On September 5, the Standing Committee of Thanh Hoa Provincial Party Committee issued Official Dispatch No. 14-CD/TU on strengthening leadership and direction in response to storm No. 3 in 2024.

According to information from the authorities, Storm No. 3 (international name Yagi) is the strongest storm in the East Sea in the past 10 years, with a very high possibility of affecting the provinces in the Northern and North Central regions, in which Thanh Hoa province is likely to be directly affected by the storm.

To proactively respond to Storm No. 3 in 2024, the Provincial Party Standing Committee requests Party committees at all levels, authorities, the Fatherland Front and socio-political organizations in the province to urgently implement the following key tasks:

1. Focus on leading, directing, fully, seriously and effectively implementing Official Dispatch No. 86/CD-TTg dated September 3, 2024 of the Prime Minister, Official Dispatch No. 17/CD-UBND dated September 3, 2024 of the Provincial People's Committee Chairman, the directions of the Minister of Agriculture and Rural Development and the leaders of the Provincial People's Committee at the online conference on the afternoon of September 4, 2024 on implementing response to Storm No. 3 in 2024.

Party committees and authorities at all levels must identify the response to Storm No. 3 as a key and urgent task at present; proactively and regularly monitor forecast information and developments of storms, rains and floods to develop response plans appropriate to the actual situation in accordance with the motto "four on-site", absolutely not being passive or surprised, ensuring safety of life, minimizing property damage for people. Party secretaries and chairmen of People's Committees of districts, towns and cities must directly direct and be responsible to the Standing Committee of the Provincial Party Committee, the Provincial People's Committee, and the Chairman of the Provincial People's Committee for the response to Storm No. 3 in the locality.

2. The Standing Committees of the District, Town and City Party Committees focus on leading and directing the immediate implementation of measures to prevent, combat and respond to Storm No. 3, including:

- Urgently organize to call on ships still operating at sea to not enter or exit dangerous areas or return to safe shelters; at the same time, take measures to ensure the safety of ships at anchorage areas in the province.

- Review residential areas at risk of rising sea levels, deep flooding, flash floods, landslides, to have proactive plans to evacuate people to safety before the storm directly affects them, ensuring the safety of people in the area.

- Implement measures to ensure the safety of dykes, dams, protect agricultural production, aquaculture, and seafood exploitation; ensure safety and limit damage to houses, warehouses, headquarters, public works, industrial parks, and factories; control traffic, organize traffic flow, guide safe traffic, and limit people from going out during storms, heavy rains, and floods...

3. The Party Committee of the Provincial People's Committee leads the Provincial People's Committee to direct the Provincial Steering Committee for Natural Disaster Prevention, Search and Rescue and Civil Defense, relevant agencies and units to strengthen monitoring, urging, inspecting and guiding the implementation of response work to Storm No. 3 in localities and units in the province; promptly overcome the consequences that the storm may cause, ensure safety of life and minimize property damage to people.

4. Require all agencies and units in the province to assign leaders and functional forces to be on duty seriously and promptly report to the Provincial Party Committee Standing Committee (through the Provincial Party Committee Office) any complicated issues that arise.

5. Assign the Provincial Party Committee Office to preside over and coordinate with relevant units to monitor and urge the implementation of this Official Dispatch; report to the Provincial Party Committee Standing Committee./.
