Can I replace the auction license plate on a car that already has a license plate?
Pursuant to Circular 24/2023/TT-BCA (effective from August 15, 2023), organizations and individuals who win the auction for car license plates can use the auctioned license plates for cars that have been previously registered and issued license plates.
Accordingly, in this case, the organization or individual who wins the auction for the car license plate needs to prepare a vehicle registration file including the following documents to complete the vehicle registration procedure:
(1) Vehicle registration certificate;
(2) Vehicle registration certificate and license plate;
In case the agency that registers and issues license plates for auction-winning cars is different from the agency that manages the registered vehicle records of the auction-winning organization or individual, the vehicle owner must carry out the revocation procedure for that registered vehicle;
(3) Certificate of vehicle license plate number winning the auction issued by the Traffic Police Department, still valid; if expired, there must be an additional certificate of extension issued by the Traffic Police Department.
Instructions for vehicle registration procedures when winning a car license plate auction
Organizations and individuals who win the auction for car license plates shall register the vehicle as follows:
- Declare vehicle registration certificate according to regulations in Article 9 of Circular 24/2023/TT-BCA;
- Bring the vehicle to the Traffic Police Department where the headquarters or residence is located or the Traffic Police Department where the auctioned vehicle license plate is managed to inspect the vehicle; provide the online vehicle registration file code and submit the vehicle file according to the provisions of Article 27 of Circular 24/2023/TT-BCA;
- After the vehicle registration officer checks the vehicle records and the vehicle is actually valid, the vehicle registration agency will issue a license plate for the auctioned vehicle; receive an appointment to receive the vehicle registration results, and pay the vehicle registration fee according to regulations; in case the vehicle owner wants to receive the vehicle registration results via the public postal service, he/she must register with the public postal service unit;
- Receive vehicle registration results at the vehicle registration office or from a public postal service unit.
Cases of revocation of registration certificates and license plates
Cases of revocation of vehicle registration certificates and license plates are specifically regulated in Article 23 of Circular 24/2023/TT-BCA, including:
- The vehicle is broken and cannot be used, or is destroyed due to objective reasons.
- Vehicles that have expired and are not allowed to be circulated according to the law.
- The vehicle is stolen, misappropriated and cannot be found, or the vehicle is abandoned. The vehicle owner requests to revoke the vehicle registration certificate and license plate.
- Tax-free imported vehicles or temporarily imported vehicles of foreign agencies, organizations and individuals for re-export, transfer of ownership or destruction.
- Vehicles registered in economic zones according to Government regulations when re-exported or transferred to Vietnam.
- Vehicle registration, transfer and relocation procedures.
- Vehicle engine and frame removed to register for another vehicle.
- The vehicle has been registered but the vehicle documents are found to be fake or the vehicle has a conclusion from a competent authority that the engine number or frame number has been cut, welded, re-punched, erased or the license plate has been issued incorrectly.
