On the afternoon of April 26 , in Quang Xuong district, Ho Chi Minh City Law Newspaper in coordination with Thanh Hoa Provincial People's Committee organized the program "Lighting up the sea with fishermen" .

The program was officially launched by Ho Chi Minh City Law Newspaper in April 2023, expected to be implemented for 3 years (from 2023 - 2025) in 28 coastal provinces and cities nationwide, with a total implementation cost of more than 30 billion VND, to support, encourage, and accompany fishermen; work closely with the Government and local authorities to find solutions to remove the "yellow card" for Vietnam's fisheries industry. Thanh Hoa province is the 11th coastal locality where Ho Chi Minh City Law Newspaper organizes the program "Lighting up the sea with fishermen".

Vice Chairman of the Provincial People's Committee Le Duc Giang and Editor-in-Chief of Ho Chi Minh City Law Newspaper chaired the discussion.

Through 11 provinces and cities, the Program directly visited and presented more than 2,000 gifts to fishermen worth nearly 7 billion VND; provided free medical examinations and medicines to thousands of fishermen; organized legal seminars related to the removal of the IUU "yellow card" for Vietnamese seafood. The Program also awarded more than 300 scholarships worth 800 million VND and many other valuable gifts such as school supplies, milk, and food to fishermen's children who have overcome difficulties to study well.

In Thanh Hoa, the Program presented 200 gifts, each worth more than 5 million VND, including batteries, light bulbs, medicine bags, 1 handbook "Things to know about fishing", 1 box of eagle battery combo, 1 roll of specialized rope and a voucher worth 1 million VND.

The Organizing Committee awarded scholarships and gifts to students who are children of fishermen who have overcome difficulties and studied well.

In addition, the Organizing Committee also awarded 25 scholarships, each worth more than 2 million VND, to students from fishing families who have overcome difficulties and studied well, and awarded 1 scholarship worth 10 million VND to a student who is a child of a fisherman in Quang Xuong district with difficult circumstances and has excellent achievements in English.

Within the framework of the program, Ho Chi Minh City Law Newspaper coordinated with Thanh Hoa Provincial People's Committee to organize a discussion "Strive to remove the "yellow card" for Vietnamese seafood".

At the program, management agencies and experts discussed and clarified the implementation of the European Commission's recommendations on combating illegal fishing in Vietnam up to now; compliance with fishing regulations by fishermen in Thanh Hoa province: efforts from the provincial government; difficulties and obstacles in the implementation of legal regulations and proposed solutions to overcome difficulties in the coming time.

Speaking at the program, Vice Chairman of Thanh Hoa Provincial People's Committee Le Duc Giang affirmed: This is a very meaningful and practical program in the context that the entire political system is making efforts to remove the "yellow card" of the European Commission (EC) for Vietnam's seafood industry.

The EC's withdrawal of the yellow card warning has greatly affected Vietnam's image and reputation in the international arena, negatively affecting seafood exports in the European market, causing slow customs clearance, high logistics costs... especially now that other markets such as the US, Japan, and South Korea are applying the EC's yellow card warning.

Based on the discussion opinions of state agencies and experts, the Vice Chairman of the Provincial People's Committee requested the relevant agencies, local leaders and fishermen to fully absorb the opinions; at the same time, effectively implement Directive No. 32 dated April 10, 2024 of the Secretariat on strengthening the Party's leadership in combating IUU fishing and sustainable development of the fisheries sector, Resolution No. 52 dated April 22, 2024 of the Government on promulgating the Government's Action Program and Plan to implement Directive No. 32 dated April 10, 2024 of the Secretariat and the programs and plans of the province, contributing to the early removal of the yellow card and firmly protecting the sovereignty of the sea and islands of the Fatherland.

On this occasion, comrades: Former Deputy Prime Minister Truong Hoa Binh; Lai The Nguyen, Deputy Secretary of the Provincial Party Committee; Nguyen Ngoc Tien, Member of the Standing Committee, Head of the Provincial Party Committee's Internal Affairs Committee and the working delegation visited, encouraged and expressed condolences to families in Quang Nham commune (Quang Xuong) whose fishermen died or went missing due to a tornado that sank their ship while fishing in the Gulf of Tonkin.
