The temple of Duke Ha Cong Thai was built in the 19th century, managed by the Ha Cong family, a family that ruled Muong Kho, to worship the gods. During the reign of King Gia Long and Minh Mang, in the Ha Cong family, there was Mr. Ha Cong Thai who had the merit of fighting the enemy in Hung Hoa town and suppressing the bandits in the Vietnam - Laos border area, especially helping the Nguyen Dynasty unify the country, so Mr. Ha Cong Thai was awarded the title of Duke by the Nguyen Dynasty, with the right to govern from Eo Le slope, Mau market, Bai market, Muong Ne to the source of Ma River. After his death, his tomb was buried in Dong Trang, near the temple; at the same time, in the temple, the Ha Cong family built another house in the Meo Pagoda grounds to worship Duke Ha Cong Thai and later worship scholars Ha Van Mao and Ha Trieu Nguyet. Since then, Meo Pagoda has become a place to meet the spiritual and cultural needs of Muong Kho land in particular, and the mountainous district of Ba Thuoc in general.

Every year, on the occasion of the ceremony held at Meo Pagoda (January 10), local people, out of respect for those who have contributed to the country, often come to visit and burn incense to commemorate and pray for luck, good weather, favorable weather, and good things for every family. In addition, they can also participate in unique folk games and performances such as throwing con, tug of war, pushing sticks, cockfighting, crossbow shooting, beating mang, beating the drum... And, January 10 has become the day to hold the Muong Kho Festival.

Meo Pagoda was completely destroyed in the period of 1960 - 1964 due to the bombing of the North by American aircraft. After that, the rituals and folk games and performances gradually faded away. The worshiping rituals were only maintained in the Ha Cong family. In November 2009, with the attention of the Provincial People's Committee, the Department of Culture - Information (now the Department of Culture, Sports and Tourism), Ba Thuoc District Party Committee assigned the District People's Committee to direct the Department of Culture - Information to coordinate with the People's Committee of Dien Trung commune to restore and rebuild the Temple of Lord Ha Cong Thai to meet the expectations of the people of the district's ethnic groups. On December 9, 2011, the Chairman of Thanh Hoa Provincial People's Committee issued Decision No. 4075/QD-UBND on ranking the historical relic of Lord Ha Cong Thai Temple as a historical, cultural relic and provincial-level scenic spot.

The Muong Kho Festival in 2024 has great significance for the spiritual life of the people of Dien Trung commune in particular and the people of Ba Thuoc district in general. Because, the Muong Kho Festival was included in the list of National Intangible Cultural Heritage by the Ministry of Culture, Sports and Tourism in Decision No. 3415/QD-BVHTTDL dated November 10, 2023. This is the concern of the Party and State for preserving and promoting the value of national cultural heritage and is also an opportunity for everyone to express their gratitude to the generations of ancestors and each person in preserving and promoting the cultural and historical values ​​of the nation.

The festival is organized at the district level, from February 18 to February 19, 2024 (ie January 9 and 10, the year of the Dragon). The festival activities include 2 parts: the ceremony and the festival. The ceremony includes: Organizing the procession of the dead and offering incense at the temple of Duke Ha Cong Thai according to traditional rituals. Announcing the decision, awarding and receiving the National Intangible Cultural Heritage Certificate. Performing the festival congratulatory amulet with a concert of 460 gongs.

The festival includes a staged art program in the program to receive the National Intangible Cultural Heritage of Muong Kho Festival and cultural activities, sports, traditional and modern folk games in the festival space including: District-level Men's Volleyball Tournament and competitions in ethnic sports including competitions in the following subjects: Men's volleyball, shuttlecock throwing, tug of war, stick pushing, crossbow shooting; National costume performance contest and interspersed with selected art performances.
