New opportunities from the Resolution on encouraging sustainable forestry development

Replacing Resolution No. 337/2021/NQ-HDND, the Provincial People's Council recently issued Resolution No. 37/2024/NQ-HDND "Regulating a number of specific policies to encourage sustainable forestry development in Quang Ninh province". The Resolution continues to open up new opportunities for the forest economy throughout the province.

3 years added nearly 1,700 hectares of large timber forest

Resolution No. 337/2021/NQ-HDND "On the regulation of a number of specific policies to encourage sustainable forestry development in Quang Ninh province" was piloted in Ha Long city and Ba Che district. After nearly 3 years of implementation, the whole province has 1,016 households and individuals benefiting from the policy of supporting the planting of production forests of large timber trees and native trees with a total planted forest area of ​​1,656.2 hectares, including: Green giổi 60.9 hectares; Green lim 31.3 hectares; Lat hoa 32.6 hectares; Sao den 0.5 hectares; Thong 15.7 hectares; Do bau 1 hectare; Que 1,514.1 hectares. The total disbursed budget for support implementation is 35.686 billion VND, of which direct support for 1,016 households and individuals is 21.196 billion VND; Support preferential loans entrusted through the Provincial Social Policy Bank 14.49 billion VND for 342 households and individuals.

The implementation of Resolution No. 337/2021/NQ-HDND has been strongly implemented by the entire political system of the two localities, and has been supported by the people. From the movements of Ha Long and Ba Che, the awareness and consciousness of Party committees, authorities at all levels and people in localities in the province about the sustainable value of large timber forests and native trees have been significantly improved. The Resolution has created a new mechanism and motivation for forest owners to change the crop structure, contributing to increasing the value of planted forests per unit area, gradually improving the quality of Quang Ninh forests. Support policies under the Resolution have been promptly and synchronously implemented by Party committees and authorities at all levels; payment of support funds to forest owners participating in the policy ensures objectivity, transparency, completeness, timeliness and correctness. Households and individuals carry out forest planting in accordance with the approved plan and technical process; plants grow and develop well.

Mr. Nguyen Van Bong, Deputy Head of the Provincial Forest Protection Department, affirmed: Resolution No. 337/2021/NQ-HDND has come into effect, contributing positively to the results of developing large timber and native tree plantations in the province. In the 2021-2023 period, the whole province planted 4,170 hectares of large timber and native trees, an average of 1,390 hectares/year, equal to 248% compared to the 2017-2020 period. In 2022, the whole province planted 2,288.8 hectares of lim, giổi, and lát forests; in 2023, 1,078.3 hectares of lim, giổi, and lát were planted. Effective implementation of the Resolution helps maintain Quang Ninh's forest coverage rate of 55% and improve forest quality.

Localities have now completed the construction and approval of large timber forest planting zones with a total area of ​​145,137 hectares, of which the area suitable for planting lim, giổi, and lát is 6,223 hectares. Through review, the demand for participation in the policy to support large timber forest planting in the whole province in the period of 2024-2026 is about 6,360 hectares; of which households and individuals are 4,589 hectares, organizations and enterprises are 1,771 hectares. Therefore, in order to continue to encourage large timber forest planting, realize the goals of sustainable forestry development according to Resolution No. 19-NQ/TU of the Provincial Party Committee, towards a sustainable, high-value forest economy, at the recent 19th Session, the Provincial People's Council passed Resolution No. 37/2024/NQ-HDND, replacing Resolution No. 337/2021/NQ-HDND.

Resolution No. 37/2024/NQ-HDND has many new points compared to Resolution No. 337/2021/NQ-HDND. Specifically, it has expanded the scope of application from 2 localities to 13 localities in the whole province; expanded the subjects of application from households and individuals to organizations, groups of households, households and individuals. Adjusted and supplemented many policies, including increasing the support level and content of cash support; supplementing some support amounts; increasing the preferential loan level; supplementing the list of non-timber forest products and medicinal plants that benefit from the policy of supporting production under the forest canopy... It is expected that the provincial budget will allocate about 308.9 billion VND to implement the policy according to Resolution No. 37/2024/NQ-HDND from 2024-2029.

