Chairman of the Provincial People's Committee: Digital transformation must be persistent, substantial and effective

On the afternoon of September 21, the Provincial People's Committee held a conference to review 1 year of implementing the digital transformation plan of Nghe An province until 2025 and the launching ceremony of National Digital Transformation Day 2023. Comrade Nguyen Duc Trung - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee chaired the conference.

Comrades: Bui Dinh Long - Vice Chairman of the Provincial People's Committee; Le Ba Hung - Director of the Department of Information and Communications co-chaired the conference. The conference was connected online to 21 connecting points in districts, cities and towns.

DIGITAL TRANSFORMATION HAS NOT MET REQUIREMENTS AND HAS NOT ACHIEVED GOALS

Opening the conference, Chairman of the Provincial People's Committee Nguyen Duc Trung emphasized that in recent times, departments, branches, Party committees and authorities at all levels have made efforts to implement digital transformation and this task has changed. However, this work has not met the requirements, has not achieved the set goals, and many indicators are low.

Emphasizing the purpose and importance of digital transformation, the Chairman of the Provincial People's Committee requested the conference to frankly and objectively acknowledge the achievements, shortcomings, limitations, difficulties, obstacles, tasks, and solutions in the coming time for effective and practical digital transformation. Heads of agencies and units should pay attention to mobilizing cadres, civil servants, public employees, and workers to participate in digital transformation, thereby raising awareness and creating a widespread effect among the people.

On August 22, 2022, Nghe An Provincial People's Committee issued Plan No. 586/KH-UBND on digital transformation of Nghe An province by 2025. The Provincial People's Committee has also promptly directed the resolution of many arising issues, removed difficulties and obstacles to implement digital transformation. Departments, branches, sectors, and district-level People's Committees have also proactively and promptly developed digital transformation plans for their sectors and localities.

To date, the province's digital platforms and shared software have all been deployed on cloud computing platforms to ensure efficient operation and information security. The province has completed the consolidation of the public service portal and the province's electronic one-stop system into an administrative procedure settlement system and put into operation the Data Collection, Appraisal and Sharing System.

Regarding digital government, the Provincial People's Committee has issued a list of shared databases in Nghe An province; completed the development of "Regulations on management, connection and sharing of digital data of state agencies in Nghe An province" and digitized, built databases, shared information systems, and information systems deployed by ministries and branches.

According to a report by the Ministry of Information and Communications, the estimated digital/GRDP ratio of Nghe An province in 2022 is 7.38%, ranking 32nd out of 63 provinces/cities. Businesses and people have been interested in and responded to digital transformation activities such as: Using online public services, cashless payments, and applying digital platforms.

Review results, regarding the goals set for 2025, have so far completed 8/11 goals on Digital Government, 2/6 goals on digital economy, 1/3 goals on digital society. Review results according to Plan No. 586 of the Provincial People's Committee, have so far completed 15/18 tasks and projects on digital government; 4/6 tasks and projects on information security; 5/5 tasks and projects on human resource development for digital transformation; 2/9 tasks and projects on digital transformation for various fields.

As of August 30, 2023, 3,743/3,806 villages and hamlets were covered by mobile broadband. Currently, 5G Internet is being piloted in Vinh city. Striving to have 100% of villages and hamlets covered by mobile information by 2025. All levels and sectors have focused on implementing many training, fostering, coaching, seminars and conferences to improve digital transformation skills for civil servants, businesses and people.

At the conference, localities, industries and IT enterprises reported on the results of implementing digital transformation tasks, pointed out many difficulties and problems and proposed solutions for the coming time.

THE WHOLE POLITICAL SYSTEM MUST TAKE ACTION RESOLUTIVELY, CREATING A SPREADING POWER AMONG THE PEOPLE

Concluding the conference, Chairman of the Provincial People's Committee Nguyen Duc Trung emphasized that after 1 year of implementing Resolution No. 09 of the Provincial Party Executive Committee; Plan No. 586 of the Provincial People's Committee, the results achieved in digital transformation work are remarkable.

The province has paid attention to leadership and direction; all levels and sectors have established a Steering Committee for digital transformation; and have paid attention to implementing digital transformation tasks and activities. Regarding the goals set for 2025, up to now, 8/11 goals on digital government, 2/6 goals on digital economy, and 1/3 goals on digital society have been completed.

According to Plan No. 586 of the Provincial People's Committee, up to now, 15/18 tasks and projects on digital government have been completed; 4/6 tasks and projects on information security assurance; 5/5 tasks and projects on digital transformation human resource development; 2/9 tasks and projects on digital transformation for various fields. People and businesses have initially shown interest in and responded to digital transformation activities such as using online public services, cashless payments, and applying digital platforms.

The province's digital platforms and shared software are deployed on cloud computing platforms to ensure efficient operation and information security. Basic infrastructure, data warehouses, data sharing integration platforms, etc. are being focused on and gradually deployed. As of August 30, 2023, 3,743/3,806 villages and hamlets are covered by mobile broadband.

