Basis for planning and introducing candidates

Taking a vote of confidence for positions elected and approved by the National Assembly is one of the important contents in the program of the 6th Session of the 15th National Assembly, which opened on the morning of October 23.

To better understand the preparation work as well as the significance of the vote of confidence, VietNamNet interviewed Deputy Head of the Delegation Affairs Committee (under the National Assembly Standing Committee) Ta Thi Yen.

The results of the vote of confidence are no longer available for reference.

This is the fourth time the National Assembly has conducted a vote of confidence for positions elected and approved by the National Assembly. Could you tell us how this vote of confidence is different from previous times?

One of the differences in this vote of confidence is the use of the vote of confidence results. If in the past, the vote of confidence results were used as a reference in evaluating cadres, now the vote of confidence results are used to evaluate cadres, as a basis for planning, mobilizing, appointing, recommending candidates, dismissing and implementing regimes and policies for cadres.

Specifically, if a person who is voted on for a vote of confidence receives a "low confidence" rating from more than half to less than two-thirds of the total votes, he/she may resign; if he/she does not resign, the National Assembly Standing Committee shall submit to the National Assembly a vote of confidence at that session or the nearest session.

If a person subject to a vote of confidence receives a "low confidence" rating of 2/3 or more of the total votes, the agency or person with the authority to recommend that person for election or approval by the National Assembly shall be responsible for submitting to the National Assembly for dismissal or approval of the proposal for dismissal at that session or the nearest session.

The basis for assessing the level of trust also has many notable points compared to before. For example, the criteria for assessing trust consider not only the exemplary behavior of the person being voted on but also that of their spouse and children in complying with the State's policies and laws.

In addition, the basis for taking a vote of confidence related to the results of performing assigned tasks and powers takes into account dynamism, innovation, creativity, decisiveness, daring to think, daring to do, daring to take responsibility in performing assigned tasks and powers...

So how will the vote of confidence be carried out this time, madam?

According to Resolution 96/2023/QH15, the National Assembly will take a vote of confidence for the positions elected and approved by the National Assembly, including: President, Vice President; Chairman of the National Assembly, Vice Chairman of the National Assembly, member of the National Assembly Standing Committee, Chairman of the Council of Nationalities, Chairman of the National Assembly Committee, Secretary General of the National Assembly; Prime Minister, Deputy Prime Ministers, Ministers, other members of the Government; Chief Justice of the Supreme People's Court, Chief Prosecutor of the Supreme People's Procuracy and State Auditor General.

Thus, the total number of positions elected and approved by the National Assembly is currently 49 people.

However, according to regulations, those who have announced their retirement or are elected or approved in the year of the vote of confidence are not subject to the vote of confidence. That is, positions elected and approved from January 1, 2023 (in the year of the vote of confidence) are not subject to the vote of confidence.

Therefore, at this 6th session, the National Assembly will conduct a vote of confidence on an expected 44 personnel. Of these, 2 personnel will be voted for the 4th time; 10 personnel will be voted for the 2nd time; and the remaining 32 personnel will be voted for the first time.

Every National Assembly delegate needs to be responsible for his vote.

To make the vote of confidence effective and practical, avoiding vote manipulation, favoritism, and formality, what do you think needs to be done?

First, the person who is voted for a vote of confidence must fully and honestly report on the results of performing assigned tasks and powers, political qualities, ethics, lifestyle, declare assets, income, limitations, shortcomings, directions for overcoming and fully explain the contents that voters and people have opinions about or National Assembly deputies request (if any).

Each National Assembly delegate needs to be responsible for his or her vote; consider carefully, objectively, impartially, and fairly when expressing the level of trust.

This is one of the important supervisory activities of the National Assembly, so delegates as well as those who are voted for a vote of confidence need to seriously implement Resolution 96/2023/QH15 and other relevant legal provisions, ensuring substance, contributing to enhancing the trust of voters and people.

In addition, the regulation also strictly prohibits falsifying the results of the vote of confidence, vote of confidence, level of confidence or taking advantage of the vote of confidence, vote of confidence to reduce the reputation of others, causing division and internal disunity.

In addition to being made public at the National Assembly session, the results of the vote of confidence will be announced in the mass media so that voters and people can know and participate in monitoring.

With the new points in the vote of confidence this time, what do you think is the meaning of the vote of confidence results?

These are new steps that show the value of taking a vote of confidence is more substantial and effective; measures applied to people with low confidence are also stronger, more drastic and faster.

Thereby improving the effectiveness and efficiency of the National Assembly's supervisory activities; improving the quality and efficiency of the state apparatus' operations; contributing to assessing the prestige and performance of the assigned tasks and powers of the person receiving the vote of confidence.

The results of the vote of confidence will help the positions elected or approved by the National Assembly see their level of trust so that they can continue to strive, practice, improve the quality and efficiency of their work; and serve as a basis for competent agencies and organizations to consider planning, training, fostering, arranging, and using cadres.

I believe that, through the vote of confidence, it will contribute to creating motivation and leverage to continue improving the quality, effectiveness and efficiency of the state apparatus as well as each cadre, civil servant and public employee in the political system.

Thereby contributing to the successful completion of the 5-year socio-economic development goals and targets for the 2021-2025 period set forth by the 13th Party Congress Resolution to continuously improve the country's potential, quality of life and happiness of the people.

The National Assembly has not received any feedback on the 44 positions that were subject to a vote of confidence.

Deputy Head of the Delegation Affairs Committee Nguyen Tuan Anh said that up to this point, the National Assembly has not received any feedback on the positions that will be subject to a vote of confidence in the 6th session.
