As someone who directly experienced the fiery years of the resistance war against the US to save the country, as well as witnessed the difficult situation of the 1980s when Vietnam began the Doi Moi process, Mr. Lang Duc Quyen assessed that the glorious victory of the two resistance wars brought about the unification of the country, along with the brilliant achievements of the Doi Moi cause in nearly 40 years from the 6th Congress of the Communist Party of Vietnam to the present, has helped Vietnam have "earth-shaking" historical changes. On that solid foundation, the 13th Congress determined the goals and vision through the two "100-year" milestones, the 14th Congress will officially open a "new era - the era of national development".

Expert Lang Duc Quyen commented that under colonial rule for a long time, Vietnam was once one of the poorest and most backward countries in the world. But in just a few decades, Vietnam has risen to become one of the fastest growing economies in the world, with its Gross Domestic Product (GDP) increasing 40 times from 1989 to 2023; more than 40 million people escaped poverty within 20 years, Vietnam completed ahead of schedule the poverty reduction target according to the United Nations Agenda, and was assessed by the international community as a bright spot in poverty reduction on a global scale.
The top achievement of the Doi Moi process was to help Vietnam escape the socio-economic crisis, step onto the right path of development, innovation in agriculture helped solve the problem of food shortage, making Vietnam the world's leading agricultural exporter. Entering the 21st century, the economy maintained a rapid growth rate, continuously leading the region and the world, bringing Vietnam into the group of middle-income countries. It is expected that by 2025, Vietnam's GDP will reach 500 billion USD, per capita income will increase to about 4,650 USD; by 2030, Vietnam will become an upper middle-income country, people's lives will improve, and international position and influence will increase.
Expert Lang Duc Quyen emphasized that 2025 marks the 80th anniversary of the founding of the Democratic Republic of Vietnam, now the Socialist Republic of Vietnam, along with many major holidays and important events, such as holding Party Congresses at all levels towards the 14th National Congress in 2026. To achieve this goal, the 10th Central Conference of the 13th tenure of the Communist Party of Vietnam held not long ago reached a high consensus and proposed new thinking, high political determination, strategic orientation and breakthroughs, to make efforts to concentrate on implementing the goals of the 13th Congress Resolution, towards the success of the 14th Congress.
"I believe that, under the wise leadership of the Communist Party of Vietnam, the Doi Moi cause will achieve new breakthroughs, bringing Vietnam into a new stage of strong and sustainable development, successfully achieving the set goals by the time of the 100th anniversary of the Party's founding, laying a solid foundation to realize the goals on the occasion of the 100th anniversary of the country's founding, thereby fulfilling President Ho Chi Minh's wish during his lifetime to "stand shoulder to shoulder with the world powers" - expert Lang Duc Quyen shared.
The Chinese scholar also expressed his hope that China and Vietnam would continue to promote the fine tradition of the relationship between the two Parties and two countries, increase the exchange of experience in Party governance, national and social governance, find a path to develop socialism suitable for their countries; deepen exchanges, learn from and consult each other in the new development stage and situation, making it an essential content in building the China-Vietnam Community of Shared Future of strategic significance.
