According to an update from the Ministry of Information and Communications, as of September 10, about 50% of mobile transmission stations in provinces affected by storm No. 3 have been restored.
According to statistics from the Ministry of Information and Communications, storm No. 3 affected and damaged a number of telecommunications infrastructures, causing 7 inter-provincial fiber optic cable lines and 12 intra-provincial transmission lines to be broken; 27 telecommunications poles were broken, causing loss of communication in 15 provinces and cities due to 6,285 mobile transmission and reception stations losing power.
The Department of Telecommunications (Ministry of Information and Communications) has directed units to focus on overcoming the consequences and restoring communications. By September 10, businesses had completed the restoration of broken trunk and inter-provincial transmission lines. Some branch optical fiber lines have not been restored because the area is still isolated and the water has not receded.
Enterprises have restored 3,010 mobile broadcasting stations, mainly running generators to supply electricity to the stations, so it is still necessary to restore the power grid to fully restore the telecommunications network. Currently, there are still 3,275 mobile broadcasting stations that have not restored communications, mainly concentrated in: Quang Ninh, Hai Phong, Hai Duong, Bac Ninh, Bac Giang.
The Ministry of Information and Communications said it will continue to direct businesses to implement further remedial measures; at the same time, it recommends that the Government direct the Vietnam Electricity Group to promptly restore the power grid in areas with power outages, in order to restore communications; the People's Committees of provinces and cities direct functional units to support information rescue forces to access isolated and cut-off areas to handle incidents and restore communications.
Faced with the complicated flood situation in the mountainous and midland areas of the North, network operators are mobilizing personnel to respond to information, resolve the situation as quickly as possible, and soon bring the telecommunications network back into operation. However, due to the complicated flood situation, many areas have been cut off from electricity, deeply flooded, and some places are still unable to access and bring in generators to restore mobile transmission stations.
On September 10 alone, 400 new broadcasting stations in the flood-hit areas stopped operating. A representative of VNPT Group said that in these localities, some districts were isolated due to broken fiber optic cables. Currently, the flood situation is still complicated, so VNPT is looking for ways to fix the problem. In addition to mobilizing ground forces and equipment for rescue, to ensure communication for local authorities, VNPT has deployed additional satellite communication equipment.
On September 10, a representative of Viettel network said that the information interruption situation in the provinces affected by storm No. 3 has been basically resolved. However, due to prolonged heavy rain causing serious flooding and landslides, some districts in the northern provinces such as Thai Nguyen, Ha Giang, Bac Kan, Lao Cai, Cao Bang, Yen Bai, Tuyen Quang, Phu Tho, Bac Giang continue to be isolated. Viettel is mobilizing resources and the best personnel from 63 provinces and cities to provide the fastest support, ensuring communication for the people.
MobiFone representative also said that floods and landslides in the northern mountainous region caused isolation, making it difficult for forces to access the affected areas for rescue. The severely affected localities such as Quang Ninh and Hai Phong have basically recovered.