According to Mr. Vu Duy Van, Deputy Director of the Department of Agriculture and Rural Development, the expansion of the scope of application has made people in the whole province respond and look forward to it, in line with the needs and aspirations of forest owners, in line with the conditions for developing large timber forests in the locality. The expansion of the subject of application is also very accurate and correct. This is a subject with rich experience, intensive production techniques and resources, large land accumulation, the ability to link production, processing, product consumption and apply scientific and technological advances to production to serve intensive forest planting and efficient use of land resources; creating a reference model to guide households and individuals to boldly participate in developing large timber forests. Adding a list of tree species that benefit from the policy will encourage forest owners to create short-term income to invest in long-term forest planting, creating motivation for forest owners to increase the area of ​​large timber forests...

The Provincial People's Committee is urgently issuing a plan to organize the implementation of a number of specific policies to encourage sustainable forestry development in the province according to Resolution No. 37/2024/NQ-HDND. On that basis, sectors and localities will make plans and estimate implementation costs; procedures for preparing, appraising, approving, and announcing plans for planting large timber forests and production under forest canopy; procedures for supporting funding and costs for planning; costs for purchasing seedlings, breeds and care; procedures for supporting preferential loans entrusted through the Bank for Social Policies; finalizing implementation costs and handling risks during implementation...

Uong Bi's forests are mainly located in the northern part of the city, which is one of the development opportunities in the area. In previous years, following the province's orientation, communes and wards encouraged people to reduce the area of ​​small timber forests and increase the planting of large timber forests. However, because it is not subject to Resolution No. 337/2021/NQ-HDND, this is mainly for advocacy and encouragement. Currently, with Resolution No. 37/2024/NQ-HDND, forest growers are all entitled to policies when participating in planting large timber forests and planting native trees. The Resolution is a lever to help people be confident and ready to invest in planted forest trees with long growth cycles. The Resolution also creates favorable conditions for local officials in directing and implementing sustainable forest economic development.

Resolution No. 337/2021/NQ-HDND adds beneficiaries to enterprises (except foreign-invested enterprises), cooperatives, units under the People's Armed Forces, and cooperative groups in the province. We call these subjects "rich" forest growers. These are units with the capacity to plant large timber forests, have experience, techniques, and large forest planting areas. Importantly, they are closely and long-term attached to the forest, and are subjects that the province can grasp and adjust during the implementation process. In particular, the cooperative group is added to encourage households and individuals to form cooperative groups to benefit from policies and form concentrated large timber forest planting areas. These new features will have a very positive impact on improving the area and quality of large timber forest planting in the area.

In recent times, the commune has focused on developing forestry, especially planting large timber forests. Propaganda work is regular and continuous, so the majority of people clearly understand the benefits of sustainable forestry economy, which is to bring high economic efficiency, contribute to protecting the ecological environment, and combat climate change... From the beginning of 2024 to now, the commune has converted more than 6 hectares of large timber forest, exceeding the plan of 5 hectares assigned by the district at the beginning of the year. Many households are dynamic and creative when combining raising Tien Yen chickens under the canopy of large cinnamon forests, both saving food for chickens and not having to clear weeds for cinnamon trees. The commune strives to have an average income of over 100 million VND/person/year by the end of 2024. Developing the forestry economy in the right direction is a solid foundation, contributing to the economic growth of the commune in the coming time.

The special policy to encourage sustainable forestry development that the Provincial People's Council has just approved at the 19th Session is highly anticipated by the people. Specifically, when planting large timber forests, people are supported with funding to buy seedlings and care for trees at a rate of 20 million VND/ha; and are supported with loans from the Bank for Social Policies at a rate of 30 million VND/ha. When developing the economy under the forest canopy, households and individuals are supported with 10 million VND/ha of forest for planting non-timber forest products, raising livestock, poultry, etc. With this policy, people, organizations and businesses are given more motivation to promote planting large timber forests and native trees, contributing to sustainable production development.

To date, the whole province no longer has poor households according to the Central poverty standards. According to the provincial poverty standards stipulated in Resolution No. 13/2023/NQ-HDND, the province currently has only 246 poor households, accounting for 0.064% of the total number of households in the province. Statistics by the end of 2023, the average income per capita in 67 communes in ethnic minority, mountainous, border and island areas of the province is 73 million VND/person, an increase of 27.248 million VND/person/year compared to 2020, and an increase of 18.948 million VND/person/year compared to 2022.
