In recent years, Thanh Hoa has always been in the top of the region in terms of State budget revenue. In 2024, the State budget revenue in the province continues to achieve positive results. This is evidence of the growth and positive movement of the economy; at the same time, it reflects the efforts of the authorities, the business community and the people in the province.

Perhaps, one of the memorable milestones for the province's state budget revenue is in 2022, for the first time Thanh Hoa officially entered the group of provinces and cities with a budget revenue of 50 trillion VND or more, with a specific total revenue of more than 52 trillion VND. Of which, domestic revenue reached more than 30 trillion VND, revenue from import and export was more than 20 trillion VND. However, by 2023, due to many reasons, mainly due to the decline in revenue from land and crude oil, Thanh Hoa "fell in rank", leaving the rankings with a revenue of nearly 42 trillion VND.

Entering 2024, the forecast of difficulties and challenges to socio-economic development in general will continue to increase due to domestic and international political and economic fluctuations. Striving to increase revenue, save expenditure, and ensure the balance of the state budget is a message that the Government has continuously emphasized in its decisions on managing the state budget estimate. Mr. Le Hong Phuc, Deputy Director of the Thanh Hoa Provincial Tax Department, said: “Deeply aware of that, right from the beginning of the year, with the attention and close direction of the Provincial Party Committee, People's Council, Provincial People's Committee, and the provincial budget revenue steering committee; the close coordination of provincial departments, branches, Party committees, and local authorities at all levels, and closely following the goals and tasks set by the General Department, the Thanh Hoa tax sector has been proactive, determined, and creative in synchronously implementing solutions to accompany, nurture, and effectively exploit state budget revenue sources”.

Diversifying methods, enhancing propaganda and dissemination of new tax policies; dialogue, answering questions, supporting taxpayers to fulfill their responsibilities and obligations, and enjoying tax exemption, reduction, and extension policies... are continuous activities of the Thanh Hoa tax sector in the process of implementing and performing tasks. The Tax Department assigns revenue targets to each unit for each quarter; launches emulation movements, commitments, and covenants... On that basis, the leaders of the Thanh Hoa Provincial Tax Department regularly urge and monitor the progress and quality of implementation of units through meetings, key staff conferences...

Thanh Hoa tax sector focuses on applying information technology, promoting digital transformation, supporting electronic tax declaration and payment; effectively implementing electronic invoices in general and electronic invoices generated from cash registers in particular. Thanh Hoa is considered one of the leading localities in the country in terms of the number of businesses implementing electronic invoices generated from cash registers. As a unit managing and implementing state budget collection in a relatively large, inter-regional area, with Thanh Hoa City as the political, economic, cultural and social center of the province, the Thanh Hoa - Dong Son City Tax Branch proactively advises the Thanh Hoa City People's Committee and Dong Son District People's Committee to develop plans and solutions for state budget collection based on the assigned estimates. In particular, the branch pays special attention to the application of information technology, promoting digital transformation, considering it one of the important and effective solutions to achieve the set goals. Mr. Nguyen Anh Tung, Head of the Thanh Hoa - Dong Son City Tax Branch, affirmed: "Digital transformation has really created a strong change, improving the efficiency and effectiveness of the tax sector".

According to Mr. Tung, the Thanh Hoa - Dong Son Tax Department is one of the units with a high number of taxpayers. Therefore, as soon as receiving the plan to deploy electronic invoices, the department organized propaganda on mass media so that taxpayers could understand and grasp the purpose, meaning, and content, and at the same time assigned specialized departments to promote their spirit and responsibility in order to promptly receive and process taxpayers' electronic invoice data in many different forms such as: sending emails, direct phone contact... The application of electronic invoices brings benefits to both taxpayers and tax authorities. For tax authorities and related state agencies, the use of electronic invoices helps tax authorities build a database of invoices and combine it with other tax management information. Thereby building a complete database of taxpayers, meeting the requirements of information analysis for management, forecasting, supporting taxpayers to comply with tax laws and contributing to preventing tax fraud and tax evasion.

