On the side of Dien Bien province, there were comrade Tran Quoc Cuong, member of the Party Central Committee, Secretary of the Provincial Party Committee; comrades of the Standing Committee of the Provincial Party Committee, People's Council, leaders of the Provincial People's Committee and former leaders of the province.
The planning of Dien Bien province approved by the Prime Minister in Decision No. 109/QD-TTg dated January 27, 2024 is the basis for the province to continue to lead, direct and manage comprehensively and uniformly in socio-economic development, national defense, security, integration and foreign affairs in the area. This is the basis for policy making, investment planning and creating motivation for production and business development, opening a big door to attract investment, enhancing the local position, and soon realizing the goal of making Dien Bien a fairly developed province in the midland and mountainous region of the North, one of the tourism, service and medical centers of the region.
According to the plan, the general goal and vision for the development of Dien Bien province by 2030 is to become a province with fairly developed economic conditions in the Northern Midlands and Mountains region; to be a tourism and service center of the Northern Midlands and Mountains region. To develop agriculture and forestry applying modern science and technology, with high productivity and quality, combined with processing industry and tourism; the digital economy plays an important role in the development of the province; to develop a synchronous and modern socio-economic infrastructure system. To stabilize politics, ensure national defense and security, and maintain border sovereignty. The province's economic growth rate in the 2021 - 2030 period will reach 10.51%/year. By 2030, the average GRDP/person will reach over 113 million VND (at current prices); the multidimensional poverty rate will be reduced to below 8%... Regarding the plan to organize socio-economic activities, Dien Bien province will develop according to the spatial structure model of 4 dynamic axes - 3 economic regions - 4 growth poles.
Speaking at the direction, Deputy Prime Minister Tran Hong Ha emphasized: In the coming time, Dien Bien needs to pay attention to connecting and promoting the advantages of regions in the province, especially transport infrastructure, energy, digital infrastructure, health care, education and cultural facilities. From there, it is necessary to attract investment in dynamic projects with spillover effects to achieve the goals in the provincial planning. It is necessary to consider regional planning comprehensively, especially the relationship between Dien Bien and localities of Laos and China. Promote the advantages of the province to shift the economic model on the basis of green growth, clean energy, digital transformation in trade, and tourism promotion. It is necessary to continue to promote and exploit the potential to turn Dien Bien into a provincial tourism center in terms of culture, history, ecology, exploring natural landscapes, and entertainment in the Northwest sub-region, with the core being the Dien Bien Phu national tourist area. Dien Bien needs to attract large tourism businesses, design unique and special products; Strengthen promotion and connection of tourism products between localities.
In addition, Dien Bien needs to promote its strengths in the fields of effective and sustainable agriculture and forestry and participate more deeply in global value chains. Focus on developing renewable energy (solar, wind). Pay attention to administrative reform, apply information technology to all areas of life; develop the digital economy. After the master plan is announced, the province needs to carry out economic and technical planning, focusing on developing the urban and rural network system.
Speaking at the conference, Provincial Party Secretary Tran Quoc Cuong requested the Provincial People's Committee to focus on reviewing and adjusting specialized planning, especially planning on land, construction, resources, etc. to ensure consistency and synchronization with the provincial planning. Research and propose promulgation of mechanisms and policies for socio-economic development for each period, creating new momentum for the province's development. Mobilize resources, use capital economically and effectively for development investment; invest with focus and emphasis on important and key sectors and fields, according to the spatial structure model: 4 dynamic axes - 3 economic regions - 4 growth poles.
Focus on investing in synchronous and modern socio-economic infrastructure, focusing on the Son La - Dien Bien - Tay Trang border gate expressway phase 1, A Pa Chai - Long Phu opening; effectively exploit Dien Bien Phu airport. Dien Bien province commits to make efforts to comprehensively innovate; accompany, provide maximum support, and create the most favorable conditions for enterprises and investors to develop production and business in the province.
