Decree 176/2024/ND-CP of the Government, effective from January 1, 2025, allows the Ministry of Public Security to support individuals and organizations providing information reflecting administrative violations of traffic safety and order at a level not exceeding 10% of the amount of administrative fines and a maximum of VND 5 million/case.
According to a representative of the Traffic Police Department (Ministry of Public Security), the traffic police have been receiving information and images from people to verify and handle violations in the field of road traffic safety and order in recent times.
Traffic police have handled many cases of traffic order and safety violations based on information and images provided by the public and organizations.
Regarding the receiving point, most recently, Circular 73/2024 of the Ministry of Public Security stated this content.
Traffic police units are responsible for publicly announcing the location, postal address, email address, electronic information portal or website, social network account, and hotline number of the unit so that individuals and organizations can provide information.
At the same time, the traffic police unit will organize 24/7 duty to receive and collect data provided by individuals and organizations.
Traffic police units that receive and collect data include: Traffic Police Department; Traffic Police Department; Traffic and Order Police Team of District Police.
In addition, people can also provide information and images of traffic violations by installing and using the VneTraffic application developed by the Ministry of Public Security.
Circular 73/2024 also states the process of collecting and using data (information, images) provided by individuals and organizations, which is implemented according to the provisions of Decree No. 135/2021.
The collected data must ensure: Not infringe upon the freedom, honor, dignity, privacy, personal secrets, other rights and legitimate interests of individuals and organizations as prescribed by law.
At the same time, objectively, accurately and honestly reflect the violation, time and location of the violation.
Regarding the payment mechanism for information providers and the criteria for payment for each content, a representative of the Traffic Police Department said that this will soon be specifically regulated by relevant agencies in implementation guidance documents. Currently, there is no specific mechanism on this issue.
Therefore, information about individuals receiving bonuses for providing information and images of traffic safety violations on social networks recently is incorrect.
