
On investment in expanding bottlenecks on National Highway 40B Through Tam Phu commune, the Ministry of Transport said that this section belongs to the route km2+390 - km5+000, which is part of the project to upgrade and expand the road connecting National Highway 1 to the Da Nang - Quang Ngai Expressway and the coastal road of Quang Nam province (National Highway 40B). During the project implementation, due to the delay in compensation and site clearance work under the responsibility of the locality, the Ministry of Transport has repeatedly worked with and sent recommendations to the Provincial National Assembly Delegation, the Provincial Party Committee, the Provincial People's Council and the Provincial People's Committee, requesting them to focus on removing difficulties, completely resolving existing problems, and handing over the site to the investor and contractor for construction.
However, the remaining problems that have not been completely resolved have seriously affected the progress of the project implementation with 21 locations still having un-transferred land with a total length of about 2.5km and exceeding the capital allocation deadline as prescribed in Article 52 of the Law on Public Investment. The Ministry of Transport has decided to stop construction, delimit the sections that have not been cleared to organize smooth traffic and approve the final settlement of investment capital for the completed project, and regulate capital sources to focus on key national and industry projects under the direction of the Prime Minister.
The medium-term public investment plan for the 2021-2025 period of the Ministry of Transport approved by the National Assembly in Resolution No. 29/2021/QH15 dated July 28, 2021 is very limited, resources are mainly focused on important and urgent driving projects according to the principles and criteria of the National Assembly and the Government, so it is not possible to balance the allocation of capital to invest in expanding National Highway 40B as proposed by voters. Currently, the Government has submitted to the National Assembly a draft Law on Roads, expected to be approved at the session in May 2024. In which, Article 32 stipulates that "Based on the needs of socio-economic development of regions and localities, ensuring national defense and security and the ability to allocate resources of localities, the Prime Minister assigns the Provincial People's Committee to carry out investment in the construction of National Highways".
The Ministry of Transport said that in case the locality can arrange resources, it is recommended that the People's Committee of Quang Nam province consider and proactively study the plan to expand the bottleneck on National Highway 40B to report to the Prime Minister according to the above regulations after the Road Law is passed by the National Assembly and takes effect. The Ministry of Transport will closely coordinate with Quang Nam in the process of implementing investment and construction.

Regarding the proposal to invest in additional lanes for non-motorized vehicles and pedestrians on National Highway 1 (Duy Xuyen - Phu Ninh section), The Ministry of Transport responded that it had studied many options to invest in expanding and separating the non-motorized lanes from km947+000 to km987+000. However, due to difficulties in investment procedures, the feasibility of the BOT project (upgrading and expanding, revenue is not guaranteed) and difficulties in capital sources, especially in the context of the limited allocation of resources of the Ministry of Transport, focusing on important national projects, strategic infrastructure projects under the direction of the National Assembly and the Government, it has not been possible to allocate capital to implement the project.

As many times before, the Ministry of Transport said it has focused resources on investing in the Da Nang - Quang Ngai expressway running parallel with a scale of 4 lanes for motor vehicles and 2 emergency lanes; when put into operation from the end of 2018, it has contributed to sharing and reducing the load on the section of National Highway 1 through Quang Nam by about 40% of traffic (cars - PV). The Ministry of Transport will prioritize reporting to competent authorities to consider investing in expanding the section when conditions are met and capital sources are balanced. In the immediate future, the Ministry of Transport assigned the Vietnam Road Administration to coordinate with local professional agencies to specifically survey the current situation to find solutions to increase safety for people and vehicles participating in traffic on the route.
