Party member Hoang Kim Tan joined the Party on February 6, 1951, participated in the Dien Bien Phu campaign, then was in charge of the militia of Vinh Quang commune and worked at the commune's cooperatives. During his life of fighting and working, he received many medals, badges, and certificates of merit from all levels. He always fulfilled his assigned tasks well, exemplary in implementing the Party's policies, the State's laws and regulations in residential areas.
