Although the plan has not been approved and compensation has not been received, people in Dinh Lap, Loc Binh and Lang Son districts have still handed over 98% of the land acquisition area to serve the renovation and upgrading of National Highway 4B from Km 18 to Km 80.
According to the Department of Transport of Lang Son province, the unit is being assigned by the Ministry of Transport to implement the project to upgrade the section Km 18 - Km 80, National Highway 4B, Lang Son province with a total length of 63.387km, with a total investment of nearly 2.3 trillion VND from the program for economic and social recovery and development.
The total area of the project is 201.87ha (Loc Binh district 79.2ha, Dinh Lap district 122.67ha). The total area to be recovered, compensated, and supported for site clearance on the main route is about 80.87ha/1,802 households, of which Loc Binh district is about 49.35ha/818 households; Dinh Lap district is about 31.52ha/984 households.
Contractors mobilized maximum machinery and human resources to construct the project to renovate and upgrade National Highway 4B.
Up to now, localities have handed over the site to investors to start construction of the main road section with a total length of about 53.576/63.387km (84.5%); the bridge section has handed over 14/14 bridges (100%) for contractors to construct.
The technical infrastructure on the route still has many problems, the optical cables, electric poles, and domestic water lines have not been moved. The received land is not continuous, there are many technical infrastructure works, making it difficult to simultaneously implement construction on the entire route.
The remaining undelivered part is 9,811km/63,387km (about 15.4%), of which Loc Binh district has not delivered 7,947km/22,087km (35.98%), Dinh Lap district has not delivered 2,551km/41.3km (6.10%).
People agreed to hand over the site to help complete the project to renovate and upgrade National Highway 4B soon.
Currently, the People's Committees of the districts are implementing the campaign "Hand over land first - Receive compensation later", up to now, basically mobilizing people whose land is recovered to sign a commitment to hand over the land in advance, reaching about 98% of the total land area to be recovered. Currently, the districts are carrying out the procedures to hand over to the investor.
Contractors are currently deploying 56 construction teams (14 bridge construction teams and 42 road and prefabricated structure construction teams) along the entire route. Mobilizing 33 vibratory rollers, 59 excavators, 21 bulldozers, 53 transport trucks, 1 bored pile drilling rig, 3 service cranes and other types of machines to speed up construction progress and complete the project.
