Publicity and transparency in declaring and controlling assets and income

On January 3, 2014, the Politburo issued Directive No. 33 on strengthening the Party's leadership in the declaration and control of asset declaration. After 10 years of implementing Directive 33 of the Politburo, in Binh Thuan province, the work of preventing and combating corruption in general and the work of declaring and controlling the declaration of assets and income in particular have achieved certain results, contributing to strengthening people's trust in the leadership of the Party and the management of the State.

Propaganda is the key task

The Binh Thuan Provincial Party Committee has 14 affiliated Party Committees, 468 grassroots Party organizations with 38,363 Party members. Determining and controlling the declaration of assets is an important solution in the work of preventing and combating corruption. Therefore, over the past 10 years, the Provincial Party Committee has paid great attention to the propaganda, dissemination and dissemination of the contents of Directive 33. Specifically, the whole province has organized 2,955 dissemination, dissemination, training and propaganda sessions for 100,391 Party members, cadres, civil servants and public employees, and at the same time issued 40,591 copies of documents and publications on the contents of Directive 33 and legal regulations on preventing and combating corruption. In particular, in 2017, the Provincial Party Committee Standing Committee organized 2 training courses on declaration, disclosure and control of asset and income declaration for key officials at the provincial, district and commune levels, with 3,046 participants. After the training in the province, the Standing Committees of the district, town and city Party Committees organized training courses for 36,254 party members, officials, civil servants and public employees in their localities on asset and income declaration and disclosure. Through dissemination, dissemination and training, the awareness of officials, party members, civil servants and public employees and of Party committees, Party organizations, agencies, units, heads of agencies, organizations and units on declaration and control of asset and income declaration has been increasingly raised, clearly defining their responsibilities and seriously implementing them, and considering this as a criterion for evaluating officials, civil servants and public employees.

Regularly check and monitor

From 2014 to present, the total number of agencies, organizations and units responsible for declaration is 6,920 agencies, organizations and units; the total number of people required to declare is 62,839 people. The number of people who have declared is 62,836 people (reaching 99.99%). Up to now, there are still 3 people who have not declared due to serious illness and are being treated. In general, the public declaration of assets and income of cadres, civil servants and public employees is seriously implemented by agencies, organizations and units by posting or publicizing at meetings of agencies, organizations and units. At the same time, Party cells and Party committees have also publicly disclosed the asset declarations of Party members and Party committee members at Party cells and Party committees according to regulations. Through publicity, it helps party members, cadres, civil servants and public employees in agencies, organizations and units to monitor the appropriateness of the declaration, thereby helping the declarant to supplement and explain to ensure compliance with regulations.

Also in the past 10 years, the work of inspection, supervision and examination of the implementation of the Party and State's regulations on declaration and control of declaration of assets and income has been carried out by Party committees and functional agencies under the direction of the Provincial Party Committee Standing Committee. The content of inspection, supervision and examination focuses on the responsibilities of agencies, organizations, units and heads of agencies, organizations and units in organizing declaration, publicity, management, control of declaration and handling of violations in the implementation of regulations on declaration and control of declaration of assets and income. According to the plan, in 10 years, the whole province will organize 481 inspections, supervisions and examinations (planned: 475, unscheduled: 6) for 725 agencies, organizations and units. To date, 468 inspections have been implemented and concluded (planned: 462, unscheduled: 6). Through the conclusion, no head of any agency, organization or unit has violated to the extent that he/she must be held responsible for violating regulations on declaration, disclosure, management, use of declarations, verification, conclusions, and disclosure of verification conclusions in the agency, organization or unit under his/her management according to the provisions of law.

However, there are 66 agencies, organizations and units with shortcomings and defects such as: Slow planning, no reporting, slow reporting of results of implementation of declaration, transparency of assets and income, organization of declaration, publicity, and management of records with shortcomings but not to the extent of requiring disciplinary action; have organized reviews to learn from experience and rectify and overcome the limitations and shortcomings of agencies, organizations, units and localities in organizing the implementation of declaration, publicity and control of declaration of assets and income.

Also after nearly 10 years of implementing Directive No. 33, the Standing Committee of Binh Thuan Provincial Party Committee also recommended the Central Steering Committee on summarizing the implementation of Directive No. 33 and the Central Internal Affairs Committee to study and issue specific instructions on the content of Party committees at all levels publicly declaring the assets of Party committee members in Party committee activities (grassroots Party committees, upper-grassroots Party committees, provincial Party committees). Study and provide specific instructions on the implementation of the content of the problems related to assets and income that must be declared and the process of verifying assets and annual income of competent income control agencies; provide instructions on the implementation of the Project "Building a National Database on Asset and Income Control"; organize training courses for localities to grasp and implement.

“Doing a good job in handling denunciations, especially denunciations related to asset and income declarations, to promptly detect, prevent, and strictly handle individuals and organizations that violate the declaration and control of assets and incomes” - is one of the solutions oriented by the Provincial Party Standing Committee in the coming time.
