Necessary or not?
In recent days, after the Ministry of Education and Training announced the draft Law on Teachers to solicit comments from agencies, organizations and individuals, it was noted that many opinions expressed agreement and support for the draft's content.
Among them, many basic issues meet the expectations of the teaching staff. Dai Doan Ket Newspaper published an article: “Building the Law on Teachers: Teachers eagerly wait for salary increases”, asking for opinions from a number of teachers on the regulation that teachers’ salaries are given the highest priority compared to the administrative career salary scale system.
This policy is a great joy and millions of teachers across the country expect it to become a reality when it is legalized.
However, in addition, the draft Law on Teachers has provisions on granting practice certificates to teachers. This provision also makes many people wonder, asking: Will there be an unnecessary “sub-license”?
Responding to teachers' concerns about professional certificates, Deputy Minister of Education and Training Pham Ngoc Thuong affirmed that professional certificates are not to strengthen teacher management or increase pressure on teachers regarding degrees and certificates, but to develop teachers.
Depending on the needs and capacity, each teacher can have more than one certificate. When having a practice certificate and fully qualified, the teacher can teach at preschool, primary or higher levels and vice versa. That is the development of the teaching staff.
The draft Law on Teachers has also calculated a favorable transition plan for 1.6 million teachers who were recruited into the industry before this Law took effect, of course they will be granted a practice certificate without the need for assessment and testing.
In addition, retired teachers who wish to do so will also be granted a practice certificate to recognize their dedication to the education career or to continue their professional activities.
Positive impact of professional certification
Mr. Vu Minh Duc - Director of the Department of Teacher Management and Educational Management Staff (Ministry of Education and Training) said that a practice certificate for teachers is a document confirming the qualifications of a teacher issued by a competent authority to a person who meets the standards for the title of teacher according to regulations.
The basic practice certificate will have a positive impact on teachers and educational institutions. The certificate will facilitate teachers if there are changes in their professional activities. Because it is valid nationwide, no matter where teachers teach, once they have a practice certificate, they do not need to re-implement the internship regime, reducing procedures for teachers in cases such as transferring work between public and non-public educational institutions or vice versa...
Dr. Nguyen Vinh Hien - former Deputy Minister of Education and Training said that the granting of practice certificates for professions around the world aims to ensure the quality of that profession, closely linked to the requirements, rights and responsibilities of individuals and that profession towards society.
In our country, there are many other professions that also have practice certificates such as lawyers, doctors, etc. Therefore, according to Mr. Hien, teaching profession also needs to have a practice certificate.
Mr. Hien also said that there should be a specific process to evaluate the development of teachers and issue practice certificates if teachers fully meet the criteria and requirements. The Law on Teachers is a general regulation for teachers and the teaching profession, but for each level of education, there should be other specific regulations. The issuance of practice certificates must be carried out by the State management agency.
With more than 30 years of experience in the education sector, Dr. Nguyen Van Hoa, Chairman of the Board of Nguyen Binh Khiem School (Hanoi) expressed his opinion that at this time, teachers trained in pedagogy cannot automatically become teachers but need training and development.
“Therefore, I think it is very necessary to issue professional certificates for teachers. It is even necessary to regulate the validity of certificates so that teachers can develop. If this is not done, it will be difficult to develop the education sector,” said Dr. Hoa.
Supporting the contents of the Law on Teachers, Mr. Le Van Tich - teacher at Dien Tan Secondary School (Nghe An) said that the regulation on practice certificates for teachers is correct.
However, Mr. Tich said that the most important thing when building the law is how to keep teachers secure, committed to the profession and attract talented people to the education sector.
Professions that affect people's lives and health require a license to practice. Typically, architecture, medicine, and health care. Therefore, for teachers, affecting the future development of human personality, a license is very necessary.
In addition, the current input objects of the teaching profession are also very diverse and even traditional teacher training schools need to learn more about the educational model. Therefore, licensing ensures that those who teach meet the necessary requirements of the teaching profession."
