'Civil servants need to be able to live on their salaries.'

National Assembly representative Bo Thi Xuan Linh suggested that the competent authorities pay more attention to the living standards of officials, civil servants, and public employees, and find solutions to ensure they can live on their salaries.

Speaking at the National Assembly on the morning of November 21, the Chairwoman of the Fatherland Front of Binh Thuan province, Bo Thi Xuan Linh, stated that one of the effective solutions to combat corruption is a reasonable wage system to improve the living standards of workers.

"Salaries and allowances are the main source of livelihood for officials, civil servants, and their families, but this policy still has many shortcomings. Solutions are needed to ensure that the salaries of officials, civil servants, and public employees are equivalent to a relatively good standard of living in society," Ms. Linh said.

Currently, the salaries of officials, civil servants, public employees, and members of the armed forces are calculated by multiplying the base salary (1.8 million VND) by a salary coefficient. The salary coefficient is calculated according to the rank and grade of each group of civil servants. From July 1st, civil servants of category A (senior specialist or equivalent) have the highest salary of 14.4 million VND/month; the lowest is 3.8 million VND/month.

For civil servants of category B (senior specialist or equivalent), the highest salary is 7.3 million VND/month; the lowest is 3.3 million VND. For civil servants of category C (specialist or equivalent), the highest salary is 6.5 million VND/month; the lowest is 2.4 million VND.

From mid-2024, civil servants and public employees will be paid according to their job positions instead of the current flat-rate system. It is expected that from 2025, salaries for civil servants, public employees, and members of the armed forces will continue to increase by an average of 7% annually, until the lowest salary in the public sector is equal to or higher than the lowest salary in Region 1 of the business sector (the current minimum wage in Region 1 is 4.68 million VND).

According to delegates from Binh Thuan province, significant results have been achieved in the fight against corruption in recent times. Corruption has been gradually curbed and prevented, showing a downward trend. However, voters remain worried and concerned about the increasing sophistication of corruption. Many places still experience petty corruption and harassment of businesses and citizens. Corruption even occurs among some individuals tasked with combating corruption and within inspection, investigation, and judicial agencies.

Therefore, in addition to increasing salaries for officials and civil servants, Ms. Linh proposed that mechanisms for social supervision and criticism need to be effective in practice. The process of handling violators should categorize those who masterminded and led the violations for strict punishment; those who violated the law simply by following orders from superiors should be considered for leniency.

Delegate Dieu Huynh Sang, Deputy Head of the Binh Phuoc delegation, expressed concern about the increase in crime rates. After more than two years of the Covid-19 pandemic, the lives, jobs, and incomes of many people have become difficult. Numerous traffic accidents and fires have caused particularly serious damage and show signs of increasing. Many new criminal methods and tactics have emerged, such as those in cyberspace, information technology, and telecommunications.

Ms. Sang suggested that the Government and the Judiciary clarify the limitations, causes, and lessons learned from the aforementioned situation. The agencies need to fully assess the types of crimes that have been on the rise recently in order to develop effective solutions, paying particular attention to crimes committed by drug addicts and those with mental illnesses.

"The government and relevant agencies need to clarify solutions for new forms of disguised crime such as using law firms and financial companies as fronts for debt collection, illegal lending, and crimes committed in cyberspace," suggested Representative Dieu Huynh Sang.
