The 5th Ho Chi Minh City Economic Forum (HEF) in 2024 with the theme "Industrial transformation, a new driving force for sustainable development of Ho Chi Minh City" opened at 8:00 a.m. on September 25 in Ho Chi Minh City.

Attending HEF 2024 were Prime Minister Pham Minh Chinh; Politburo member, Secretary of Ho Chi Minh City Party Committee Nguyen Van Nen; Chairman of Ho Chi Minh City People's Committee Phan Van Mai; leaders of central departments, ministries, agencies, provinces and cities; representatives of countries, localities, diplomatic agencies, consulates, international organizations; domestic and international experts, businesses, investors.
Speaking at the opening of the Forum, Politburo member and Secretary of the Ho Chi Minh City Party Committee Nguyen Van Nen said that the presence of Prime Minister Pham Minh Chinh, who is both Chairman of the Southeast Regional Council - the key economic region in the South - and Head of the Steering Committee for the implementation of Resolution 98/2023/QH15 on piloting a number of specific mechanisms and policies of Ho Chi Minh City, is a strong message, demonstrating the determination to act, bringing the country's economic locomotive to overcome obstacles and make a breakthrough in the coming time.

Mr. Nguyen Van Nen said that, with the role of a dynamic and creative economic, financial, commercial, cultural, educational, scientific and technological center, which has contributed to the overall achievements of the whole country, Ho Chi Minh City is facing the urgent need to improve the quality and value of people's lives, and build a civilized, modern and humane city.
"Resolution 31 has assigned Ho Chi Minh City the task of becoming a modern industrial city by 2030 and a city with a modern industrial development by 2045, on par with regional economies and reaching the continental level with many large and specific targets.
To achieve the set strategic goals and tasks, along with solutions for sustainable development, the City chooses green and comprehensive transformation as the core task, industrial transformation as the driving force, digital transformation as a breakthrough and development cooperation as an important and inevitable task," the Secretary of the Ho Chi Minh City Party Committee emphasized.

According to the Secretary of the Ho Chi Minh City Party Committee, in the immediate future, the City will focus on overcoming three major challenges. First, quickly improving the socio-economic infrastructure system, especially transportation, technology, and environment.
Second, improve the quality of human resources, reform institutions and administrative procedures.
Third, there are outstanding and breakthrough mechanisms and policies in mobilizing investment resources for development, removing difficulties and obstacles, creating more opportunities and favorable conditions for the business community to confidently invest and develop.

At HEF 2024, Secretary Nguyen Van Nen informed that the City has listened to and received many opinions, experiences, and very good suggestions from domestic and international delegates, in addition to specific commitments of the City government in many short, medium and long-term periods.
"We seriously accept and will effectively implement the Prime Minister's instructions at the activities of this forum," said Mr. Nguyen Van Nen.

At the plenary session, delegates will listen to reports on topics such as: Main trends in industrial transformation in the world; Governance ecosystem and policies to promote industrial transformation; Industrial transformation strategy of Ho Chi Minh City in the context of regional and international connectivity and new technology trends; The role of the Center for Industrial Revolution 4.0 (C4IR) in Ho Chi Minh City associated with industrial transformation; Main trends in industrial transformation in the world; The cooperative relationship between Vietnam and the United States.
The parallel discussion session was then divided into 3 sessions, with different topics such as: The role of C4IR in Ho Chi Minh City in connection with industrial transformation, Priorities in industrial transformation strategy, The role of businesses and stakeholders in industrial transformation.
The launching event of C4IR, jointly established by Ho Chi Minh City and the World Economic Forum (WEF) - the highlight of HEF 2024 - will take place at noon on September 25. This center is a focal point for cooperation, policy research, transformation, technology transfer, receiving funding, etc., not only helping to support businesses in Ho Chi Minh City but also businesses in the region and the whole country.
In the afternoon, the Policy Dialogue session between the Prime Minister and ministries, sectors with businesses and localities was held to resolve bottlenecks from the practical needs of businesses and localities. Thereby, contributing to concretizing policies to support businesses, removing obstacles, accelerating the institutionalization of the Party and Government's policies on industrialization, modernization, digital transformation, green growth, etc. to help industrial transformation succeed.
Commenting on this year's HEF theme, Deputy Director of the Ho Chi Minh City Institute for Development Studies Pham Binh An said that this year's theme is highly integrated, practical, and in line with world trends and the country's orientation.
It can be understood that industrial transformation is a process of fundamental change in industries, due to the application of technological advances, changing business models towards sustainable development and improving competitiveness.
"This is considered an urgent need of Ho Chi Minh City to improve the competitiveness of products, industries and businesses, helping businesses develop sustainably with a focus on reducing emissions and being environmentally friendly.
At the same time, aiming to increase connectivity, meet new requirements for integration, new standards of the international market, enhance the position of Ho Chi Minh City, reposition the role of the City in economic relations with the Southeast region and the whole country", Mr. Pham Binh An emphasized.
HEF is an annual international event hosted by the Ho Chi Minh City People's Committee with the aim of receiving contributions from speakers and domestic and international experts on the socio-economic development fields of the City in general and the City's key projects, goals and programs in particular. The 5th HEF 2024 takes place from September 24-27 with a series of events related to industrial transformation. |
