On the afternoon of March 27, the Ministry of Information and Communications held a State Management Conference for March 2024. The conference was chaired by Deputy Minister of Information and Communications Pham Duc Long, with the participation of Deputy Minister Nguyen Huy Dung, Deputy Minister Phan Tam, and heads and deputy heads of agencies and units under the Ministry.
Encourage direct reporting staff to adopt a new approach
According to the report of the Office of the Ministry of Information and Communications, in the first 3 months of 2024, the total revenue of the information and communications industry is estimated at 971,000 billion VND. The total profit of the industry is estimated at 69,000 billion VND. The contribution of the information and communications industry to GDP is estimated at 220,000 billion VND.
In addition to sharing data on industry development, at each state management conference, the Ministry of Information and Communications also chooses to present a number of thematic reports to provide new perspectives and good practices.
With the huge amount of data generated every day, many problems arise related to data management and ownership. Therefore, Deputy Director of the Institute of Information and Communications Strategy (Ministry of Information and Communications) Tran Minh Tan introduced a new concept called co-created data . This is a type of data that is formed by two or more contributors.
According to Mr. Tan, the emergence of co-created data raises many issues regarding the determination of usage and ownership rights. In the absence of a Data Law, to avoid conflicts, businesses need to carefully review the terms of contracts when transacting data.
The Information Center (Ministry of Information and Communications) has presented a number of changes in the way policy communication is conducted. The Information Center has formed a network with the participation of units within the Ministry, representatives of many press agencies and local Departments of Information and Communications.
A new point in the policy communication activities of the Ministry of Information and Communications is its active presence on social networking platforms. The Information Center has established official accounts of the Ministry of Information and Communications on Facebook, TikTok and Zalo.
Along with this, the policy communication activities of the Information Center have changed towards “fast, on-site and mobile”. Deputy Minister Pham Duc Long highly appreciated the changes and effectiveness seen in the activities of the Information Center. This approach reflects the spirit of “fast, short, wide” of the Minister.
Strengthening management activities of the IT&T industry
At the Conference, the leaders of the Ministry of Information and Communications continuously urged the units to do what needs to be done immediately. The first is to rectify the situation of slowness and delay in implementing tasks. Accordingly, the heads of the units in the Ministry are required to review all assigned tasks, if they cannot be done, they need to report back soon. At the same time, measures must be taken to guide and implement the documents and regulations issued by the Ministry of Information and Communications, especially the decrees that are being delayed.
At this meeting, the Telecommunications Department was reminded to handle the issue of junk SIM cards before April 15, along with completing the draft of the International Submarine Optical Cable Strategy. With the Radio Frequency Department, the Ministry's leaders reminded to urgently complete the project to replace 2 satellites and report on the 1,800 MHz frequency band planning.
In the coming time, agencies and units under the Ministry must proactively complete detailed outlines of the contents in preparation for the drafting of documents for the 14th National Party Congress of the Socio-Economic Subcommittee.
To promote digital transformation, the Ministry's leaders also requested each relevant unit to develop specific action plans and programs to implement and deploy the four pillars of digital economic development: information technology industry, digitalization of economic sectors, digital governance and digital data.
Departments and Offices must also complete the measurement method and publish industry development indicators in their management areas in the second quarter of this year. This is to create motivation, force businesses and localities to compete, improve rankings and quality, and contribute to promoting the overall development of the IT&T industry.
With the incident of the VNDIRECT Securities Company's information system being attacked, causing service paralysis, the incident clearly demonstrated the importance of investing in information security. Deputy Minister Pham Duc Long emphasized that the above incident was seen by the leaders of the Ministry of Information and Communications as an opportunity for communication, forcing the entire system to change its perception. This is also a common viewpoint, consistent with many other management areas of the Ministry of Information and Communications.
