On the morning of November 1, the Academy of Journalism and Communication, together with the Korea International Cooperation Agency (KOICA) and the Communist Magazine, organized an international scientific conference on resources for policy communication (TTCS).

Attending the workshop were Deputy Director of Ho Chi Minh National Academy of Politics Le Van Loi, Deputy Minister of Information and Communications Nguyen Thanh Lam, Country Director of KOICA Vietnam Lee Byung Hwa, leaders of the Academy of Journalism and Communication and leaders of press agencies.

Speaking at the workshop, Mr. Le Van Loi - Deputy Director of the Ho Chi Minh National Academy of Politics said that 2023 is a year of strong movement in awareness and thinking about TTCS activities, from the Government to ministries, branches and localities.

Mr. Le Van Loi cited the Prime Minister's conclusion at the conference on TTCS in November 2022: TTCS plays an important role, is one of the functions and tasks of the Government, ministries, branches and localities in the process of implementing political tasks. Doing well in TTCS work will open up great resources, create great strength and high efficiency in policy implementation.

According to Mr. Loi, TTCS not only provides information and implements the accountability of the Government and ministries, but also ensures the legitimate interests of the people and takes the interests of the people as the goal.

“Therefore, we need to answer a number of questions such as how to build a national TTCS strategy? How to train, foster and use TTCS human resources in ministries, sectors and press agencies? What policies and regimes are needed for journalists and TTCS workers? These questions need to be answered through the workshop,” said Mr. Loi.

According to Mr. Lee Byung Hwa - Country Director of KOICA Vietnam, as society develops, the level of people's acceptance of policies will determine the success or failure of government policies.

“Therefore, it is necessary to share opinions and information among stakeholders in policy formulation and implementation through TTCS to create consensus and cooperation to lay the foundation for community formation and realization of social values,” Mr. Lee Byung Hwa shared.

Giving his opinion at the workshop, Dr. Nguyen Tri Thuc - representative of Communist Magazine said that policy implementation is the process of mobilizing, arranging and organizing resources to bring policies into life.

According to him, mobilizing resources for TTCS must be done at all stages. But in reality, this has been invested in more in the later stages of the policy promulgation process.

How to free up resources for TTCS?

Speaking at the workshop, Deputy Minister of Information and Communications Nguyen Thanh Lam said that after the Prime Minister issued Directive 07 on strengthening information technology, state agencies have done very strong information technology work, especially in perfecting the staff.

State agencies have assigned tasks to officials doing public relations more clearly, sent officials to public relations training courses, invested more concentrated resources, and recognized the media as a companion partner, as an opportunity to do their job well.

According to Deputy Minister Nguyen Thanh Lam, there are many questions about how to free up resources for TTCS. “Vietnam does not lack resources for many things, including TTCS. But perhaps through seminars we can get answers about how to use resources effectively and where to spend them,” Mr. Nguyen Thanh Lam shared.

Specifically, State agencies have devoted huge resources to TTCS such as promoting local and ministerial images, but they are being used in a scattered manner, and the results have not been measured or evaluated.

“I think we should pay more attention and worry about efficiency, not about not having enough resources for TTCS,” said Deputy Minister Nguyen Thanh Lam.

In response to concerns about where the TTCS resources should be used, according to the Deputy Minister of Information and Communications, the most important thing is to use them for human resource training.

Deputy Minister Nguyen Thanh Lam said that Directive 07 of the Prime Minister assigned the Ministry of Information and Communications and the Ministry of Home Affairs to build a job position (officer working in the IT department) in the state agency system.

According to Mr. Nguyen Thanh Lam, the resources for TTCS must be State resources. And to ensure the effectiveness of these resources, we can aim for the market mechanism model that Korea is operating. But to properly call it 'Government advertising', Korea must build a legal framework to control and operate it.

“The valuable thing about a workshop like this is that we can see the direction and model for testing policies,” Deputy Minister of Information and Communications Nguyen Thanh Lam emphasized.
