At the sixth session, the Provincial People's Committee submitted to the 17th term People's Council 6 reports and 17 submissions according to the planned working program. Through discussions in groups and in the hall, the delegates had profound opinions, objectively and comprehensively analyzed and assessed the results achieved in socio -economic development in the first 6 months of 2023, pointed out the shortcomings, limitations and causes; at the same time, reflected and proposed difficulties, obstacles, issues of concern to voters and contributed opinions so that the Provincial People's Committee could focus on directing the implementation of goals, tasks and solutions for socio-economic development in the last 6 months of 2023. On behalf of the Provincial People's Committee, I would like to sincerely thank, seriously accept and direct the serious implementation of the opinions and directions of Comrade Nguyen Khac Dinh, member of the Party Central Committee, Vice Chairman of the National Assembly of the Socialist Republic of Vietnam, and the Standing Committee of the Provincial People's Council; receive reports from the Provincial People's Council committees, speeches from Provincial People's Council delegates, invited delegates, as well as recommendations and feedback from voters sent to the session.

At the meeting, a number of department directors and industry leaders spoke and reported on a number of issues as requested by the provincial People's Council delegates. On behalf of the provincial People's Committee, I would like to report, explain and clarify a number of issues that the provincial People's Council, voters and people are interested in.

In the first 6 months of 2023, with the determination and efforts of the entire political system, the joint efforts and consensus of the people and the business community, the Provincial People's Committee has focused on leading and directing the drastic and flexible implementation of the policies and resolutions of the Central Government, the Provincial Party Committee, and the Provincial People's Council on socio-economic development, Thai Binh has achieved a number of positive results, notably:

Gross regional domestic product (GRDP) in the province increased by 7.77% (ranked 10th in the country and 5th in the Red River Delta), of which the industrial and construction sector contributed more than 70% to the province's growth index (up 13.1% over the same period in 2022, ranking first in the Red River Delta and third in the country. The agricultural sector maintained stable growth, reaching an increase of 2.3%. Advanced new rural construction continues to receive attention and direction in a practical and effective direction. To date, 25 communes have met advanced new rural standards, including 1 commune meeting advanced new rural standards according to the new set of criteria. Positive results in disbursement of public investment capital continue to put Thai Binh in the top of the country (the disbursement rate of public investment capital in the first 6 months is estimated to reach 49% of the Prime Minister's plan).

Investment promotion and attraction work has been directed with a number of in-depth and substantive activities. Since the beginning of this year, the province has organized a working group to promote investment in Japan and Korea; organized meetings with many large corporations and enterprises at home and abroad, signed a number of important investment cooperation agreements with major partners, notably: the signing of a cooperation agreement (MOU) between the Provincial People's Committee and a consortium of investors on the establishment of a Pharmaceutical - Biological Industrial Park in Quynh Phu district, when established this will be the first pharmaceutical - biological industrial park in the country. Notably, during the visit of the President of the Republic of Korea to Vietnam, witnessed by the two heads of state of Vietnam and Korea, the Provincial People's Committee signed a cooperation agreement with the Korean Real Estate Group (LH) on investment cooperation in urban development, housing, industrial parks, etc.

Urban planning and beautification work has many outstanding results. The province has approved many important planning projects as the basis for management, project establishment, construction and urban development. The approval of investment policies and implementation of procedures to select investors for housing development projects have many positive changes and brought better results than in 2022. Investment policies have been approved for 38 projects in the form of project bidding. Up to now, investors have been selected and contracts have been negotiated and signed for 9 projects. Bidding for 29 projects is being carried out and results will be available soon.

The implementation of key projects and works continues to receive attention and focus, notably: Carrying out the tasks assigned by the Prime Minister, up to now, after nearly 1 year of efforts, research and proposals, the CT 08 expressway project has completed the financial investment plan for the Ninh Binh - Hai Phong expressway project (CT.08) through Nam Dinh and Thai Binh provinces; currently submitting to competent authorities for approval of the Pre-feasibility Study Report of the CT.08 expressway project.

Administrative reform and improvement of the business investment environment continue to have positive changes. In 2022, many administrative indicators increased in rank compared to 2021 (provincial competitiveness index (PCI) ranked 28/63 provinces and cities, up 19 ranks; administrative reform index (Par Index) increased 7 ranks and satisfaction index of state administrative agencies' services (SIPAS) ranked 13/63 provinces and cities, up 27 ranks).

The tasks in the cultural and social fields were comprehensively directed, meeting the requirements of economic development and serving the people. Social security policies, policies for people with meritorious services, poverty reduction, and social protection were effectively implemented. The education sector has well implemented and completed the tasks of the 2022-2023 school year. Medical work and public health care have been focused on, basically overcoming the shortage of drugs, chemicals, and medical supplies; the cultural sector has successfully organized many cultural activities on the occasion of important holidays and political events.

National defense, security and social order and safety work are maintained stably. The legal institutions and security and order index ranked 2nd nationwide, up 44 places compared to 2021. Thai Binh is one of 19 provinces and cities nationwide that have completed the target of issuing citizen identification cards ahead of schedule. The work of selecting and calling citizens to join the army was directed to be carried out seriously, completing 100% of the military recruitment target in 2023.

