National Assembly Delegate Tran Quoc Tuan proposed that the National Assembly and the Government direct inspections of training, granting doctoral degrees, and conferring titles of professor and associate professor to ensure quality and avoid negative impacts on society.
On the morning of October 26, continuing the 8th session, the National Assembly spent time discussing in groups the socio-economic situation, state budget in 2024, and the planned plan for 2025.
Giving opinions on the discussion, from the case of Mr. Vuong Tan Viet's doctorate (Venerable Thich Chan Quang), delegate Tran Quoc Tuan, Head of the Propaganda Department of Tra Vinh Provincial Party Committee, proposed that the National Assembly and the Government pay attention to directing the inspection of training, granting doctorate degrees, and conferring scientific titles of associate professor and professor to ensure quality and substance so as not to cause negative impacts on society.

According to Mr. Tuan, recently there has been an "unexpected" social phenomenon, which is the case of Mr. Vuong Tan Viet (Venerable Thich Chan Quang), a monk, abbot, and abbot of Phat Quang Pagoda in Ba Ria - Vung Tau province. Mr. Vuong Tan Viet used an illegal high school diploma, but somehow registered to study and was awarded 2 university degrees and 1 doctorate. Both university degrees are from the distance learning system and the work-study system.
"The use of fake high school diplomas was only exposed on social networking sites, not verified by the education sector's inspection and examination agencies. This shows that the management and training of university and doctoral degrees at some of our higher education institutions need to be given more attention," Mr. Tuan analyzed.
According to the Head of the Propaganda Department of Tra Vinh Provincial Party Committee, this has made many voters wonder and worry about the reputation and quality of degree training in the current education sector.
"Voters believe that apart from this case, there are many other similar cases. Where are those fake PhDs? What have they been doing? Are they negatively affecting the operations of state agencies or the development of the social community?", Mr. Tuan raised and said that this issue needs to be promptly directed by the National Assembly and the Government to be inspected and reviewed.
The case of Mr. Vuong Tan Viet’s (Venerable Thich Chan Quang) doctorate has been of public interest since mid-year. On October 21, the Ministry of Education and Training officially announced that Mr. Vuong Tan Viet had illegally used his high school diploma.
The Ministry of Education and Training has directed Hanoi Law University and Hanoi University to revoke the degrees granted to Mr. Vuong Tan Viet according to the provisions of law.
As of October 22, Hanoi University said it was carrying out procedures to revoke the bachelor's degree in English from the distance learning program granted to Mr. Vuong Tan Viet.
Similarly, Hanoi Law University also conducted legal procedures to cancel the results and revoke the degrees granted to Mr. Vuong Tan Viet. The school representative also said that the school had held a review meeting to evaluate the implementation of training regulations to continue to improve the process, enhance training quality and avoid similar cases.
In addition, the Ministry of Education and Training said that Mr. Vuong Tan Viet admitted that he used his high school diploma illegally and voluntarily handed over the diplomas for handling according to regulations.
Before the official announcement of the Ministry of Education and Training, the Department of Education and Training of Ho Chi Minh City had a written confirmation: "Mr. Vuong Tan Viet's name was not on the list of candidates and the list of names and scores in the 1989 high school supplementary graduation exam of the Department of Education and Training of Ho Chi Minh City and was not on the list of people awarded high school supplementary graduation certificates on June 6, 1989 of the Department of Education and Training of Ho Chi Minh City".
According to the press release on June 25 of Hanoi Law University, Mr. Vuong Tan Viet was born in 1959, passed the second degree course 1 of the university level of law, the form of study and work of Hanoi Law University opened at Bach Viet College, Ho Chi Minh City, in January 2017, graduated in January 2019. Mr. Vuong Tan Viet's first degree is a university degree in English in 2001 at the University of Foreign Languages, now Hanoi University.
Then, in November 2019, Mr. Vuong Tan Viet was admitted to the 25B course (2019 - 2023 school year); in December 2021, he successfully defended his doctoral thesis at the Hanoi Law University; in March 2022, he was awarded a doctorate in constitutional and administrative law.
