On the morning of January 19, the Provincial People's Committee held an online conference to review 2 years of implementing Project 06 of the Government and directions and tasks for 2024. Comrade Nguyen Duc Trung - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee chaired the conference.
Comrade Le Hong Vinh - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee and Colonel Bui Quang Thanh - Director of the Provincial Police Department co-chaired the conference. Attending the conference were leaders of departments, branches, sectors and 21 districts, cities and towns.
COMPLETE, EXCEED MANY TARGETS AND ASSIGNED TASKS
Speaking at the opening of the Conference, Chairman of the Provincial People's Committee Nguyen Duc Trung emphasized that Project 06 of the Government is an extremely important project, of practical significance, bringing many benefits to people and businesses. This is also an important project to implement national digital transformation. Project 06 has a large amount of work, many new, difficult, complicated, unprecedented tasks and high implementation requirements.
Initially, the implementation of Project 06 was still confusing, but since the end of October 2022, the province has focused on directing and drastically implementing the tasks and has completed and exceeded many targets and tasks, which have been highly appreciated by the Central Government. However, in the implementation process, there are still shortcomings and limitations, and there are tasks that have not been completed.
Therefore, the Chairman of the Provincial People's Committee requested the Conference to focus on clearly evaluating the results, drawing lessons, frankly pointing out the shortcomings and limitations, and proposing effective solutions to continue implementing Project 06 to achieve higher results and complete the set targets and tasks.
Reporting on the results of the past 2 years of implementing Project 06, the leader of the Provincial Police said that the Provincial Party Committee, People's Council, and People's Committee have focused on directing strongly with many directives, official dispatches, resolutions, and plans; organized many inspections and meetings to remove "bottlenecks", difficulties, and obstacles, and urged implementation according to the set goals, requirements, and roadmap.
To date, the province has completed 23/25 tasks, of which 14 are regularly implemented and 2 are being implemented. The province has also implemented 25/25 public services under Project 06 and 6/11 public services under Decision No. 42 of the Prime Minister.
In 2023, the rate of online public service records in the whole province will reach 45.03%, 5.03% higher than the Government's target; of which localities will reach 57.12%, departments, branches and sectors will reach 27.96%. For 25 essential public services, the rate of online records will reach 74.4%. Some administrative procedures have an online record rate of 95-100%.
Propaganda work has been enhanced with various contents and forms on various platforms. Departments, branches, sectors and localities have focused on exploiting and using population information, citizen identification, electronic identification and authentication to serve socio-economic development; promoting non-cash payments.
By the end of December 2023, the Provincial Police had issued 2,852,992 chip-embedded citizen identification cards to 100% of eligible citizens; collected 2,389,718 accounts and successfully activated 1,899,673 electronic identification accounts.
Nghe An province has also actively completed the ecosystem to serve the connection, exploitation, and enrichment of population data. Nghe An is one of 14 localities that completed the connection with the National Population Database the earliest in the country.
Through the implementation of Project 06, a breakthrough has been made in the leadership's management methods and the approach to work of the staff, civil servants and public employees; serving socio-economic development; serving businesses and people more conveniently; saving time, costs and reducing hassles in transactions.
At the conference, leaders of departments, branches, and localities: Vinh City, Yen Thanh, and Ky Son reported on the implementation results of Project 06, raised difficulties, and proposed and recommended solutions in the coming time.
IMPROVE ROLES AND RESPONSIBILITIES, RESOLUTIVELY PERFORM TASKS
Concluding the Conference, Chairman of the Provincial People's Committee Nguyen Duc Trung once again emphasized the position, role and importance of Project 06 in practice; at the same time, emphasized 6 important results after 2 years of implementing Project 06.
In particular, the advisory and direction work has been carried out promptly and resolutely; in the implementation process, the role of Party committees, authorities at all levels and units, especially the role of leaders, has been fully promoted. Propaganda work has many creative and effective methods and approaches. The work of collecting, updating, supplementing and cleaning data has been directed to be carried out regularly and resolutely.
The province has focused on implementing 25 tasks of Project 06, ensuring requirements; implementing many peak periods of issuing citizen identification cards and electronic identification with high results; organizing the review and simplification of many administrative procedures, implementing many drastic, creative and effective solutions in implementing online public services. On behalf of the provincial leaders, the Chairman of the Provincial People's Committee acknowledged, commended and highly appreciated the results that departments, branches, units and localities have achieved in the past 2 years.
In addition to the achievements, the Chairman of the Provincial People's Committee emphasized 3 groups of existing problems and limitations. The provincial administrative procedure information system has not been connected and synchronized with the systems of ministries and branches, affecting the reception and settlement of administrative procedures of departments, branches and localities. Some departments, branches and localities have not paid attention to and organized the implementation of models.