To achieve the above results, right from the beginning of the year, the Provincial Party Committee, People's Council and People's Committee anticipated the situation and difficulties arising in the implementation of the socio-economic development tasks of 2023, so they focused resources and were determined in leading and directing the implementation of tasks. Right from the beginning of 2023, the province organized a launching ceremony to launch enterprises to compete in production and business, organized provincial working delegations to visit and work with enterprises and directly listen, resolve and encourage enterprises to actively produce, contributing to the sustainable economic development of the province. Periodically and regularly review and supplement measures to effectively lead and direct the implementation of the assigned tasks. The Provincial People's Committee has established 3 working groups led by 3 Vice Chairmen of the Provincial People's Committee to focus on directing the resolution of existing problems and difficulties under the direction of the Provincial Party Committee; established a special working group headed by the Chairman of the Provincial People's Committee under the direction of the Prime Minister. The working group has worked in districts and a number of large enterprises in the province to grasp and promptly resolve difficulties in production and business of enterprises, obstacles in implementing non-budget investment projects... thereby promptly resolving them at working sessions, and at the same time transferring them to agencies for resolution. Since the beginning of the year, the Provincial People's Committee has received 325 petitions and proposals from agencies and enterprises; of which 104 petitions and proposals have been directly resolved at working sessions; departments and branches have resolved 139 petitions and proposals; the remaining 82 petitions are being resolved by departments and branches; in the coming time, the Provincial People's Committee will continue to direct to completely resolve the petitions and proposals of agencies and enterprises.

However, in addition to the above-mentioned achievements, through the implementation of the socio-economic development tasks in the first 6 months of the year, the Provincial People's Committee found that there are still some shortcomings and limitations as stated in the report of the Provincial People's Committee presented at the meeting and the discussion opinions of the Provincial People's Council delegates. On behalf of the Provincial People's Committee, I would like to take responsibility, seriously accept and will focus on directing and having specific and effective solutions to overcome the above-mentioned shortcomings and limitations in the coming time.

At this meeting, the Provincial People's Committee presented 6 reports and 17 proposals with many important contents on mechanisms and policies; and goals, tasks and solutions for socio-economic development in the last 6 months of 2023.

After the Provincial People's Council delegates pass the resolutions, the Provincial People's Committee will focus on implementing specific solutions to effectively organize and strive to complete the goals and tasks approved by the Provincial People's Council.

In the last six months of the year, the world and domestic economy is forecasted to continue to have difficulties and challenges; achieving the socio-economic development target for the whole year is very difficult, however, with the highest determination and effort, the Provincial People's Committee has not proposed to adjust the growth target. To achieve the highest growth target, it requires departments, branches, districts and cities to have high political determination, act decisively, dare to think, dare to do; be proactive and creative in leadership, direction and administration; strictly implement the directions of the Central Government, the Provincial Party Committee, the Provincial People's Council and the solutions stated in the report of the Provincial People's Committee presented at the meeting, in which it is necessary to focus on implementing the following specific tasks:

Firstly , Thoroughly, fully and effectively implement the tasks and solutions according to the Resolutions and directions of the Government, the Prime Minister, the ministries, branches and sectors of the Central Government, the Provincial Party Committee and the Provincial People's Council on socio-economic development in 2023, especially Conclusion No. 191-KL/TU dated July 5, 2023 of the 20th Provincial Party Executive Committee Conference, 25th session on the results of leadership in implementing political tasks in the first 6 months of the year, key tasks in the last 6 months of 2023 and the resolutions of the Provincial People's Council adopted at this session. Immediately after the meeting, the heads of departments, branches and localities were requested to focus on reviewing the achieved targets, plans and targets for the whole year, especially the targets that have not been completed or completed at a low level, on that basis, there are drastic solutions to strive to complete and exceed the targets set for 2023 in each sector, field, locality, agency and unit. Continue to maintain and improve the quality and effectiveness of the special working group of the Provincial People's Committee and 3 working groups to direct the resolution of existing problems and difficulties, headed by 3 Vice Chairmen of the Provincial People's Committee.

Second , focus on effectively implementing projects, mechanisms and policies in the agricultural sector that have been issued, especially mechanisms and policies such as land accumulation and concentration, and the mechanism for building advanced new rural areas approved by the Provincial People's Council at this session. Promote the new rural construction program on the principle of ensuring efficiency and sustainability. Continue to expand and replicate effective agricultural production models, at the same time, continue to research and replicate, build new models and the One Commune One Product Program (OCOP) associated with building brands of Thai Binh agricultural and handicraft products, especially the Thai Binh rice brand; have specific solutions to improve the quality of clean water supply of clean water supply plants for people in the province.

