The conference was chaired by comrades: Nguyen Manh Cuong, Head of the Ho Chi Minh City Party Committee's Mass Mobilization Commission; Nguyen Thi Bach Mai, Permanent Deputy Head of the Ho Chi Minh City Party Committee's Mass Mobilization Commission; Tran Xuan Dien, Deputy Head of the Ho Chi Minh City Party Committee's Mass Mobilization Commission.
In the first 6 months of the year, the mass mobilization work and grassroots democracy regulations continued to receive attention and direction from the City Party Committee and Party committees at all levels and sectors, and the entire city's political system coordinated and implemented them, achieving many positive results. Awareness of mass mobilization work among cadres and party members, especially leaders of Party committees, authorities, departments, sectors, unions, and organizations in the political system from the city to the grassroots continued to have many positive changes.
Governments at all levels and state agencies have strengthened management in all areas; promoted administrative reform; judicial reform; focused on solutions to care for the material and spiritual lives of the people; fundamentally resolved the people's recommendations, reflections and concerns. The Fatherland Front and socio-political organizations at all levels have been improved and consolidated, with many efforts to innovate the content and methods of operation.
However, the mass mobilization work and democratic regulations at the grassroots level of the city's political system still have limitations. That is, the implementation and organization of the preliminary and final summaries of the Party's resolutions and directives on mass mobilization work by some Party committees, agencies and units are not timely. The responsibility in implementing mass mobilization work in many places is still underestimated, confusion in directing the implementation of mass mobilization work in specific areas. The work of receiving citizens, resolving complaints and denunciations has not been coordinated...
The conference listened to the delegates' opinions on new features in the work of advising, deploying, organizing and implementing mass mobilization work, the emulation movement "Skilled Mass Mobilization"... Thereby, it shows that the relationship between the Party Committee, the government and the Front, political and social organizations is getting better and better.
Speaking at the conference, Deputy Secretary of the City Party Committee Nguyen Phuoc Loc requested that in the last 6 months of the year, all levels, sectors, localities and units focus on grasping the situation and promptly and effectively resolving the concerns of the people, workers and laborers; resolving complaints and denunciations of citizens, especially issues directly related to life, employment, land compensation, traffic accidents, social evils, food hygiene, environmental pollution, etc. At the same time, strictly handle the phenomena of harassment and causing trouble for people and businesses. Accordingly, the heads of Party committees and authorities at all levels must seriously implement the reception of citizens, contact and dialogue with the people, considering this a channel to collect and grasp information about the situation of the people and public opinion.
Regarding the development of programs and plans for socio-economic development, national defense and security in the locality, comrade Nguyen Phuoc Loc emphasized that agencies and units need to thoroughly grasp and implement the people as the main subject to implement the Party's policies, the State's policies and laws, and the city's policies. In particular, it is necessary to resolve in the direction of serving the legitimate, legal, and popular interests and aspirations, creating consensus and trust of the people; promoting the motto "unanimously above and below - smoothly across" to synchronize policies, unify goals, control overlaps, stay close to the practical situation, avoid spreading resources, and show off formalities. From there, promote the overall strength of the entire political system in the issue of mass mobilization and mass mobilization work, actively contributing to consolidating and building the great national unity bloc.
Comrade Nguyen Phuoc Loc also requested that Party committees, Party organizations, authorities, the Fatherland Front, mass organizations, socio-political organizations, etc. of Ho Chi Minh City continue to thoroughly grasp and concretize the tasks of mass mobilization work; create a strong change in the awareness and actions of cadres, Party members, civil servants, public employees and people of all walks of life regarding mass mobilization work; through assigning tasks to Party organizations, cadres and Party members to link mass mobilization work at the local level, link mass mobilization work with the implementation of political tasks.
According to the Deputy Secretary of the Ho Chi Minh City Party Committee, it is necessary to identify mass mobilization work as a task of utmost importance in Party building, as a bridge between Party committees, authorities at all levels and the people to join hands in building and developing the city in the new period.
At the conference, Head of the Ho Chi Minh City Party Committee's Mass Mobilization Commission Nguyen Manh Cuong accepted the direction of Deputy Secretary of the City Party Committee Nguyen Phuoc Loc on the contents of principles, mechanisms, and conditions for implementing current mass mobilization work. In the last 6 months of the year, the city's mass mobilization system at all levels will focus on concretizing, fully and more effectively implementing the Party's mass mobilization work, contributing to the successful implementation of tasks and goals in the spirit of the Resolution of the 11th Ho Chi Minh City Party Congress.