A number of cadres, civil servants and public employees have a low sense of responsibility in handling administrative procedures; they have a mentality and habit of following traditional methods, are still afraid of innovation, and still tend to shirk and avoid responsibility.
Emphasizing the lessons learned after 2 years of implementing Project 06, the Chairman of the Provincial People's Committee said that it is necessary to mobilize the strength and participation of the entire political system; have methods, steps, and ways of doing things from building a pilot model, thereby replicating and effectively implementing the project; focusing on doing a good job of propaganda, raising awareness of cadres, civil servants, public employees, people, and businesses, creating high consensus in society.
Reiterating the theme of 2024: "Completing digital infrastructure, digitalizing data creation, promoting the application of utilities of Project 06, serving socio-economic development, improving the effectiveness of administrative reform, contributing to promoting the completion of targets on digital government, digital economy, digital society by 2025" , Chairman of the Provincial People's Committee Nguyen Duc Trung said that for Nghe An province, in order to focus on leading, directing, and implementing targets and objectives of Project 06 according to the Government's roadmap, and at the same time further promoting the results of the past time, requiring heads of departments, branches, localities, and members of the Provincial Project 06 Working Group to continue to enhance their roles and responsibilities in leading and directing the drastic implementation of the assigned tasks; Proactively coordinate with the standing agency to handle recommendations, problems, and difficulties.
The Provincial Police - Standing Agency of the Provincial Working Group presides over and coordinates with relevant units to closely follow the direction of the Government Working Group to proactively advise the Head and Deputy Head of the Provincial Working Group of Project 06 to issue a Plan and documents directing the implementation of Project 06 tasks in 2024, in which specific tasks, targets, progress, and completion time are assigned to each department, branch, and locality.
The Chairman of the Provincial People's Committee also requested departments, branches and localities to continue to advise and resolutely and effectively implement 38 pilot models; promote and improve the effectiveness of online public services; strengthen propaganda, mobilization and guidance for people to perform online public services and make online payments in a practical manner, without doing it on behalf of others; receive and synchronize administrative procedure records; digitize records and results of administrative procedure settlement on the Provincial Administrative Procedure Settlement Information System according to assigned targets and tasks.
The departments and branches: Planning and Investment, Justice, Transport continue to coordinate with the Provincial People's Committee Office to connect and integrate the Provincial Administrative Procedure Information System to increase the working efficiency of the staff, civil servants and public employees; have a mechanism to check and monitor the implementation process, ensuring publicity and transparency with people and businesses.
The head of the Provincial People's Committee requested that the Departments, branches and sectors continue to review and advise on perfecting institutions and legal corridors for the transformation of social activities and state agencies from manual to modern technology applications, effectively using population data applications, electronic identification and authentication.
The Office of the Provincial People's Committee presides over, monitors and urges departments, branches and localities to review, implement and publicize administrative procedures; periodically publish service indexes for people and businesses of departments, branches and localities; advise the Provincial People's Committee to direct the correction and overcoming of shortcomings and limitations of agencies and units.
In addition, departments, branches and localities continue to maintain and effectively implement the work of supplementing and updating population information to ensure it is "correct, sufficient, clean and alive", serving to enrich data, connect, exploit and share population data with other branches, create shared data to build a National Data Center according to the Government's roadmap.
Emphasizing the need to allocate resources to invest in infrastructure to meet the requirements of implementing Project 06 and digital transformation in the coming time, Chairman of the Provincial People's Committee Nguyen Duc Trung requested departments, branches, and localities to review, register, and synthesize the need to purchase equipment to meet the requirements of improving the quality of administrative procedure settlement.
The Department of Information and Communications continues to advise and direct the completion of the province's IOC Smart Operations Center to serve the direction and operation of leaders at all levels, promoting socio-economic development. The Department of Finance presides over and coordinates with the Department of Planning and Investment based on the needs and proposals of departments, branches, sectors and localities to develop a budget estimate for the implementation of Project 06 in 2024.
Chairman of the Provincial People's Committee Nguyen Duc Trung emphasized that in the process of implementing Project 06, it is necessary to identify the important factor, focusing on taking people and businesses as the center of implementation, with the aim of creating convenience and benefits for people and businesses.
After the conference, departments, branches, localities, especially the heads, regularly direct, inspect, urge, closely follow the tasks, roadmap, progress, and are responsible to the Provincial People's Committee and the Provincial Working Group for the implementation results of Project 06 of their agencies and units.
On this occasion, the Prime Minister awarded Certificates of Merit to the Provincial Police; the Minister of Public Security awarded Certificates of Merit to 4 individuals of the Provincial Police; the Chairman of the Provincial People's Committee awarded Certificates of Merit to 50 collectives and individuals with outstanding achievements in implementing the topics and movements to implement Project 06 of the Government.
