Border management - a bright spot in cooperation between Vietnam and Laos

The border between Vietnam and Laos is more than 2,337 km long, passing through 10 border provinces of Vietnam, adjacent to 10 border provinces of Laos. Therefore, the border management work in recent times has not only had a very important contribution from the functional forces, but also had a significant contribution from the people of Vietnam and Laos bordering the border.

Talking to reporters from several press agencies about the role of people in protecting the border and border markers as well as the key directions and tasks in the Vietnam - Laos border work in the coming time, Permanent Deputy Minister of Foreign Affairs Nguyen Minh Vu affirmed: Over the past time, with the efforts of the functional forces of the two countries, the Vietnam - Laos border and border markers have always been managed, protected and maintained stably. To achieve such results, there has always been a significant contribution from ethnic minorities, especially village elders, village chiefs, and prestigious people in the border area.

Through daily production and labor activities, people on both sides of the border have actively participated in monitoring and tracking the stability of the border and promptly detected and provided information to local authorities and functional forces on both sides about the current status, impacts of humans and nature on the border, activities of various types of crimes; encroachment and encroachment; exploitation and transportation of forest products; illegal border crossing, etc. From there, it has helped functional forces on both sides coordinate to effectively resolve arising issues, contributing significantly to maintaining territorial sovereignty and national border security of each country. This is the common border between Vietnam and Laos, so there needs to be coordination between people and residents on both sides of the border between Vietnam and Laos.
In recent times, the two countries have proactively organized more than 100 twinned residential clusters and hamlets in 10/10 provinces of the two countries. This form has practical significance and effectiveness in many aspects, in which the most prominent and noticeable result is that the security, order, politics and social safety in the border area have been maintained. Through this special people-to-people exchange activity, the communities on both sides of the border not only have the opportunity to build and strengthen close and familiar relationships, but can also share and help each other in socio-economic development. The role of the people on both sides of the border between Vietnam and Laos is extremely important in border management. It can be affirmed that in order to firmly manage and protect national sovereignty and border security, we must first rely on the people, build a "people's heart position", and live and eat with the people. Promoting the role of the masses in protecting sovereignty and border security, maintaining security and order in border areas, serving the requirements of economic and social development, improving people's knowledge, eliminating hunger and reducing poverty, improving the lives of people on both sides of the border, consolidating and developing the special solidarity and friendship between Vietnam and Laos, and Laos and Vietnam in general.
It can be said that border management in recent times is one of the bright spots in cooperation between Vietnam and Laos. There have been very important advantages, that is, the completion of the work of establishing a common border with the highest quality after the completion of the project to increase and enhance the Vietnam - Laos border marker system and the legal framework for border management coordination has also been completed through the signing of two legal documents: the Protocol on border lines and border markers and the Agreement on border management regulations and border gates on land between Vietnam and Laos on March 16, 2016. Therefore, the orientation of border management between Vietnam and Laos in the coming time is to coordinate the implementation of the two legal documents signed in 2016, focusing on: First, it is necessary to do better in propaganda work to raise awareness of the meaning and importance of border management, contributing to creating the foundation and premise for socio-economic development as well as ensuring national defense and security in border areas.
Therefore, this work needs to be continued and done more systematically. Second, because the border between Vietnam and Laos is the longest among land borders, it is very important for economic development. Strengthening coordination between functional forces and people as well as people on both sides in the management of border lines and border markers, promptly detecting and preventing violations on the border, new types of cross-border crimes. Third, it is necessary to continue to coordinate closely in ensuring the stability of the border lines and border markers in the field, because this is an area heavily affected by nature and floods. Many border mountain areas, border river banks and border marker areas need to continue to be invested in reinforced embankments for protection. Up to now, Vietnam has maintained a peaceful, friendly and cooperative border.
In the coming time, efforts should be made to promote, expand and improve the effectiveness of cooperation in the fields of economics, investment, trade, transportation, etc. to promote socio-economic development in border areas, gradually turning the Vietnam - Laos border area into a developed border area, creating more momentum as well as room for new development. To do this well, the two sides need to have solutions to improve the effectiveness of cooperation activities in trade, investment and tourism across the border, especially focusing on opening and upgrading border gates in a systematic manner, suitable to practical needs; further improving border infrastructure, especially border gate infrastructure, thereby facilitating production and business activities, and the exchange of goods between residents on both sides, thereby not only contributing to socio-economic development but also consolidating friendship, solidarity as well as ensuring security and defense in the border areas of the two countries./.
