Head of the Petition Committee of the National Assembly Standing Committee Duong Thanh Binh said that voters and people trust the leadership and direction of the Party, the administration and management of the Government, and the supervision activities of the National Assembly. Voters and people highly appreciate the Government's promulgation of many policies and solutions to restore and develop the socio-economy, ensure macroeconomic stability, control inflation, and social security; continue to promote administrative reform, improve the investment and business environment, enhance national competitiveness; boost exports and attract foreign investment; strengthen national defense; maintain political security, order, and social safety.
However, voters and people continue to express concern about the recent occurrence of many tragic traffic accidents that have killed and injured many people; air pollution in major cities, especially in Hanoi; severe heat accompanied by lack of rainfall, risk of forest fires, and lack of water for production in many places. Voters and people are also concerned about the rising prices of consumer goods; the scarcity of construction sand, not enough supply for key national projects and other construction needs, causing high investment costs, greatly affecting the progress of construction works and projects; the complicated situation of illegal sand mining in Hanoi and some localities; the situation of pets that have not been vaccinated against rabies attacking people; the shortage of drugs, vaccines, equipment, and medical supplies at public health facilities...

Voters also reported that some patients have not been cured, but because their inpatient treatment period at medical facilities has ended according to health insurance regulations, they must complete discharge procedures and then be readmitted to continue treatment. This regulation causes difficulties for patients. The fact that the regime for people with revolutionary contributions is transferred to bank accounts is causing difficulties for the elderly in traveling to withdraw money, especially in ethnic minority areas, mountainous areas, remote areas...
According to Mr. Duong Thanh Binh, up to now, the People's Petition Committee has received results and responses to 1,290/2,216 petitions sent by voters before and after the 6th Session of the 15th National Assembly.
According to the report of the Government Inspectorate and the Ministry of Public Security, in February 2024, the number of citizens' complaints, denunciations, petitions and reflections decreased significantly compared to January 2024. However, many complicated complaints and petitions have not been completely resolved.
The Petition Committee recommends that the National Assembly Standing Committee request the Government and the Prime Minister to pay attention to directing a number of issues that voters are currently interested in. Specifically, the Government and the Prime Minister continue to direct ministries, branches and localities to have effective solutions to control inflation, stabilize market prices of goods... avoid the situation where salary increases cannot keep up with price increases; strictly implement rabies vaccination for livestock, propagate and mobilize people to strictly comply with legal regulations in the veterinary field and strictly punish violations in this field.
The Government and the Prime Minister continue to direct relevant ministries and branches to find solutions for mining to create supply sources and reduce costs to meet the requirements of building key national projects and other construction projects; direct the Ministry of Agriculture and Rural Development to find solutions to continue effectively implementing forest fire prevention and control; direct the Ministry of Labor, War Invalids and Social Affairs to consider and continue to pay cash to people with revolutionary contributions, especially the elderly living in ethnic minority areas, residing in mountainous, remote and isolated areas.
The Government and the Prime Minister directed the Ministry of Health to have effective solutions to ensure adequate medical supplies and equipment at public health facilities; review and adjust regulations on inpatient treatment time under health insurance to ensure convenience in medical examination and treatment for people.
Through discussion, the members of the National Assembly Standing Committee highly agreed with the February People's Aspirations Work Report; acknowledging that the Report had been compiled based on reports from the National Assembly agencies, committees of the National Assembly Standing Committee, National Assembly delegations and the coordination of information provision by central agencies such as the Central Committee of the Vietnam Fatherland Front, the Government Inspectorate, the Ministry of Public Security, and the State Audit.
Delegates said that the results of resolving voters’ petitions should be compared between sessions to assess the timeliness of this work. For the results of resolving petitions, there should be a cumulative summary of the resolution nationwide up to the reporting time to analyze and assess the progress over the months.
Expressing his agreement with the Report, Deputy Minister of Public Security Tran Quoc To said that the Ministry of Public Security has led and directed the patrolling, control and handling of traffic safety violations and alcohol concentration testing. According to statistics, in 2023, the number of traffic accidents decreased by 5.5% compared to 2022.
Regarding the crime and law violations related to sand mining, the Deputy Minister of Public Security said that according to the statistics of the past 4 years (from 2020 - 2023), the police force has detected 21,371 cases, prosecuted 299 cases, and arrested 434 defendants. Currently, the Ministry of Public Security is strengthening its direction to the police of units and localities on this content.
In his concluding remarks, Vice Chairman of the National Assembly Tran Quang Phuong noted a number of issues such as recommendations to the Government on curbing inflation, stabilizing market prices of goods, avoiding the situation where future salary adjustments cannot keep up with price increases; solutions to exploit mines to create supply sources, reduce costs of raw materials for construction projects, especially key national projects; overcoming the situation of "sand bandits"; ensuring cash payments for subjects who are revolutionary contributors living in ethnic minority and mountainous areas...
