Through the 2023 review, the Provincial Police reported and proposed that the Minister of Public Security sign a decision to promote ranks and raise salaries for 9 comrades under the Minister's authority, and the Director of the Provincial Police signed a decision to promote ranks and raise salaries for 849 comrades under his authority.

At the ceremony, authorized by the Minister of Public Security, the Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee presented the decision to promote the rank from Lieutenant Colonel to Colonel ahead of schedule to Comrade Tran Van Phuc, Member of the Provincial Party Committee Standing Committee and Director of the Provincial Police Department. The leaders of the Provincial Police Department presented the decision to promote the rank to the leaders of the departments, district and city police departments and the Chairwoman of the Provincial Police Department Women's Union.
