hui collapse in some localities in the province, causing insecurity and disorder at the grassroots level.
