On the afternoon of September 25, the National Assembly Standing Committee reviewed the report of the monitoring delegation and approved the National Assembly Standing Committee's thematic monitoring resolution on "Implementation of policies and laws on ensuring traffic order and safety (TTATGT) from 2009 to the end of 2023".

The report of the monitoring delegation assessed that the work of ensuring traffic safety in the fields of roads, railways, inland waterways, civil aviation and maritime has been actively and synchronously deployed and achieved some outstanding results.

In which, the patrolling, controlling and handling of road traffic violations by the functional forces achieved high results. They focused on resolutely handling violations, focusing on violations of alcohol concentration and overloading.

Discussing the report of the Supervisory Delegation, Chairman of the National Assembly's Culture and Education Committee Nguyen Dac Vinh said that traffic accidents are more common on mountain passes and steep slopes. Therefore, it is necessary to focus on analyzing the cause due to driver training skills or vehicle technology.

Mr. Vinh also suggested that attention should be paid to handling a group of young people who organize illegal racing and traffic in rural areas.

Continue to improve legal policies on traffic safety

Head of the Delegation Affairs Committee of the National Assembly Standing Committee Nguyen Thanh Hai suggested that it is necessary to carefully evaluate the regulation on "zero" alcohol concentration when participating in traffic as stipulated in the Law on Road Traffic Safety recently passed by the National Assembly.

"This is an issue that public opinion has been very interested in, supported and strictly complied with in recent times," said Ms. Hai.

Regarding railway traffic safety, Ms. Hai said that the monitoring report has not yet clearly stated the issues related to existing railway paths and openings and provided effective management solutions, harmonizing the interests of the people and state management, especially the issue of "railway cafes" in Hanoi.

Emphasizing the work of propaganda, dissemination and education of laws on road traffic safety, Politburo member and National Assembly Chairman Tran Thanh Man said that the monitoring report needs to clarify and evaluate this issue more carefully.

The National Assembly Chairman also proposed assessing the compliance with discipline and order; the participation of the political system; and people's awareness of compliance with traffic safety laws.

Regarding the recommendation of the Supervisory Delegation on continuing to improve legal policies on traffic safety, National Assembly Chairman Tran Thanh Man said that proposing solutions is important for the supervision work; in which, the recommendation needs to be clear and specific about the proposal to issue resolutions, directives, and develop laws.

"When we decide to invest in building a high-speed railway, does the National Assembly need to issue a resolution or law?" the National Assembly Chairman emphasized.

However, Ms. Nga suggested that the monitoring team should frankly acknowledge any negative aspects in ensuring traffic safety in recent times.

According to Ms. Nga, one of the causes of traffic accidents is the awareness of traffic participants.

She emphasized that many times the same person went abroad and complied very well with traffic safety regulations abroad, but when returning to Vietnam, he ran red lights and violated many laws.

This proves that our laws have not been strictly implemented and have not contributed to training the awareness of traffic participants.

"When there is a traffic police officer standing at a checkpoint or station, people obey strictly. But when there is no traffic police officer standing there, people are ready to run red lights, go in the opposite direction, or go on prohibited roads.

Even on the highway, there are cases of stopping, reversing, and going in the wrong direction," Mr. Thanh said, adding that it is necessary to see whether the sanctions are too light or not, or whether the authorities are not implementing the sanctions strictly.

Speaking at the discussion session, Deputy Minister of Transport Nguyen Xuan Sang said that after the National Assembly Standing Committee's monitoring delegation worked, the results on traffic safety would certainly be better.

"During the working process, the Ministry of Transport has closely coordinated with the monitoring team in 5 transport areas. The report also pointed out the results achieved, the shortcomings, especially providing solutions and recommendations," said Mr. Sang.

At the same time, it is proposed to supplement the assessment of many issues, including outstanding advantages in planning and investment policies for transport infrastructure in 5 areas.

Supplementing the assessment of some negative phenomena in the fields of road traffic safety such as training, testing, licensing, inspection, testing, and control.

Mr. Phuong suggested that the Standing Committee of the National Defense and Security Committee coordinate with the monitoring delegation, the Government, ministries and branches to complete the draft resolution, seek opinions from the National Assembly Standing Committee before submitting it to the National Assembly Chairman for signing and promulgation, and send it to National Assembly deputies, ministries, branches and localities.

At the meeting, the National Assembly Standing Committee voted in principle to issue a Resolution on thematic supervision of the National Assembly Standing Committee on "Implementation of policies and laws on ensuring traffic safety from 2009 to the end of 2023", and assigned the supervision delegation to complete and report for comments.
