How do commune and ward police handle crime reports when there are no more district police?

The Ministry of Public Security has just issued guidelines on the arrangement of investigators and investigation officers at commune-level police; the reception, classification and handling of denunciations and reports of crimes by commune-level police.


Since March 1, the organization and apparatus of local police have been rearranged and streamlined from 3 levels to 2 levels (including provincial police and commune police).

According to the guidance of the Ministry of Public Security, investigators at the commune-level police will receive and handle denunciations and reports of crimes under the jurisdiction of the Office of the Provincial Police Investigation Agency, or receive and investigate criminal cases under the jurisdiction of this office in some specific cases.

The commune police are assigned investigators to receive denunciations and reports of crimes.

When receiving information about security and order, the commune-level police must immediately evaluate the content of the received information; for denunciations and reports of crimes, they must receive, classify and process them according to legal regulations.

Specifically, the commune-level police and investigators assigned to the commune-level police will take steps to receive, resolve or check and verify initial denunciations and reports of crimes. Then, report and propose to the Head of the Provincial Police Investigation Agency to assign investigators to handle and resolve the cases.

In case a wanted person or a criminal turns himself in, the commune-level police are responsible for checking identification papers, making a record, recording statements, temporarily detaining and confiscating relevant documents and evidence. Then immediately report by the fastest means of communication to the competent investigation unit of the provincial-level police investigation agency.

In the case of arresting a wanted person, the commune-level police shall confiscate and seize the weapons and dangerous weapons of the arrested person; confiscate and temporarily detain related objects and documents; draw up a record of arrest, take initial statements; immediately release the arrested person or immediately report to the competent investigation unit at the provincial level.

If a person is caught red-handed, the commune-level police and investigators at the commune-level police shall take urgent and appropriate measures at the scene. They shall then make a record, take statements, conduct preliminary verification, and immediately release the arrested person or report by the fastest means of communication to the competent investigation unit.

From March 1, the commune police will start receiving applications for registration and issuing license plates for cars, motorbikes, and scooters.

Also according to the guidance of the Ministry of Public Security, upon receiving denunciations and reports of ongoing or recently concluded crimes, the commune-level police must promptly organize forces to go to the scene and take urgent measures; at the same time, report by the fastest form of communication to the competent investigation unit.

With denunciations and reports of very serious, especially serious crimes or crimes of public concern... where there are grounds to believe that the denounced person may flee, and there are grounds and it is necessary to apply preventive measures, the commune-level police shall immediately organize forces to go to the scene and take urgent measures; at the same time, notify the competent investigation unit by the fastest means of communication.

At the press conference of the Ministry of Public Security held on the morning of February 28, a representative of Department C06 said that after ending the activities of the district-level police, Department C06 advised the Ministry of Public Security to transfer the function of issuing ID cards and citizen ID cards at the local level to the commune police.

Department C06 is completing legal documents, advising the Ministry of Public Security to invest in equipment, machinery and training officers and soldiers at commune police stations, ensuring that the issuance of ID cards does not affect the people.
