This afternoon, February 24, the People's Committee of Quang Tri province held a conference to announce the resolution of the Provincial People's Council on reorganizing specialized agencies under the Provincial People's Committee and decisions on personnel work. Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council Nguyen Dang Quang; Acting Chairman of the Provincial People's Committee Ha Sy Dong; Vice Chairmen of the Provincial People's Committee attended.
At the conference, the representative of the Department of Home Affairs announced Resolution No. 05/NQ-HDND dated February 20, 2025 of the Provincial People's Council on the reorganization of specialized agencies under the Provincial People's Committee. Specifically, the Department of Ethnic Minorities and Religions was established on the basis of reorganizing the Provincial Ethnic Minorities Committee, receiving additional functions, tasks, and organization of the state management apparatus on religion from the Religious Committee under the Department of Home Affairs.
Merge the Department of Planning and Investment and the Department of Finance into the Department of Finance; merge the Department of Transport and the Department of Construction into the Department of Construction; merge the Department of Natural Resources and Environment and the Department of Agriculture and Rural Development into the Department of Agriculture and Environment; merge the Department of Information and Communications and the Department of Science and Technology into the Department of Science and Technology; merge the Department of Labor, War Invalids and Social Affairs and the Department of Home Affairs into the Department of Home Affairs.
Reorganize the specialized agencies of the Provincial Inspectorate; the Provincial People's Committee Office and 12 departments: Home Affairs; Justice; Finance; Industry and Trade; Agriculture and Environment; Construction; Science and Technology; Culture, Sports and Tourism; Education and Training; Health; Foreign Affairs; Ethnicity and Religion.
Reorganize specialized agencies under the Provincial People's Committee in the form of adjusting functions and tasks.
In particular, the Department of Education and Training receives the additional function of state management of vocational education. The Department of Health receives the additional function of state management of social protection, children, and social evil prevention (except for the task of state management of drug addiction treatment and post-drug addiction treatment management). The function of state management of press, publishing, radio and television; electronic information; news agencies; grassroots information and foreign information is transferred to the Department of Culture, Sports and Tourism.
The Department of Agriculture and Environment takes on additional tasks related to poverty reduction. The Provincial Police take on state management tasks related to drug addiction treatment and post-treatment management; criminal records and public services for issuing criminal records; testing and issuing road motor vehicle driving licenses; state management of network information safety and security.
For specialized agencies under the Provincial People's Committee that cease operations or have a change in name after reorganization, they must hand over their seals and carry out procedures to register new seal samples according to regulations.
Also at the conference, 9 decisions to appoint directors, deputy directors in charge and 33 decisions to appoint deputy directors of departments were announced. Of which, after the merger, Mr. Ngo Quang Chien holds the position of Director of the Department of Home Affairs; Mr. Truong Chi Trung holds the position of Director of the Department of Finance; Mr. Ho Xuan Hoe holds the position of Director of the Department of Agriculture and Environment; Mr. Tran Huu Hung holds the position of Director of the Department of Construction; Mr. Tran Ngoc Lan holds the position of Director of the Department of Science and Technology; Mr. Le Minh Tuan holds the position of Director of the Department of Culture, Sports and Tourism; Ms. Le Thi Huong holds the position of Director of the Department of Education and Training; Mr. Do Van Hung holds the position of Director of the Department of Health; Ms. Ho Thi Minh holds the position of Deputy Director in charge of the Department of Ethnic Minorities and Religions.
Speaking at the conference, Acting Chairman of the Provincial People's Committee Ha Sy Dong affirmed that the restructuring and reorganization of the apparatus towards the goal of streamlining and improving operational efficiency is a particularly important task, having a profound impact on the entire local political system.
This is not a new task, but it is difficult, has an impact on many different subjects, has a large scope of influence, the implementation process will encounter difficulties and obstacles, and needs to be done in practice.
Therefore, in response to the requirements of the new situation, it is recommended that new professional agencies and appointed officials proactively and actively stabilize the organizational apparatus after reorganization; do a good job of propaganda and political and ideological education to create unity in the awareness and actions of the staff, civil servants and public employees; promptly resolve issues and problems arising in the process of reorganizing the apparatus.
Along with stabilizing the organizational apparatus, agencies must develop specific action programs and work plans to ensure the maintenance and good implementation of regular work, without interruption or stagnation, affecting the settlement of administrative procedures of people and businesses, budget collection, disbursement of public investment capital, investment attraction and speeding up the implementation of key projects...
For the newly appointed leadership team, it is necessary to identify their responsibilities, continue to practice and improve their political qualities; promote their capacity, strengths and accumulated knowledge, quickly approach and immediately get to work. In the spirit of solidarity and unity, together with the collective leadership, cadres, party members and workers of their agencies and units, join hands, unite, overcome difficulties, and be determined to best complete the assigned political tasks.
On behalf of the appointed directors and deputy directors, Director of the Department of Finance Truong Chi Trung thanked the provincial leaders for their trust and confidence in assigning them new responsibilities and tasks.
