Social networks are spreading a document from the Center for Translation and Science and Technology (CTCS, under the Vietnam Union of Science and Technology Associations) sent to the Ho Chi Minh City Department of Irrigation about "introducing people with the ability to pray for rain but not yet verified".

According to the document, Dr. Nguyen Hoang Diep - Director of the Center for Translation, Cultural Services and Science - Technology introduced the case of Mr. Le Minh Hoang (57 years old, living in Hanoi) to the Ho Chi Minh City Irrigation Department.

“After meeting me in person twice, Mr. Hoang asked the agency (CTCS) to introduce him to the southern provinces that are suffering from severe drought and he said that praying for rain is effective. However, in reality, we have not verified this issue, but I was very saddened by the drought and crop failures in some southern provinces, so I introduced Mr. Le Minh Hoang to the Ho Chi Minh City Irrigation Department.

If Mr. Minh Hoang really has that miraculous ability, our country will be blessed and the southern provinces that are facing drought will be saved. However, once again, we would like to emphasize that whether Mr. Le Minh Hoang has the ability to pray for rain or not, we have not confirmed or denied it" - Dr. Nguyen Hoang Diep stated in the document.

The official dispatch of the Center for Translation and Science and Technology is being spread on social networks.

On the morning of April 13, informing Tien Phong Newspaper reporters, Dr. Nguyen Hoang Diep confirmed that the above document was indeed sent by his agency. Mr. Diep also introduced himself as the former Deputy Director of the Institute for Research and Application of Human Potential, and later worked at the Center for Translation, Cultural Services and Science - Technology (Vietnam Union of Science and Technology Associations).

According to Dr. Diep, Mr. Le Minh Hoang came to see him many times to ask for an introduction to the southern provinces that were suffering from drought.

“We have studied world documents in Russia, Türkiye and Egypt before, there were people who could do that (pray for rain). As for whether Mr. Hoang can do that or not, we have not checked it yet. In the document, I clearly stated that I have not confirmed it. However, we are very anxious that the southern provinces are experiencing drought, so we have introduced the provinces and cities to let Mr. Hoang in to verify” - Dr. Nguyen Hoang Diep informed.
