Before the groundbreaking ceremony, representatives of the design consultants and supervision consultants of the three projects from three different locations pledged to mobilize the best and highest quality resources to ensure the projects are implemented on schedule and comply with all regulations to complete the projects on time according to the signed contracts.

In his role as coordinator of the Ring Road 3 project, Chairman of the Ho Chi Minh City People's Committee Phan Van Mai spoke on behalf of Dong Nai, Long An, and Binh Duong provinces.

Mr. Phan Van Mai assessed that this is the largest-scale project ever in the transport sector in the region, and it is also a project that has applied many unprecedented methods, helping to shorten the implementation time by one year compared to the usual implementation method. These include flexible compensation, support, resettlement, approaching market prices; giving design drawings to people in the project area...

Mr. Phan Van Mai pledged to the Government that in the coming period, he will continue to focus on completing site clearance, speeding up construction, closely coordinating with units, project management boards, and the Ministry of Transport to promptly resolve difficulties with the highest determination. "Ring Road 3 is extremely important to Ho Chi Minh City. This is a project of the Party's will and the people's heart. I hope that in the coming period, the people will also stand side by side with the locality, being the "co-authors" of Ring Road 3. We are committed to coordinating with the Central Ministries, closely monitoring, and regularly promoting so that the project can be technically opened to traffic by the end of 2025, and the entire project can be completed by 2026," said Mr. Phan Van Mai.

If determination is high, the whole country will certainly have 3,000 km of expressway by 2025.

Giving the order to start the 3 projects, Prime Minister Pham Minh Chinh affirmed that these are all projects with very large total investment and extremely important significance. Due to limited resources, over the past 20 years, Vietnam has only built more than 1,000 km of highways. Although still small, this is a very meaningful stage, a lesson to summarize experience, draw out more correct and effective models when starting to implement this 2nd phase, with the goal of having about 5,000 km of highways by 2030.

"To realize this goal, from now until 2025, the transport sector must complete nearly 2,000 km of expressway, four times the number of expressway kilometers built over the past 20 years. This is a very heavy task, but we have learned many valuable lessons to overcome the shortcomings of the previous period. What is special is that the three projects starting construction today are all projects that apply their own specific mechanisms. The most prominent is the mechanism of decentralization and delegation of authority. Just imagine how difficult it would be if only the Ministry of Transport were in charge of nearly 2,000 km of expressway. Therefore, the mechanism of decentralization and delegation of authority to localities is very important, deciding the success of the project," said the Prime Minister.

The Head of Government also informed: In this term, our country plans to have 500,000 billion VND to build transport infrastructure. In addition, we will mobilize capital from the Central and local levels such as Ring Road 3 (local 50%, central 50%). Next is capital from increased revenue, savings; medium-term investment sources; other cooperation capital sources; capital sources for recovery programs. From these 5 sources, the Government is confident that it will have a large capital source to complete the transport network in the coming period.

In addition, Prime Minister Pham Minh Chinh especially praised the efforts of Ho Chi Minh City, which in a short time had completed more than 80% of the construction site, meeting the conditions to start the project. The localities have managed and operated, with the support of the people, mobilizing the entire political system to participate, creating consensus and achieving good results in site clearance. This is a product that cannot be measured or counted, not a product on paper, so it is truly touching.

"Mobilizing capital is difficult, having capital and then clearing the land quickly - these are two decisive factors among many important factors that create the success of traffic projects. With new lessons like this, if we have high determination, great effort and drastic action, by 2025, the whole country will certainly have 3,000 km of expressway" - the Prime Minister confidently affirmed.

Identifying that the upcoming work is still very large, with many challenges and difficulties, Prime Minister Pham Minh Chinh requested localities to continue to speed up the site clearance work for the remaining locations, including many locations through residential areas, which are prone to complaints and lawsuits. At the same time, ensure the source of construction materials; develop effective and reasonable construction plans in the context that all 3 projects have a large construction volume in a short period of time, with difficult weather conditions...

The Ministry of Planning and Investment, the Ministry of Transport, the Ministry of Finance, investors, contractors, supervision consultants... are assigned to closely coordinate and strengthen coordination with other ministries and branches to promptly remove difficulties and challenges, and control project progress throughout the implementation process.