Third , urgently complete the Provincial Planning to submit to the National Appraisal Council for appraisal, submit to the Prime Minister for approval as a basis for implementing political tasks and project works in the province. Speed up the implementation of urban and housing development projects, investment in infrastructure construction of industrial parks and clusters and traffic works, especially key projects such as industrial parks: Lien Ha Thai, Hai Long, Tan Truong, coastal roads, roads from the city to Cau Nghin, main roads in the Economic Zone, Southern belt road of Thai Binh city; renovate and attract new investment in urban areas such as the urban area along the Tra Ly river... Urgently implement the investment project to build the Ninh Binh - Hai Phong expressway; Prepare conditions to implement the LNG power project...

Fourth , Synchronously implement solutions to increase budget revenue associated with environmental protection and revenue generation, especially focusing on improving the efficiency of tax, fee and charge collection; resolutely implement solutions to enforce the collection of tax debts; maximize the remaining revenue, speed up the collection of land use fees from bidding and auction projects... Thoroughly implement budget savings, strive to complete the 2023 state budget revenue estimate assigned by the Provincial Party Committee and Provincial People's Council.

Fifth , Promote the achievements from investment promotion, meetings and working sessions with domestic and foreign investors to continue to specify the contents agreed upon at the working session, investment cooperation agreements (MOU) to promote the attraction of high-quality investment projects, potential and reputable investors to Thai Binh Economic Zone and industrial parks throughout the province. Focus on accelerating the early formation and implementation of industrial parks such as VSIP Thai Binh Industrial Park, Pharmaceutical - Biological Industrial Park in the province. In addition, priority is also given to removing obstacles in the implementation of non-state budget investment projects on investment procedures, land, resources, planning, construction... especially in compensation and site clearance, creating favorable conditions for investors to accelerate the implementation and completion of projects, promoting investment efficiency.

Sixth , Strengthen land management and environmental protection, promptly deploy solutions to effectively collect and treat domestic waste in the province as proposed by the Provincial People's Council delegates. Enhance the responsibility of local authorities, link the responsibility of local authorities with land management, one school. Strengthen inspection and examination to promptly detect and strictly handle violations of the law in land management and use. Focus on promoting site clearance, especially site clearance to promptly hand over land to implement key projects that have been and will be implemented in the coming time.

Seventh , Strengthening discipline, order, raising the sense of responsibility of cadres and civil servants in performing public duties and handling administrative procedures, must overcome the situation of lack of responsibility, shirking, avoidance, working half-heartedly, being afraid to advise, slow to advise of sectors, agencies, units, and localities when there are policies and directions of the Provincial Party Committee, People's Council, and Provincial People's Committee. Continuing to effectively implement the key administrative reform task of reforming administrative procedures; strictly implementing the direction of the Government and the Provincial Party Committee on streamlining the payroll, arranging the organization of the administrative apparatus, completing the merger of 20 commune-level administrative units in the province in the period of 2023-2025.

Eight , Focus on comprehensive and synchronous development of cultural and social fields.

- Improve the quality of medical examination and treatment services, preventive medicine, and food safety. Continue to remove difficulties in procurement to ensure adequate supply of medicines, medical supplies, and chemicals for medical examination and treatment.

- Well implement the new general education program; tasks for the new school year 2023 - 2024; better manage extra teaching and learning.

- Continue to fully and promptly implement preferential policies for people with revolutionary contributions, subsidies, and social assistance. Organize meaningful and practical activities to express gratitude and repay kindness on the occasion of the 76th anniversary of War Invalids and Martyrs Day. Continue to implement solutions to complete the targets on social insurance and health insurance coverage.

- Improve the quality of vocational training in line with the needs of businesses in the province. Carry out information and communication work, cultural and sports activities well. Promote digital transformation to ensure practicality and efficiency.

Nine , on national defense, security and social order and safety.

Strengthen and consolidate national defense potential; build a solid national defense posture associated with a solid people's security posture; prepare conditions and successfully organize the provincial defense area exercise in 2023 under the direction of Military Region 3. Maintain political security; ensure social order. Absolutely protect the security and safety of key targets, projects, political events, and activities of Party and State leaders in the locality; ensure traffic order and safety, fire prevention and fighting, and rescue.

Improve the quality and effectiveness of the “Movement for the protection of national security” in the new situation. Focus on promptly, early, remotely and at the grassroots level to resolve outstanding and pressing issues in society; resolutely not to let hot spots form, causing public outrage. Create a stable and healthy environment for people and businesses to feel secure in production and business to serve the goal of socio-economic development. Focus on thoroughly resolving outstanding and stuck tasks; handle and resolve backlogs in implementing conclusions of inspections, checks, audits, etc.

The remaining tasks in the last months of 2023 are very large. Therefore, in order to successfully complete the set goals and targets, on behalf of the Provincial People's Committee, I would like to request voters and people in the province, the business community and the entire political system of the province to join hands, be unanimous, determined and make efforts to successfully implement the tasks and solutions for socio-economic development in the last 6 months of the year; At the same time, with a receptive spirit, the Provincial People's Committee and the Chairman of the Provincial People's Committee hope to receive many enthusiastic contributions from all walks of life for the cause of building and developing the province.