In order to contribute to strengthening management, preventing tax losses, creating an equal and transparent business environment, the branch is a pioneer in deploying invoices generated from cash registers for business establishments such as supermarkets, retail of consumer goods, restaurants, hotels, gold and silver establishments, retail of modern medicines, petrol and oil businesses... Thanks to flexible integration and effective implementation of solutions, especially the application of information technology, promoting digital transformation, state budget collection activities in the Thanh Hoa - Dong Son city area have achieved remarkable results. The total state budget revenue in the first 9 months of 2024 is estimated at 4,446 billion VND, reaching 146.11% of the estimate assigned by the Tax Department, reaching 63.4% of the estimate assigned by the People's Committee of Thanh Hoa city and Dong Son district.

Along with promoting digital transformation, Thanh Hoa tax sector has developed and implemented many topics to improve the effectiveness of inspection and examination work; implemented solutions to collect taxes from real estate transfer activities in a timely manner, increasing revenue for the State budget; coordinated with the Department of Natural Resources and Environment to report and advise the Provincial People's Committee to direct enterprises to declare and pay natural resource tax; implemented measures to control risks on taxpayers' invoices to raise awareness of compliance in tax declaration, payment, and refund...

Right from the beginning of 2024, Hoang Hoa District Tax Department has proactively and flexibly deployed groups of solutions to manage state budget collection, remove difficulties, promote production and business activities; strengthen debt collection, prevent revenue loss, strive to successfully complete the state budget collection task in 2024. The Department organized a dialogue with taxpayers. At the dialogue, the Department's representative answered questions, listened to and summarized taxpayers' proposals and recommendations; resolved difficulties and obstacles within their authority and integrated propaganda on tax policies, rights and obligations of taxpayers; announced changes in tax mechanisms, policies and regulations; promoted people to pay bills without cash; encouraged consumers to get invoices when making purchases; warned taxpayers about using illegal invoices and illegal use of invoices...

In particular, the department focuses on solutions to improve the effectiveness of tax inspection and examination. Mr. Nguyen Viet Phuong, Head of the Hoang Hoa District Tax Department, said: “At the tax agency, the department directs the close supervision of tax declarations of taxpayers, focusing on small and retail businesses. The department promotes the application of information technology in tax management, identifying organizations and individuals with high risks in the purchase and sale of invoices for processing. Based on the data of purchased and sold electronic invoices and information about taxpayers stored at the tax agency, the department uses tools, software applications... to analyze, review, and compare data. Thereby, identifying businesses with high risks due to the value of goods and services sold compared to the value of goods in inventory and the value of purchased goods and services exceeding the safety threshold for warning, inspection, and handling”...

In the context of many difficulties, the Thanh Hoa tax sector is increasingly interested in nurturing and developing revenue sources, accompanying, sharing, and encouraging the business community to make efforts in production and business through many practical and effective actions such as: directing and guiding units to promptly implement new tax policies as well as tax exemptions and reductions for taxpayers by sending automatic emails, posting on the industry's electronic information page; disseminating to businesses, cooperatives, public service units, and other economic organizations issues to note during the deadline for declaring and paying taxes, fees, and charges...

Thanks to the synchronous and flexible implementation of solutions, in the first 9 months of 2024, the total state budget revenue in Thanh Hoa province reached 42,700 billion VND, exceeding the estimate by 20% and increasing by 44.7% over the same period, ranking first in the North Central region and among the top 10 localities with the highest revenue in the country. Some main revenue items and taxes have been basically completed and exceeded the estimate, specifically: the foreign-invested enterprise sector is estimated at 6,311 billion VND, reaching 131% of the estimate assigned by the Ministry of Finance and the Provincial People's Committee, equal to 118.1% over the same period; revenue from the non-state economic sector is estimated at 2,725 billion VND, reaching 100.9% of the estimate assigned by the Ministry of Finance and the Provincial People's Committee, equal to 116.6% over the same period; Revenue from land use is estimated at 10,447 billion VND, reaching 149.2% of the Ministry of Finance's estimate, 137.5% of the Provincial People's Committee's assignment, equal to 205.9% over the same period and revenue from personal income tax, registration fees...

With the above results, Thanh Hoa is likely to return to the group of provinces and cities with state budget revenue of 50 trillion VND or more in 2024. The encouraging sign is that direct revenue from production and business is increasingly accounting for a fairly large proportion of total budget revenue. The sustainability of the budget must be reflected in the revenue structure, with revenue from production - business activities and domestic consumption as the foundation.