All levels and sectors have focused on raising awareness, training, fostering human resources, and training cadres, civil servants, and public employees to raise awareness, digital transformation skills, and spread to the people. Some agencies and localities have achieved good digital transformation results, contributing to the overall results of the province.

In addition to the achieved results, the Chairman of the Provincial People's Committee said that the province's digital transformation work still has many shortcomings and limitations, not meeting the set requirements. The awareness of digital transformation in some departments and localities is not really clear, the content of digital transformation implementation has not been defined; some leaders are not really interested in digital transformation.

During the implementation process, some guiding documents and legal bases on digital transformation are not complete and specific; Digital technology experts and high-quality information technology human resources have not been attracted to work in agencies of the political system.

Digital infrastructure development in remote areas is still lacking; facilities and infrastructure serving information technology application/digital transformation are limited; resources for digital transformation have not received due attention.

The exploitation of shared information systems for management and operation in some sectors and fields has not been completed and exploited effectively, and there is no connection. Some tasks related to building smart cities and smart operation centers have not been achieved. Ensuring network information security is of concern but still has many potential risks; the development of the digital economy is at a modest level.

To continue implementing digital transformation and achieving the highest results as per the targets in Plan No. 586 of the Provincial People's Committee and Resolution No. 09 of the Provincial Party Committee, in the coming time, Chairman of the Provincial People's Committee Nguyen Duc Trung requested departments, branches, sectors and localities to identify digital transformation as an important, central, regular and continuous task and require the synchronous participation and high determination of the entire political system; to implement persistently, substantially, effectively and not spread out.

Regarding digital institutions, continue to closely follow the documents and policies of the Central and the province, especially Resolution No. 09 of the Provincial Party Executive Committee, Plan No. 586 of the Provincial People's Committee to continue implementing in many forms, with many forms of propaganda, raising awareness first in the political system, then spreading to the people about the requirements, tasks, significance and effectiveness of digital transformation work.

Regarding digital government, it is necessary to gradually digitize documents, records, and business processes; authenticate electronic records, develop shared digital database systems to serve state management and provide online public services throughout the process. Prioritize the direction of important sectors and fields that have great contributions to socio-economic development in general and economic growth in particular, such as: Industry and Trade, Agriculture, Tourism, Information and Communications.

Regarding digital infrastructure, promote the development of digital infrastructure, especially in mountainous districts, remote areas. Regarding the development of digital transformation human resources, continue to focus on reviewing and supplementing training tasks, fostering, raising awareness, skills, and capacity for digital transformation.

Regarding digital economy and digital society, promote cashless payment activities; promote the participation of businesses in digital economic activities, gradually forming a digital society.

Regarding network information security, it is necessary to review and improve regulations and procedures on management and ensuring network information security at agencies and units; organize assessments and implement measures to ensure network safety and security according to the 4-layer model.

Emphasizing specific tasks, Chairman of the Provincial People's Committee Nguyen Duc Trung requested departments, branches, sectors and localities to promote the responsibility of leaders in directing and operating the field of digital transformation. Focus on implementing tasks to improve the quality, results and efficiency of digital transformation, and evaluate according to the set of indicators issued by the province.

Pay attention to propaganda work and develop columns to propagate digital transformation to raise awareness of digital transformation; review and strengthen the Steering Committee for Digital Transformation, requiring heads of sectors and localities to be the Head of the Committee; 7 sectors and localities urgently complete the annual digital transformation plan and the 2022-2025 period.

Sectors and localities focus on digitalization, building databases and data warehouses for sectors, especially Education and Training; Health; Labor - Invalids and Social Affairs; Justice; Culture; Home Affairs; Agriculture and Rural Development; Industry and Trade; Transport. Every quarter, departments, sectors and localities must report the results of digital transformation to the Department of Information and Communications and the Provincial People's Committee Office to report to the Provincial Steering Committee.

Chairman of the Provincial People's Committee Nguyen Duc Trung also assigned specific tasks to departments, branches and localities, including requesting the Department of Information and Communications to establish a Working Group to review and urge departments, branches and localities to implement digital transformation to improve the efficiency of digital transformation in the province; review the contents of Plan 586 of the Provincial People's Committee to advise and direct the implementation of unfinished contents and add new tasks.

The Department of Home Affairs shall preside over and coordinate with the Department of Information and Communications and related departments and branches to advise the Provincial People's Committee to turn the results of digital transformation implementation into indicators to evaluate the year-end emulation results of sectors, levels, agencies, units and to evaluate and classify the completion of tasks of cadres, civil servants and public employees at all levels.

At the conference, Chairman of the Provincial People's Committee Nguyen Duc Trung launched the "National Digital Transformation Day" in 2023 with the theme "Exploiting digital data to create value". The Provincial People's Committee issued Plan No. 634 dated August 29, 2023 on organizing the National Digital Transformation Day in 2023 in the province.
