Continuously being ranked in the "top" with good management capacity is the honor and pride of the unit after its reform efforts in performing tasks related to production and business activities. To continue to maintain its ranking, meet the expectations and trust of enterprises, the Department of Industry and Trade of Thanh Hoa will continue to lead and direct specialized departments, divisions, and related units in the industry to well implement 4 groups of tasks, key solutions, and targets to increase the scores of component indexes, towards increasing the overall DDCI score of the industry in 2023 and the following period.

Firstly: The Department will continue to direct the synchronous implementation of administrative reform tasks on all contents to improve the indicators of "Transparency and access to information", "Time costs"; regularly thoroughly implement the motto "4 increases, 2 decreases, 3 no"; strengthen discipline and administrative discipline in the agency.

Second: Increase working time with establishments and enterprises to promptly grasp the situation of production and business activities, remove difficulties and obstacles for enterprises; thoroughly apply information technology in operation and management of work to improve the indicators of "Dynamism and role of leaders", "Equal competition" and "Business support".

Third: Strengthen the inspection and examination of public services; promptly detect, prevent and strictly handle violations in the performance of public services to improve the index of "Informal expenses"; focus on checking the working style, manner, discipline and administrative discipline of officials and civil servants to promptly detect, prevent and handle violations and negativity in the performance of public services.

Fourth: Continue to advise the Provincial People's Council and People's Committee to adjust, supplement and issue new legal documents in the fields of State management of industry and trade to improve the index of "Legal institutions". The process of advising on the development of mechanisms and policies must fully comply with the procedures for developing legal documents according to regulations, and publicly solicit opinions to assess the impact of policies on relevant organizations, individuals and enterprises.

In fact, recently, in some departments, branches, localities and a number of cadres and civil servants, there has been a situation of avoiding, pushing away work, being hesitant, afraid of making mistakes, afraid of responsibility. The consequences have led to the work processing being prolonged, hindering the investment process, production activities and reducing the trust of enterprises in State agencies. Therefore, assessing DDCI in the current context is an effective solution to "measure" the level of work completion, contributing to pushing back the current disease of fear of making mistakes and fear of responsibility.

After 2 years of DDCI assessment, in response to the requirements of socio-economic development, the business community hopes that the provincial leaders will continue to pay attention and direct departments, branches and localities to promptly develop solutions to promote component indices with good scores; overcome and improve low-scoring component indices; create a public and transparent business environment, especially in the face of the development of digital government, digital economy, digital society and digital citizens; promote comprehensive digital transformation, synchronous with administrative reform; remove barriers to investment and business activities; increase the reduction and simplification of unnecessary processes and procedures; shorten work processing time; individualize the authority and responsibility of collectives and individuals in each stage of the work processing process; promptly replace or transfer to other jobs for officials and civil servants with weak capacity, harassment, corruption and negativity; Resolutely overcome the situation of pushing things around, not daring to do, not daring to take responsibility for the common goal, benefit and common development.

After 2 years of implementation, it has been shown that the DDCI assessment conducted by VCCI is very accurate, impartial and scientific, based on standards with independent data sources and has long-term continuity to be able to identify the level of improvement over time.

Through this tool, the young business community can express their feelings about the support of departments, branches and localities that are directly handling administrative procedures with businesses. This result will be the basis for units to learn from experience, innovate, improve their capacity to change indicators, change management and leadership methods, and pay more attention to listening to the voices of the business community and investors, aiming to become more proactive and dynamic.

However, to promote market entry and expand production scale in the coming time, enterprises need more support from local authorities in terms of mechanisms, policies and breakthrough reforms in administrative procedures. Therefore, the young business community hopes that in 2023 and the following years, the DDCI index will continue to be focused on further improvement by departments, branches and localities; the presiding agency also needs to continue researching and standardizing the DDCI index to suit the practical situation, especially in the context of the 4.0 era as well as the COVID-19 pandemic that has changed many ways of operating of enterprises.

Through the implementation of the DDCI assessment of Thanh Hoa province, VCCI is very impressed with the spirit of direction to improve the quality of work implementation of the Thanh Hoa provincial government apparatus. In fact, the increase in the median score in both assessment groups has demonstrated that the quality of management of the government apparatus has been improved. Departments, branches, and localities have been putting enterprises at the center of the management and operation process. In fact, if assessing the promulgation and openness of policies on administrative documents and instructions from superiors, every locality "calls" for many good mechanisms and policies. However, the difficulty is transferring the spirit of direction to the administrative apparatus at all levels, from departments, branches, localities to offices, departments, and each civil servant. That is the gap between policy and implementation. DDCI will empower enterprises to carry out that task.

To improve the DDCI index in the following years, Thanh Hoa province needs to create a strong media spread about the province's DDCI as an important highlight in the efforts to improve the investment and business environment and the determination to improve the province's competitiveness; help the business community actively study the contents, meanings and meanings of the DDCI Index to raise awareness, actively participate in evaluating this index objectively because this is an opportunity for businesses to express their feelings, thereby creating positive changes in the government system at all levels in terms of awareness and capacity to serve businesses. The assessed units need to organize events such as conferences and seminars to collect opinions from businesses and experts, analyze in depth the advantages and disadvantages of each DDCI component index in their units, thereby proposing specific solutions for further improvement in the coming time. Along with that, the province needs to strengthen dialogue activities and anti-corruption work; Strengthen discipline, improve public service ethics, build a team of truly clean and competent cadres, civil servants and public employees to meet work requirements; promptly and strictly handle cases of taking advantage of assigned positions, powers and tasks to cause difficulties for people and businesses.
