Experts propose measures to reduce greenhouse gas emissions in the Industry and Trade sector

At the Carbon Market Workshop: Opportunities and Challenges, Mr. Hoang Van Tam presented measures to reduce greenhouse gas emissions in the Industry and Trade sector.


On the morning of December 25, in Hanoi, the Industry and Trade Newspaper organized a workshop on 'Carbon Market: Opportunities and Challenges'. At the workshop, Mr. Hoang Van Tam, Head of the Climate Change Group, Department of Energy Saving and Sustainable Development (Ministry of Industry and Trade) presented the Greenhouse Gas Emission Mitigation Plan in the Energy Sector. The Greenhouse Gas Emission Mitigation Plan is under the management of the Ministry of Industry and Trade.

According to Mr. Hoang Van Tam, greenhouse gas (GHG) emission reduction in the energy and industrial process sectors under the management of the Ministry of Industry and Trade is carried out according to the GHG emission reduction target according to Vietnam's nationally determined contribution and the Methane Emission Reduction Action Plan to 2030, contributing to the goal of net zero emissions by 2050.

For the Industry and Trade sector, the target by 2025 is to use domestic resources to reduce GHG emissions by at least 8.2% compared to the Business As Usual (BAU) scenario. With international support, GHG emissions will be reduced by at least 36.4% compared to the Business As Usual (BAU) scenario.

The target by 2030 is to reduce GHG emissions by at least 9.0% compared to the Business As Usual (BAU) scenario using domestic resources. With additional international support, GHG emissions will be reduced by about 34.8% compared to the Business As Usual (BAU) scenario. The method for calculating the GHG inventory results will be based on the 2006 version of the guidelines for national GHG inventories (IPCC 2006), the 2000 version of the good practice and uncertainty management guidelines for national GHG inventories (GPG 2000).

Regarding greenhouse gas mitigation measures for the manufacturing and construction industry: Recover energy from waste heat; optimize the combustion process, use high-efficiency equipment, install inverters, and manage energy. Household and commercial service sectors: Use high-efficiency electrical equipment, use solar energy, and use cleaner fuels. Energy industry: Use renewable energy (solar, wind, biomass), develop mixed gas turbines, supercritical and supercritical coal-fired thermal power.

Referring to specific tasks to reduce greenhouse gas emissions in the industry and trade sector, Mr. Hoang Van Tam informed that it is necessary to develop and perfect mechanisms and policies, including developing and perfecting legal regulations on the MRV system to reduce GHG emissions, integrating GHG emission reduction into strategies, planning and related plans of the industry and trade sector, developing and organizing the implementation of policies and mechanisms on the development of new energy, renewable energy, energy saving and efficiency, developing and approving or submitting to competent authorities for approval policies and mechanisms to promote the development of clean energy and renewable energy.

At the same time, implement activities and measures to reduce GHG emissions in the energy and industrial process sectors. Typically, such as organizing and implementing tasks on energy transition, plans to implement related plans and strategies; investigating, assessing the current status and implementing measures to reduce GHG emissions; investigating, surveying and developing, updating and supplementing specific GHG emission coefficients for each sector; conducting GHG inventories, providing guidance on GHG inventories; checking and supervising compliance with legal regulations on MRV of GHG emission reduction results.

In the process of scientific research and technology development, it is necessary to carry out research tasks, apply technology transfer to develop clean energy, renewable energy, use energy economically and efficiently in industry; build an online database on MRV to reduce GHG emissions.

In addition, there are propaganda, education, capacity building and awareness raising activities, such as implementing awareness raising activities for the community and businesses, disseminating and popularizing the State's policies and laws on reducing GHG emissions, training, fostering and improving the capacity of cadres, civil servants and public employees in GHG emission management. At the same time, strengthening bilateral and multilateral cooperation and resource mobilization.

In particular, Mr. Hoang Van Tam also set out the tasks that need to be done at a number of units under the Ministry of Industry and Trade to reduce greenhouse gases. In particular, the Department of Energy Efficiency and Sustainable Development will develop and complete legal regulations on the MRV system to reduce GHG emissions, and GHG inventories at the sectoral and grassroots levels of the Industry and Trade sector.

Organize state management activities on energy saving and efficiency, implement tasks under the National Program on Energy Saving and Efficiency for the period 2019-2030, the National Action Program on Sustainable Production and Consumption for the period 2020-2030, contributing to reducing GHG emissions in production and consumption of the whole society and economy. Implement international cooperation programs and activities on technology transfer, enhance capacity on GHG emission reduction for sectors of the Industry and Trade sector.

In addition, the Electricity and Renewable Energy Authority will implement the plan to implement the national power development plan for the 2021-2030 period, with a vision to 2050; perform related tasks assigned in Decision No. 2756/QD-BCT dated December 14, 2022 of the Minister of Industry and Trade promulgating the Action Plan to respond to climate change and green growth of the Industry and Trade sector to 2030, with a vision to 2050 (Decision No. 2756/QD-BCT).

The Electricity Regulatory Authority has the role of organizing and implementing mechanisms, policies, and measures to reduce power loss in the power system; organizing and implementing the development of a power system capable of stable and safe operation in conditions of integrating a high proportion of renewable energy in the power system; and performing related tasks assigned in Decision No. 2756/QD-BCT.
