The historic working trip of the General Secretary and President

Looking back over the past year after Vietnam and the United States upgraded their relationship to a Comprehensive Strategic Partnership, could you share some of the highlights in bilateral cooperation?

Looking at the achievements of the past year, one of the outstanding achievements in my opinion is the cooperation efforts of the two countries in the field of technology and semiconductors. Many international technology companies from the US are present or want to operate in Vietnam as well as expand their existing investments such as Intel, Synopsys... This also promotes Vietnam to become an attractive base for global high-tech investors.

The two governments are also actively working together to build and train a high-quality workforce, ensuring that workers have the necessary skills for the new technological era.

Just recently, a new initiative using funding from the US State Department, through the IC design center, was announced, in which Arizona State University collaborates with the National Innovation Center, the Vietnamese Ministry of Planning and Investment, the US Embassy and partners to establish a separate university curriculum to train electrical engineers, computer scientists, and technicians for Vietnam.

Notably, Vietnam is the 8th largest trading partner of the US, while the US is Vietnam’s number 1 export market. There is growing trade between the two countries, focusing on high-tech, high-value goods, as well as increased high-tech investments. This creates jobs and means our two countries will be closer together. US businesses are also eager to invest in Vietnam, taking advantage of policies to shift from coal to renewable energy sources.

Another typical example is the recent cooperation between the US CDC and the Vietnamese Ministry of Health to establish the Vietnam National CDC, a remarkable effort to promote health cooperation and healthy population in Vietnam.

These developments have also contributed to further strengthening the "bridge" and understanding and closeness between the people of the two countries. Overall, the past year has been very interesting and everything will be even more wonderful. We are very excited to look forward to further steps forward.

General Secretary and President To Lam and his wife, along with a high-ranking Vietnamese delegation, will attend the Future Summit, the 79th Session of the United Nations General Assembly, and work in the United States in the coming time. What are your comments and expectations for this event, Ambassador?

I am very pleased with the upcoming visit of General Secretary and President To Lam to the United States to attend the 79th session of the United Nations General Assembly. This will be a very important, historic and highly anticipated trip.

The trips are excellent opportunities to strengthen cooperation between the two countries. In 2023, shortly after President Joe Biden visited Vietnam, Prime Minister Pham Minh Chinh traveled to Washington and New York to attend the high-level general debate of the 78th session of the United Nations General Assembly, combined with bilateral activities.

These are always favorable opportunities for businesses of the two countries to exchange and understand more about the policies of both sides.

How does the US assess Vietnam's role and position at the regional and global levels today, and whether it will cooperate in related efforts?

We welcome Vietnam’s growing role, both regionally and globally. I believe that Vietnam has truly demonstrated itself as a strong leader in ASEAN, especially when faced with major challenges.

Vietnam's role is growing in peacekeeping missions, including in South Sudan and other parts of Africa, and this is an area where the United States is working with Vietnam on training and other capacity-building efforts.

That is something that Vietnam and the Vietnamese people can be proud of.

Look at the bold aspirations that Vietnam has set, such as becoming a zero-carbon green economy by 2050, a high-income economy by 2045, and a digital economy by 2030. Or Vietnam's goal of seeking to move up the value chain, becoming a high-tech manufacturing hub with a high-tech workforce of tens of thousands by 2030.

With that in mind, the United States is proud to be a partner of Vietnam. We welcome Vietnam’s increasingly prominent role on the international stage in the region and will stand with you on this journey.
