This is an activity according to the plan to monitor the implementation of policies and laws on ensuring traffic order and safety in Hai Duong province from 2009 to the end of 2023 of the Provincial National Assembly Delegation.
At the meeting, leaders of the Provincial Traffic Safety Committee, Provincial Police, Department of Transport, Department of Education and Training, Department of Planning and Investment explained and provided information to members of the monitoring team on a number of issues including: Coordination, effectiveness in propaganda, handling of traffic violations. Management and handling of cases of underage students driving motorbikes. Should traffic safety education be included in the official curriculum at the high school level? Traffic safety corridor violations; handling of black spots, potential accident risk spots; funding for ensuring traffic order and safety in the province...
Provincial Police leaders and a number of related units proposed many contents to the monitoring delegation to improve the effectiveness of ensuring traffic order and safety.
That is to soon promulgate the Law on Road Traffic Order and Safety; shorten administrative procedures, reduce related documents when handling administrative procedures related to the traffic sector. Timely adjust and supplement legal regulations on ensuring traffic order and safety. Unify management regulations on traffic order and safety, construction order from the provincial to communal levels. Continue to mobilize all resources to accelerate the development and upgrading of the traffic infrastructure system. Overcome the overload and degradation on National Highways 5, 37, 18, 38, 17B, etc.
For authorities at all levels, the Provincial Police Department recommends paying attention to investing funds to maintain the repair of machinery, vehicles, and professional equipment serving professional work. Paying attention to support and policies for the police force to maintain the work of ensuring traffic order, safety, and public order. Installing speed bumps, speed bumps, and danger warning signs at intersections between district roads, commune roads, inner-city roads, and rural roads...
The provincial police also requested the province to soon complete the parallel service road of National Highway 5 to reduce the traffic volume on this national highway, contributing to reducing traffic accidents. Pay attention to planning and constructing public parking lots and points. Research and arrange land funds to build parking lots for vehicles violating administrative regulations and inland waterway ports for the provincial police force.
Speaking at the end of the working session, Deputy Head of the Provincial National Assembly Delegation Nguyen Thi Viet Nga received opinions and recommendations from the sectors to report to the National Assembly, and notified relevant authorities to promptly resolve and remove shortcomings and difficulties. She requested the Provincial Police to continue to complete the report and supplement and clarify some contents requested by the delegates at the working session.
Previously, on April 4, the Supervisory Delegation worked with Chi Linh City and Kim Thanh District on the above content, and also inspected a number of complicated, disorderly, and unsafe traffic routes, points, and intersections in the two above localities.
From 2009 to the end of 2023, the provincial police forces coordinated to organize 54 seminars, 798 thematic propaganda and education sessions, and 79,563 mobile propaganda sessions on ensuring traffic safety and order. The provincial traffic police handled 413,113 violations, imposed fines of VND 348.6 billion, revoked 23,829 driving licenses, and detained 14,411 violating vehicles.
