On the morning of August 31, in Da Nang, Prime Minister Pham Minh Chinh, Chairman of the National Committee on Digital Transformation, chaired a national online conference on improving the efficiency of providing and using online public services, with the goal of bringing the implementation of online public services to a new stage - in-depth development.
The conference was connected online from the main bridge at the Da Nang City Public Administration Center to the People's Committees of provinces and centrally run cities.
Prime Minister Pham Minh Chinh delivered the opening speech at the conference.
In his opening speech, Prime Minister Pham Minh Chinh emphasized that digital transformation has become an inevitable trend, an objective requirement and a strategic choice for many countries.
In digital transformation, Vietnam identifies a global, comprehensive, and people-centered approach, but with a focus and key points, with people as the center and subject. Both state management, public service provision, and beneficiaries and users of public services must apply digital transformation to achieve the highest efficiency.
In the past time, we have done a lot of things, digital transformation has been strongly promoted in both the public and private sectors, from the central to local levels, from urban to rural areas, from children to grandparents, or in other words, digital transformation has reached "every alley, every house, every person".
The thinking, actions and habits of administrative agencies at all levels and people and businesses in performing administrative procedures are gradually shifting from traditional paperwork to the online environment, helping to improve the efficiency and productivity of economic and social activities.
From this movement and trend, many ministries, branches and localities have vigorously implemented it, with good models, creative and effective ways of doing digital transformation in general and providing online public services in particular.
The Prime Minister said that the implementation of online public services must face and solve huge challenges.
Besides the very basic results, there are still shortcomings and limitations related to thinking, awareness and action on digital transformation, in some places and at some times not as expected and not meeting practical requirements.
Digital infrastructure is not yet synchronous, there are still difficulties in some places and at some times, especially in remote, border and island areas; the effectiveness of implementing online public services has not met expectations (only 17% of local records are processed online)...
At the same time, the implementation of online public services must face and solve huge challenges such as meeting the increasing demands and requirements of the administrative system at all levels and people and businesses in using online public services; needing to digitize a large amount of paper information...
State resources are limited, so it is necessary to mobilize social resources, strength originating from people and businesses with thinking, vision, innovation; developing Vietnamese digital technology products must first serve the needs of Vietnamese people well, then reach out to the region and the world...
The Prime Minister asked delegates to focus on discussing and properly assessing the results achieved in national digital transformation in general, especially in the implementation of online public services, and the benefits brought to people and businesses; sharing good models and effective methods for reference and replication; frankly recognizing challenges, shortcomings and inadequacies; identifying key tasks and solutions for breakthroughs in the coming time.
According to a report by the Ministry of Information and Communications, Vietnam has gone through two stages of development in online public services from 2011 to present.
In which, phase 1 is the initial phase when the number of high-level online public services deployed is very small nationwide; phase 2 is the phase of extensive development, when there is a breakthrough in the number of online public services.
The implementation of online public services has been successful but uneven among ministries, branches and localities. Besides units with high results, there are still many units with very low results, especially in the entire online application process.
To enter phase 3 - in-depth development, it is necessary to focus on universalizing online public services to all citizens and businesses, with the goal of achieving 70% of online records.
