Mr. Nguyen Nguyen Phuong, Deputy Director of the Department of Industry and Trade of Ho Chi Minh City, confirmed this when talking to Tuoi Tre on the occasion of launching the Ho Chi Minh City Concentrated Promotion Month starting from June 15.
Mr. Phuong said: Recently, the Department of Industry and Trade coordinated with Tuoi Tre newspaper to organize the Cashless Day Festival from June 14 to 16 to promote and introduce people to the benefits of cashless payments and gradually change payment habits from cash to other modern, safe and convenient payment methods.
* In addition to the above festival, does the Department of Industry and Trade have any other activities to encourage and promote people to switch to cashless payment methods, sir?
- Not stopping at the festival, the implementation of cashless payment solutions is determined by the Department as a mandatory criterion in implementing concentrated promotional programs and events.
Accordingly, in each promotional event organized by the department, cashless payment solutions must be implemented.
The Department also cooperates with payment intermediaries to create promotional programs in the direction that when consumers pay their bills without cash, they will receive a 5-10% discount on the bill, but not more than VND 200,000 per transaction.
* Held annually in recent years, has the Concentrated Promotion Program had a positive impact on the economy of Ho Chi Minh City, sir?
- It can be said that this is a recovery period after the difficulties caused by the pandemic and the disruption of the global supply chain in recent years. However, there are still many difficulties for the economy of the country in general and the city in particular.
Therefore, trade promotion and consumer stimulus activities are important solutions contributing to economic recovery.
Right from the beginning of the year, following the direction of the City People's Committee, the department has proactively implemented many solutions to create favorable conditions for businesses to promote production and business activities, helping the city's economy recover and accelerate again.
In particular, the Concentrated Promotion Program is not only a solution to stimulate consumption but also a key program held annually with a series of rich activities.
Promotional events are constantly innovated, improving quality, suitable for the actual situation, and are expected to contribute to helping the city achieve dual goals.
Specifically, the program helps increase total retail sales of goods and consumer service revenue, contributing to the completion of the GRDP growth target in 2024, while controlling inflation and ensuring social security according to the Government's direction.
* So what special support will businesses participating in the program, especially small and medium enterprises, receive?
- Enterprises participating in the Concentrated Promotion Program will receive support from the Department of Industry and Trade in many aspects of communication, costs, connection and cooperation...
For example, businesses participating in branded promotional events, consumer goods promotional events in the form of mobile sales... will receive free/reduced rental costs.
Or support businesses to participate in cooperation projects with large partners, supply chains, create opportunities to connect and cooperate with domestic and foreign businesses...
* How has the Department prepared to take preventive measures against risks such as promotional fraud or payment fraud?
- To prevent risks such as fraud in promotions or payment fraud, the Department of Industry and Trade closely coordinates with the Ho Chi Minh City Market Management Department and the People's Committees of districts, towns, and Thu Duc City to develop plans to strengthen monitoring, inspection, and handling of violations of commercial laws.
Especially violations of promotions in the area to protect the legitimate rights of traders, consumers and tourists.
At the same time, inspect the compliance with the law on the origin of goods of business organizations and individuals in the area.
Combine focused promotions with tourism stimulus
According to Mr. Nguyen Nguyen Phuong, the Centralized Promotion Program - Shopping season in the area in 2024 will continue to be organized in two phases: phase 1 from June 15 to September 15 and phase 2 from November 15 to December 31 as in 2023. In particular, the department focuses on promoting the communication of the Centralized Promotion Program through social networks.
Thereby, supporting promotional businesses to communicate and promote promotional programs to consumers through social networks, payment intermediary applications, billboards...
Specifically, the department coordinates with promotional businesses to have suitable programs that will be promoted through applications such as Zalo, ZaloPay, VnPay... in the form of pop-up design to directly inform users about promotional programs or promote on advertising screens for people to easily receive.
The Department also closely coordinates the Concentrated Promotion Program - Shopping season with tourism stimulus programs to create a spread, attracting consumers and tourists to come and have fun and shop.
